CLARK FREEPORT, Pampanga -- The first phase of the Tarlac-Pangasinan-La Union Expressway (TPLEx) officially opened Thursday, cutting more than 40 minutes off the travel time going to Baguio.
The 17-kilometer stretch from Tarlac City to Victoria and Gerona towns in Tarlac is directly connected to the Subic-Clark-Tarlac Expressway (SCTEX).
From Gerona, there are five interchanges along the entire 17-kilometer TPLEx including Paniqui and Moncada in Tarlac; Rosales, Urdaneta City, and Pozorrubio in Pangasinan; and Rosario in La Union.
The expressway, according to officials, is equipped with state-of-the-art sensors, lighting, and reflectors for public safety.
The expressway’s Section 1 (49.3 kilometers from Tarlac City to Rosales) is expected to be finished by the middle of next year, while the entire stretch from Tarlac City to Rosario, La Union, totaling 88.85 kilometers, will be completed by 2016.
After construction of the first phase has been completed, the Toll Regulatory Board issued a Toll Operation Permit for the expressway.
The tollway operator has yet to post the toll rates for TPLEx, although reports said they will be made public soon.

ANGELES CITY, October 30 (PIA) -- Two works published by Holy Angel University (HAU) bagged honors in the 32nd National Book Awards.
“Gale at Gosu” took home the top prize in the Best Book of Nonfiction Prose in Kapampangan category while “Kawatásan: Obrang Poeta Laureado” won in the Best Book of Poetry in Kapampangan category.
Penned by Cris Cadiang, “Gale at Gosu,” is a compilation of vernacular songs that honor various saints.
“I thank the Center for Kapampangan Studies of HAU, Dos Garcia who did the book lay out, Porfessor Mey Lansangan for enhancing the music of the Liturgy, Mr. Tess Wilkerson, and fathers and brothers of the Servants of the Risen Christ Monastic Community,” Cadiang said.
Moreover, Joel Pabustan Mallari’s “Kawatásan: Obrang Poeta Laureado” is an anthology featuring the works of all crowned Kapampangan poets.
“I dedicate this to all poets and writers of the vernacular,” Mallari said.
National Book Awards is an annual accolade given by National Book Development Board and the Manila Critics Circle that aims to strengthen book development--and all aspects of it, including the promotion of reading, writing, publishing and most things related to books in the Philippines. Angeles City Barangay Elections 2013 was held on Monday, the 28th of October 2013. This election was to elect barangay captain or barangay chairman and seven councilors to fill up elective posts in each barangay. The city of Angeles in the province of Pampanga is composed of 33 barangays, and hence the registered voters in city had elected 33 barangay captains and 231 barangay councilors.
Dubbed as “Culiat”, “Entertainment Capital of Central Luzon”, and “Premier City of Central Luzon”, Angeles City is locally classified as a first-class, highly urbanized city and is bordered by Mabalacat City to the north, Mexico to the east, San Fernando to the southeast, Bacolor to the south, and Porac to the southwest and west.
Angeles, a part of Metro Angeles (Metropolitan Angeles), is independent from Pampanga and, as of the 2010 census, it has a population of 326,336 people distributed to its land area of 60.27 square kilometers (23.27 sq mi).
As of First District of Pampanga, Angeles City is political subdivided into 33 barangays.

CLARK FREEPORT --- Transportation and Communications Undersecretary Jose Perpetuo Lotilla has described the entry of Qatar Airways in Clark as a signal for the further development of North Philippines particularly for Central Luzon.
"It is a milestone for Clark and for the country that another airline has chosen to fly into Clark. It is a signal for the further development of the Philippines especially for this part of the country, Central Luzon," Lotilla said during the airline’s formal launching of its daily Doha-Clark-Doha flights.
The DOTC officials said President Aquino and Transportation Secretary Joseph Emilio Abaya are happy with this development.
"The DOTC stands solidly behind in supporting the efforts of Clark," Lotilla said.
Lotilla, Clark International Airport Corporation (CIAC) president and CEO Victor Jose Luciano, Civil Aeronautics Board Director Carmelo Arcilla, and Philippine Ambassador to Qatar Excellency Cresente Relacion led the inaugural flights of Qatar Airways in Clark.
Qatar Airways's Airbus A-330-300 aircraft, with 112 passengers mostly Overseas Filipino Workers, arrived at Clark Airport around 9:40 a.m., 20 minutes behind the 9:20 a.m. schedule.
The passengers received a warm welcome during simple Philippine traditional festivities at the new passenger terminal.
"It is a momentous day of joy and celebration for Clark International Airport, the Clark Freeport, and the communities of Clark, and the peoples of Central and Northern Luzon," Luciano said.
"Indeed Clark is blessed, as the World's Five Star Airline, Qatar Airways has selected Clark its second destination in the Philippines," Luciano added.
He said that Clark Airport and the 23 million OFWs in the North Philippines, is now linked to more than 133 international destinations of Qatar Airways.
He also said that tourists in the Middle East can now visit the Philippines by Qatar Airways’ flight at Clark Airport.
Qatar Airways Senior Vice President for Commercial Operations Woo Yew Seong said they chose Clark because of its strategic location and potential of becoming the country’s next gateway.
Woo said that Qatar Airways has more than 100 modern aircrafts worldwide. According to him, the airlines is looking forward of increasing its operations at Clark Airport.
He said that Clark Airport is vital to their operations in the Philippines since it is their second destination.
"We are very happy to be in Clark and rest assured that we will give our genuine service to the Philippines," he said.
Qatar Airways is Skytrax's world best airlines in 2011 and 2012 and among the top in the world for years.
The airlines operates in Africa, Central Asia, Europe, Far East, South Asia, Middle East, North America, South America and Oceania.
On October 1, Emirates Airlines launched its daily flights (Dubai-Clark-Dubai) using a Boeing 777-ER300 aircraft with has capacity of 428 passengers.
Emirates officials had assured to bring in one million passengers into the country for their Clark operations.

CLARK FREEPORT -- An official of Clark Development Corporation (CDC) has denied reports that timbers from fallen trees inside the Freeport are being sold.
Red Fuentes, head of the CDC Environmental Management Department, said his office is still conducting an inventory of trees that fell during the onslaught of Typhoon "Santi" two weeks ago.
He said the Department of Environment and Natural Resources is supervising the inventory to determine "merchantable" logs or those which still have commercial value.
Trees with diameters of 40 centimeters and up are selected and picked up by the Department of Environment and Natural Resources (DENR)-accredited contractors and furniture makers, he said.
"Nasa clearing pa kami. Hindi naman namin magalaw [ang mga puno] hanggang hindi nakita at na-evaluate ng DENR kung ito ba ay merchantable ba o hindi," Fuentes said.
Fuentes said about 1,000 fallen trees were found inside the Freeport and 80 of these are full grown century-old acacia, African tulips, and eucalyptus, among others.
Fuentes made an assurance that small trees (with less than 40 centimeters in diameter) will be placed at the CDC stockyard.
The CDC management will decide if the logs will be sold or donated to various Aeta communities at the Clark subzone, he said.
Some locators expressed apprehension about the slow clearing of trees and debris, particularly along major roads and parks.

ANGELES CITY -- Local police over the weekend arrested a man for attempting to rob a female fast-food personnel in Barangay Sto. Domingo here.
Police identified the suspect as Joner Pancho, 33, who tried to rob victim identified as Rhea Guevarra, a service crew at a Burger Machine branch located along MacArthur Highway, Barangay Sto. Domingo here.
Guevarra was on duty at said store when the suspect approached her and at knife point declared the heist. This prompted her to yell for help and with the timely arrival of a patrolling lawman, Inspector Darwin Barbosa, the suspect was arrested. Confiscated from him one bolo, approximately 12 inches long.
Appropriate charges have been filed against the suspect before the Angeles City Prosecutor's Office.

CLARK FREEPORT — At least 10 commercial aircrafts were diverted to the Clark International Airport late Wednesday afternoon due to upgrading of the radar system, causing multiple air traffic at the Ninoy Aquino International Airport (NAIA).
Clark International Airport Corporation (CIAC) President and CEO Victor Jose Luciano said the aircrafts started arriving at Clark Airport at about 4:30 p.m. Passengers landed safely at the 2,367-hectare Clark Civil Aviation Complex.
Luciano said three Airphil Express aircrafts from Tuguegarao, Dipolog and Cagayan De Oro; Gulf Air aircraft from Bahrain; Philippine Airlines aircraft from Incheon; two Tiger Air Philippines aircrafts from Cebu and Bacolod; Air Asia Zest aircraft from Cagayan De Oro; and, two Cebu Pacific Air aircrafts from Cebu landed safely at Clark Airport.
All diverted aircrafts at Clark Airport started leaving at about 2:10 a.m. on Thursday after NAIA returned to its normal operations.
Clark Airport is being primed by the government as the next premier gateway of the country. The Department of Transportation and Communications (DOTC) had already submitted a study of a “Dual Airport” system development of both NAIA and Clark Airport.
NAIA has already reached its capacity and that Clark Airport is being eyed to be developed into a premier gateway.

CLARK FREEPORT—Demand for malunggay, which Americans considered as “super food” and used in Israel as ingredient of alternative medicine, has grown in different parts of the world and a local foundation called on Filipinos on Monday to plant and cultivate the “miracle tree.”
Bernadette Arellano of the Moringaling Philippine Foundation (MPFI) said the market for malunggay (scientific name: moringa) has spread to Japan, Korea, Australia, Germany and other European capitals.
“Some three tons of raw materials is shipped to Japan and processed as herbal, or alternative medicine, additives and food products,” Arellano said.
A greenhouse was put up as a nursery for moringa seedlings in Bacolor, Pampanga to serve the needs of moringa farmers. European buyers prefer  Philippine malunggay compared with other varieties in southeast asia such as Indonesia and India.
“At present there are only about 50 hectares planted to moringa across the country.  The biggest farm in Negros Occidental covered four villages with one million trees,” Arellano said.
Genara Olais-Matsuoka, a major stock holder of the Japan-Philippines Malunggay Eco Farm, which operate a large moringa plantation in Bay, Laguna, said she entered the business when her Japanese husband, who was diagnosed with liver disease, recovered after ingesting malunggay seeds.

CLARK FREEPORT – The big demand of malunggay (Moringa) products in various countries around the globe have motivated local major players to encourage the public to cultivate and make profit with this miracle tree.
Bernadette Arellano, founding chair of the Moringaling Philippine Foundation, Inc. (MPFI), said malunggay products, which is being considered as a “super food” in the United States, had penetrated Japan, Israel, Korea and Australia markets.
She said major players in the malunggay industry is eyeing Germany and other European markets ‘that is why we encouraged everyone to plant this miracle tree to meet the growing demands abroad.”
In fact, Arellano said, some three tons of raw materials are being shipped to Japan and processed it there as herbal or alternative medicine, additives and also used as functional products for different foods.
“At present, there are only about 50 hectares of land that are planted with moringa (scientific name for malunggay) across the country and the biggest farm is in Negros Occidental covering four villages with 1-million of trees and in Bay, Laguna,” said Arellano during a press conference held at the Montevista Villa function room Saturday.
In Pampanga, around .7 hectare is planted with malunggay in Barangay Sta. Barbara, Bacolor town. The farm is owned by Israeli David Makain, 65, who is married to a Pampagueña.
Makain said he supplies malunggay leaves and seeds to local manufacturers in the country. He sometimes exports the product and introduced it to Israel market as an alternative medicine and functional food ingredients.
He said a greenhouse was established in Bacolor town and served as nursery for moringa seedlings.
Arellano said buyers in Germany have preferred Philippine malunggay as compared to other varieties in Southeast Asian countries such as Indonesia and India.
Genara Olais-Matsuoka, treasurer of MPFI who shared her experiences to the media on the “wonder” of malunggay, said she ventured into this kind of business shortly after her Japanese husband, diagnosed with cirrhosis liver, recovered after ingesting malunggay seeds.
Olais-Matsuoka, who hails from Mindanao, is now a major stockholder of Japan-Philippines Malunggay Eco Farm, Inc. with large plantation in Bay, Laguna. The products such as Moringa Health Tea and Malunggay Furikake, a dried dressing, now famous in Japan, are just some of the produce being shipped to Japan.
The MPFI will be hosting the 4th Moringa Congress and Exhibit on Nov. 21 to 23 here with international speakers, including Dr. Jed Fahey who wrote books about scientific study and health benefits of malunggay to consumers.

CLARK FREEPORT—An executive of the Clark Development Corporation (CDC) revealed recently that the CDC did not appropriate any funds for the repair of the Clark Expo ampitheatre inside the Freeport. According to CDC vice president for Operations Franco Madlangbayan, the amphitheatre has been leased to Education City, an Austrailian school operating inside the Freeport, offering English language and vocational courses. The said facility was damaged when a part of the tent fell during the onslaught of Typhoon “Santi” two weeks ago.  Madlangbayan said that they advised to no longer use the amphitheatre because it was no long safe.  Clark Expo (formerly Expo Pilipino) was the Philippine National Centennial Exposition and centerpiece of the commemoration of the 100th anniversary of the declaration of Philippine Independence on June 12, 1898.  The 60-hectare heritage and entertainment park is a celebration of the Filipino’s history, culture, and achievements in the past 100 years, as well as aspirations for the next millennium.  This was a project of the National Centennial Commission and the Philippine Centennial Exposition Corporation.  The 35,000-seat capacity amphitheatre is a favorite venue for major concerts and shows, ecumenical services and political rallies. The site is the home of the Nayong Pilipino, the country’s cultural park.  In early 2010, the site was re-launched as Clark Education City by the Australian International Training and Management group. The National Government spent P3.5 billion (US$ 63.64 million) for the construction of the Expo Pilipino.  Then President Fidel Ramos directed three government agencies – the Social Security System, the Government Service Insurance System, and the Land Bank of the Philippines — to lend a total of P1.4 billion (US$ 25.45 million) to the joint venture.

ANGELES CITY --- A former city councilor, who is running for chairman in Barangay Balibago, has denied sending letters to registered voters purportedly informing them about the change in the venue of their poll precincts.
Alfie Bonifacio, who is opposing incumbent village chairman Rodelio “Tony” Mamac, said “anybody can do that.”
Bonifacio said that many people are mad at Mamac.
Despite this, the Commission on Elections (Comelec) earlier denied reports that some 2,000 registered voters at Santa Maria Elementary School in Barangay Balibago were transferred to Tinio Elementary School, another sitio of said village.
Angeles City Election Officer Numer Lobo issued the clarification after Bonifacio’s camp reportedly sent letters to each voter in said barangay indicating that the Comelec has issued a new list of voters.
Bonifacio’s purported letter stated, “Para sa inyong kaalaman, ngayon po ay may bagong pinalabas na listahan, pangalan ng mga botante ang Commission on Elections dito sa lungsod ng Angeles para sa darating an barangay election na gaganapin sa buwan ng Oktubre 28, 2013.”
Lobo explained that the Comelec did not prepare or issue a new list of voters as stated in the letters sent to Balibago residents.
A letter sent to Francisco R. Dungo, one of the residents of the three sitios (Santo Nino, A Santos, and Oak Street) covered by the Santa Maria Elementary School, stated, “Ang inyong pangalan ay kasama sa mga nailipat na magboboto sa Tinio Elementary School, sa lugar ng Abacan, Barangay Balibago, Lungsod ng Angeles. Ang presinto po ninyo ay 0097B.”
“Ito po ay tulong serbisyo publiko ng Team Bonifacio Pagbabago sa Balibago sa ating mga kabarangay, kaagapay ng Commission on Elections para gamitin ang karapatan bilang isang Pilipino na botante ayon sa ating saligang batas,” the letter added.
Lobo said he finds no violations on Bonifacio’s alleged initiative. He described it as a form of public service, saying other candidates are also helping voters find their poll precincts during elections.
“Didinan tayang benefit of the doubt. Siguru agawa na ita in good faith,” Lobo said.
The election officer said that he is set to send letters to the concerned voters to prevent confusion and disenfranchisement during the election day.
Mamac, who earlier stated that the three sitios covered by the Santa Maria Elementary School are his bailiwicks, said that according to witnesses, the letters came from Bonifacio’s alleged leaders and drivers.

CLARK FREEPORT -- The Clark Development Corporation (CDC) will be hosting this year’s Hanmadang Festival at the CDC Parade Grounds from October 18 to 19, the state-owned firm announced.
According to CDC President Arthur Tugade, the Handmadang Festival will be the precursor to the state-owned corporation’s upcoming project dubbed the "Grand Clark Festival" slated to be held from November 16 to 17 also at the parade grounds.
Tugade said the hosting of the Handmadang Festival complements Clark’s reputation as a "Work, Live, and Play" environment. He said the festival highlights the cultural exchanges between South Korea and the Philippines.
In 2011, the Korean Community Association of Central Luzon led by its president Eui-Kwon Chung and Han Hyoung Gyo, the Angeles City local government, and the Department of Tourism regional office held the first Hanmadang Festival at the Bayanihan Park outside Clark’s main gate.
The event featured cultural song and dance presentations from both Korean and Filipino performing artists. It was also highlighted by Taekwondo demonstrations and the “Ssireum” or Korean-style wrestling, folk dances and performances from traditional Korean percussion quartet. Food and other culinary delights from the two countries were also showcased during the event.
For this year’s Hanmadang Festival, Tugade said dignitaries from South Korea will be visiting the Freeport to represent Korean Ambassador Hyuk Lee, who flew to Korea to help prepare for the arrival of President Benigno Simeon Aquino III on October 17.
President Aquino will be in Korea to accept a plaque of appreciation from President Park Gyeun-hye in behalf of his late father, former Senator Benigno Aquino Jr., who was a news correspondent during the Korean War.
Tugade said Ambassador Hyuk Lee had assured the CDC that he will help entice more Korean businesses to pour their investments in the Clark Freeport. He added that Lee cited Clark as a premier investment haven.
The CDC president added that Clark is ready to welcome not only Korean investors but also businesses from other Asian neighbors like China, Singapore, Malaysia and those from the United States and other European countries.
Earlier, the CDC reported that in the first six months of 2013, Korean firm Phoenix Semiconductor Phils. Corp. (PSPC) topped the list of best exporting countries with $196 million or 58 percent of Clark’s total export volume.
PSPC's feat was followed by Nanox Phils, Inc., with $59 million or 18 percent; Yokohama Tire Philippines, Inc. with $18 million or 5 percent; and HLD Clark Steel Pipe Co, Inc., with $11 million or 3 percent in the CDC’s September 2013 e-ED report.

ANGELES CITY—Organized farmers of Central Luzon  on Monday condemned the Aquino administration’s scheme denying the country’s peasants the right to own the lands they have for centuries tilled and nurtured.
The Alyansa ng Magbubukid sa Gitnang Luson, Aniban ng Nagkakaisang Mamamayan ng Hacienda Dolores and Amgl-Nueva Ecija had joined a 5-day protest action led by the Kilusang Magbubukid ng Pilipinas  to mark the October 21 declaration by the late  Ferdinand Marcos’ Presidential Decree 27.  That decree set in motion a series of land programs that took a final shape in the Comprehensive Agrarian Reform Program or CARP) and had been extended with reforms in CARPER.
Joseph Canlas, AMGL chairperson and 4th nominee of the Party-list AnakPawis said beside the CARP and CARPER the  exception to the  Aquino government’s latest scheme of reducing in sly through the Department of Agrarian Reform (DAR) the size of big landlord estates’ coverage to be distributed to farmer beneficiaries.
The KMP on Monday scored the DAR for alleged collusion with big landlords including Aquino and interior secretary Mar Roxas’ families on ‘development’ plans in Hacienda Luisita in Tarlac and Hacienda Araneta in Tungkong Mangga, San Jose Del Monte, Bulacan.
The militant peasant groups noted the DAR’s shrinking of lands covered in Cojuangco-Aquino controlled Hacienda Luisita in Tarlac and the exemption from CARP coverage of Hacienda Araneta in Tungkong Mangga in Bulacan all in accordance with a ‘master plan’ for hacienda land’s use and development scheme.
The KMP has referred to Luisita Realty and Araneta Properties’ development plan in Hacienda Luisita and Tungkong Mangga respectively, allegedly designed by a Noni Mendoza and Associates.
The NMA website reveals that “since 1993 the firm has provided Land Planning, Site Planning and Landscape Design services for Hacienda Luisita, and the master plan has designed to convert much of the hacienda into a residential area integrating “working and living environments” and “relating land uses to a complete transportation system.”

Angeles City — Church, local government and civil society leaders expressed concern over theme parks taking up Pampanga’s water supply.
Clark Freeport and government officials last October 5 broke ground for the construction of the Clark Valley View Leisure and Resort under the BB International Leisure and Resort Development Corp.
Archbishop Pablo Virgilio David of the Roman Catholic community said at last week’s forum of Capampangans in Media Inc. at the Clark Freeport that park development must not deprive household of water.
Irineo Alvaro, president of BB International, said the park is part of the conglomerate’s P2.5-billion investment in Clark and will cover a tenth of the 120-hectare property leased from the state firm Clark Development Corp. which manages the freeport.
David said the church was not anti-business, but pro-inclusive growth that creates jobs and livelihood opportunities. “Pampanga happens to have no lake to speak of, thus none of the water theme parks can rely on ground water but on deep water (coming) from our aquifers,” he said.
Ranilo Margallo, of the Alay Bayan Luzon Inc., told Manila Standard in a phone interview that “development aggression” upsets climate and exacerbates flooding and many other destructions both man-made and natural.

CLARK FREEPORT – Typhoon Santi has forced four commercial airlines, which have regular flights at the Clark International Airport, to divert flights to the Mactan Airport in Cebu and Manila Airport late Friday evening, according to the Clark International Airport Corporation (CIAC) yesterday.
CIAC President and CEO Victor Jose I. Luciano said Asiana Airlines and Jin Air from Incheon in South Korea and Cebu Pacific Air were diverted to Mactan Airport, while Tiger Air Philippines from Singapore was diverted to the Manila Airport during the height of Typhoon Santi.
“All of the passengers of the four commercial airlines landed safely in Mactan and Manila,” Luciano said.
Luciano said that the four diverted airlines arrived yesterday morning at Clark Airport, adding that CIA has resumed normal operations early yesterday despite power outages that affected many areas in Clark.
He said that as of yesterday afternoon, Clark Airport has been operating with the use of power generators.
“Clark Airport operations have been normalized since Saturday morning, and we continue to provide service to the passengers,” he added.
Several trees leading to the Clark Airport were also felled by the typhoon. Personnel from CIAC, Clark Development Corporation, Philippine Air Force and the PNP Aviation Group were able to clear the trees.
Luciano also said that CIA is ready to accommodate diversion of flights, as well as assist in disaster operations affected by calamities.

CLARK FREEPORT, Pampanga , Philippines– The Clark International International Airport (CIAC) came under fire over an supposed plan to secure the airport here with a fence costing P400 million.
“It seems to be a case of the fence costing more than the house,” said the multi-sectoral group Pinoy Gumising Ka Movement (PGKM), which has long been batting for the conversion of the Clark International Airport into the country’s premier gateway.
CIAC vice president for operations Reynaldo Catacutan earlier had announced that the construction of the “double security” fence would start on Jan. 2 next year.
He said the fence would ward off informal settlers and would be about 25 kilometers long to enclose the airport complex.
Ruperto Cruz, PGKM chairman, said only P360 million was allocated recently for the expansion of the airport terminal here, lower than the cost of the fence.
“CIAC officials have lost their sense of priority as they will be spending for another project that has no immediate impact on the airport which already has an existing fence. On top of that, there is the security force guarding the airport,” Cruz said.

CLARK FREEPORT, October 10 (PIA) -- September Export volume in Clark Freeport rose by 15 percent this year compared to the same period last year.
Figures from the Enterprise Regulations Department (ERD) of Clark Development Corporation showed that the Freeport yielded $336 million, up from 2012’s $229 million.
Moreover, export rose by one percent compared to August 2013’s $333 million.
“The increase could be attributed to the posting of semi-conductor firms export documentation of $203 million or 61 percent of the export volume, followed by the electronics industries with $70 million or 21 percent, and manufacturing with $35 million or 10 percent,” ERD Manager Rodgrado Deang disclosed in a media statement.
Deang also reported that admission permit (e-TAP or importation) for the month of September this year has amounted to $275 million which decreased by $7 million or two percent compared to the August 2013 amount of $282 million.
Phoenix Semiconductor Phils. topped in the export documentation with $196 million or 58 percent of the total export volume followed by Nanox Phils, Inc. with $59 million or 18 percent; Yokohama Tire Philippines, Inc., with $18 million  or five percent; and HLD Clark Steel Pipe Co, Inc., with $11 million or three percent.
Deang added that the state-owned firm generated more than P2.28 million from the fees collected from the exporting firms in Clark although a bit lower than the August 2013 collection of P3.43 million.
The decrease was due to the reduced processing fees collected on e-TAPS of Clark locators on importation of their goods and on transshipment of goods of industrial locators/warehousing trading companies. (CLJD/RBRP-PIA 3)

ANGELES CITY -- Journalists in Pampanga are mourning the death of their colleague, former Pampanga Press Club (PPC) president Jerry Lacuarta, a retired writer of the Manila Bulletin.
Lacuarta, 68, succumbed to cardiac arrest last Sunday. His body lies in state at the House of Many Mansions here.
PPC members are set to hold a necrological service at 6:30 p.m. Thursday, October 10.
Lacuarta was an information officer of the National Cottage Industry Development Authority before entering Manila Bulletin as Pampanga correspondent.

ANGELES CITY -- Mayor Edgardo Pamintuan lauded the Angeles City Cooperative Development Office (ACCDO) and the Mining Primary Multipurpose Cooperative for their outstanding work, citing them as a "necessary element" in the city's growing economy.
"The awards given to our offices and the cooperatives involved are powerful testimonies that Angeles is doing better in promoting the development of each cooperative through structured programs spearheaded by the government," said Pamintuan.
The mayor pointed out that the recognitions inspire the city administration to do its part in making Angeles an even more "cooperative-friendly" place.
Pamintuan stressed this during Monday’s launch of the city’s celebration of the cooperative month with the theme, “Cooperatives Pave the Way for Inclusive Growth."
Carolina Miguel, Provincial Cooperative Specialist from the Cooperative Development Administration (CDA) of Pampanga, cited the various programs and plans they wish to pursue to further enhance the capabilities of cooperatives in the region.
"Ang CDA po ay patuloy na nagsusulong ng mga programa para sa patuloy na pagunlad ng mga kooperatiba sa buong bansa," said Miguel.
For their Gawad Parangal program, Miguel recognized Mining Primary Multipurpose Cooperative as one of the nominees for the regional level in the Micro Scale Cooperative category for the size and scale of their net worth. Consequently, the ACCDO was also hailed as a nominee and one of the best among the region’s cooperative office.
"This is because the ACCDO has been and continues to be a major training provider for cooperatives. It also consistently holds community service projects that would benefit many," she added.
ACCDO head Ferdinand Calma then assured the mayor that they will continue working for the growth and development of new and current cooperatives in the city.
"Tapos na po ang panahon na ang mga kooperatiba ang lumalapit sa pamahalaan. Ngayon, dahil may kakayahan na sila, ang mga kooperatiba na mismo ang tutulong sa ating gobyerno," Calma said.
He even revealed plans of providing support for a local school here through a classroom rehabilitation project.

CLARK FREEPORT,  Pampanga  – Small Philippine flags will be waved, a rondalla will play festive native music, and fire trucks will train their hoses to form a watery welcoming arc as Emirate Airlines’ wide-bodied aircraft lands here at 4 p.m. on Oct. 1, carrying mostly overseas Filipino workers, for the first of its daily Dubai-Clark flights.
“We at Emirates have always seen the need of our kababayan from northern Luzon who have to travel three or more hours just to get to Manila, so we decided to open up a new hub in Clark International Airport,” Emirates Philippines country manager GigieBaroa said in press briefing here yesterday.
“Whether they are business-savvy individuals or OFWs, they are now assured a convenience of flights through our new route,” Baroa added.
The Clark International Airport Corp. (CIAC), which manages the Clark International Airport (CIA), said the pilot of the inaugural Emirates flight here is expected to wave the Philippine flag from the cockpit soon after the aircraft lands amid the arcs of water from fire trucks.
Baroa said Emirates’ first daily flight here on Oct. 1 has almost been fully booked, carrying mostly OFWs whose families reside in provinces north of Metro Manila.
She said the same aircraft is expected to fly back with another batch of passengers to Dubai.
Baroa said Emirates is expected to open to tourists “travel and leisure opportunities, especially for international travelers who would like to explore another side of the Philippines apart from Metro Manila.” 
“On the west coast from Subic, the Zambales coast is known for its laidback resorts and surfing spots. For a break from the beaches, one can head inland to Lake Mapanuepe, formed after Mt. Pinatubo erupted in 1991,” she said.
“Industrial parks, offices and residential developments are on the rise, fueling the area’s economic and tourism development.
The First Philippine Industrial Park Inc. of the Lopez group is mulling to develop industry parks in Clark and Subic, complementing the rise in investor confidence,” she said.
Baroa said tourists flying in via Emirates could also head to Lingayen in Pangasinan  and visit the Hundred Islands, part of a national park covering almost 20 square kilometers in the Lingayen Gulf.
“Further along the coast, La Union draws visitors, both foreign and local, for its surfing-perfect beaches. Found at the northeastern end of the Lingayen Gulf, La Union does not only provide access to magnificent waves and beaches but also boasts of trekking and climbing opportunities,” she added.

CLARK FREEPORT -- The construction of a P2.5 billion high-end water theme park, which is expected to spur development in localities around the Freeport, has started.
Presidential Political Adviser Ronald Llamas, Clark Development Corporation (CDC) President Arthur P. Tugade, Congressman Joseller "Yeng" Guiao and Mabalacat Mayor Marino "Boking" Morales led the groundbreaking ceremony on Saturday.
Former Angeles City Councilor Ireneo "Bong" Alvaro, president of the BB International Leisure and Resort Development Corporation, said the world-class water theme park (first phase of the project) will be completed in three years.
BB International, proponent of the project, is owned by a Taiwanese group led by Jack Yam and Tony Wang.
During his speech, Alvaro made an assurance that the firm will employ Aetas and locals based on their skills.
He also vowed to implement livelihood programs that will help tribal communities at Sitio Haduan (near the Clark Gate 14) in Mabalacat City and other parts of the Clark subzone.
Tugade vowed support to the project and at the same time lauded BB International executives for considering hiring Aetas.
He said the world-class tourism estate will compete with that of Singapore, Hong Kong and Malaysia.
According to Tugade, the contract forged by the company and CDC stipulates that Aetas and persons with disabilities should be hired in the leisure and resort facility.
“It is embedded in the contract na dalawang klase ang iha-hire nila, mga katutubo at PWDs,” Tugade said.
Tugade added that he instructed the CDC community services department to provide a hollow block-making machine for the Bamban Aeta Tribal Association (Bata) and Mabalacat Tribal Association (Mata).
Aetas will be trained on making blocks, according to him.
Tugade said he and Alvaro agreed that the first 100 blocks which will be used in the water theme park will be bought from the Mata and Bata.
“This is to show the commitment of the company to the welfare and employment wishes of the katutubo,” he said.
Morales thanked the BB International, saying the project will enhance development and growth in Mabalacat City which covers Clark Freeport.
The mayor assured that the local government will fully support the project.

"Our version of sisig is tasty. It is designed for people who are health conscious," GYB convener Louie Reyes said during the group's meatless lunch and cooking event last Tuesday.
The dish uses gluten and tofu as a replacement for meat and mixes it with the original ingredients such as calamansi, green and red bell peppers, hot chili, salt, and onions. It likewise added mushroom powder and cream to the recipe.
"For those who have high cholesterol and wishes to enjoy the luscious taste of sisig without the meat, this is definitely a promising dish you could serve especially now that Christmas is nearing. CLARK FREEPORT – 52 residents coming from the town of Bamban and the cities of Mabalacat and Angeles recently finished the skills training program provided by the Clark Development Corporation (CDC) and Technical Education Skills Development Authority (TESDA).
The graduation rites was held at the Clark Museum last Monday and attended by CDC President Arthur P. Tugade and TESDA Provincial Director Ben-Hur B. Banique.
The graduates include eight Indigenous people (IP) and ten persons with disability (PWD) which received their certificates in Electrical Installation and Maintenance. Certificates of completion were also awarded to those who completed the Massage Therapy training.
The training program was made possible through the partnership with Philtechnology Institute, Inc. and Achievers 1.
The inclusion of IPs and PWDs in CDC-sponsored training programs is part of the state-owned corporation’s Persons with Disability Employment in Clark Program (PWDs-ECP) and the Kabuhayan para sa mga may Kapansanan at mga Katutubo (KKK). The two projects are considered as milestone programs for the CDC not only for pioneering endeavors but also for employment opportunities for IPs and PWDs.
Earlier this year CDC in coordination with CILA (Clark Investors and Locators Association) meet with the Human Resources Department of different companies in Clark encouraging the need to hire IP’s and PWD’s. The meeting was followed by a one-day job fair exclusively for the IP’s and PWD’s where 37 locators participated on the event.

CLARK FREEPORT -- Transportation and Communications Secretary Joseph Emilio Abaya said the Aquino administration is currently studying plans for the proposed P7.2 billion Low Cost Carrier (LCC) Terminal at the Clark International Airport.
Abaya issued the statement during the launching of daily flights (Dubai-Clark-Dubai) by the Emirates Airlines on Tuesday.
"The government is currently studying the concept of a Low Cost Carrier Terminal at Clark Airport, because of its potential as gateway of the country," Abaya told reporters.
The Clark International Airport Corporation (CIAC), headed by President and CEO Victor Jose I. Luciano, submitted to the Department of Transportation and Communications (DOTC) the proposed LCC Terminal amounting to an initial P7.2 billion.
The Budget Terminal is designed to accommodate 10 to 15 million passengers annually.
Luciano said the LCC Terminal would accommodate low-cost carriers which are currently flying out of Clark including Cebu Pacific Air, Air Asia Berhad, Jin Air and Tiger Air Philippines.
Long haul airlines operating in Clark include Asiana Airlines of South Korea, and Dragonair of Cathay Pacific.
He also said that the P360 million Passenger Terminal Building currently being constructed is expected to be fully completed by December of 2013 instead of the June 2014 deadline.
The new terminal is designed to accommodate 5 million passengers annually.
"The way things are going, the construction phase would be completed by December of this year, instead of the June 2014 deadline," Luciano told reporters.
Abaya also said that "President Aquino is fully supportive of the Middle East flights of Emirates Airlines at Clark Air via Dubai-Clark route."
"Rest assured that the government continues to attract more airlines especially foreign carriers to mount flights at our airports in the country," Abaya added.
Mohammed Mattar, Divisional senior vice president for Airport Services of Emirates, expressed confidence that their market in Clark will grow as passengers in the North Luzon.
Mattar lauded Luciano for a "job well done" at Clark Airport citing various developments and improvements in its facilities.
"He (Luciano) has done a lot for Clark, and that he is really working hard to make Clark Airport as the next gateway of the Philippines," Mattar added.
Emirates country manager Gigie Baroa said that Emirates flights will attract Overseas Filipino Workers (OFWs) and tourists from the Middle East and Europe.
Baroa said there are about 1.5 million Filipino workers in Saudi Arabia, 600,000 in UAE and 150,000 in Bahrain.
Emirates Airlines launched daily flights here as part of its worldwide expansion program making Clark as their second gateway and 135th station all over the world.
Emirates Airlines was awarded as the "Best Airline in the World" by Skytrax this year. It flies to 132 destinations in six continents serving more than 3,000 flights with a fleet of more than 200 aircrafts.

ANGELES CITY Mayor Edgardo Pamintuan has begun to make preparations for the holding of the Asia-Pacific Economic Cooperation’s summit meeting that the city will host in 2015.
At a media briefing, Pamintuan said he has a year and a half to spruce up Angeles City, including the removal of “ugly spaghetti wires” of phone companies who have agreed to move these underground initially in the  so-called “heritage district” where Spanish-era houses have been preserved.
He said he had been advised to prepare to host as many as 1,000 APEC participants who could be billeted in the city, while the ministers might stay at the Clark Freeport. The Apec preparations could entail at least P200 million including road widening and lampposts, he said.
When the Philippines hosted the APEC Leaders’ Summit in 1996, it was held at the Subic Freeport in Zambales and this prompted several local government units to express interest in hosting some of the APEC events in 2015.
Apart from Clark and  Angeles City, other local governments offering to host some of the events are Cebu, Tagaytay, Albay, Iloilo, Bacolod, Boracay, Davao and again in Subic,  Pamintuan said.
Pamintuan explained that Guillermo Luz, overall coordinator for the APEC National Organizing Committee, said some APEC meetings in the run-up to the Leaders’ Summit may be held in any of these sites that could meet their criteria, as the summit would include a total of 22 top-level meetings in the country within a 12-month period leading to the summit.
