The Parañaque City government has begun enforcing an anti-smoking campaign.
Five World War 2 era bombs were found by the Explosive Ordnance Division of the Parañaque police in a construction site on Wednesday.


Mayor Florencio Bernabe said the ban will initially cover Barangay San Antonio, Parañaque City Hall and the local government’s outside facilities like the F.V. Bernabe Sr. Memorial Hospital; Parañaque Livelihood Resource Management Office Building and the VCG Building.
The bombs, which were dug near the Nichols Air Base, are ammunition for 105mm howitzers used by the Americans during World War 2.


Bernabe said smoking will also be banned in government vehicles, facilities, and premises in accordance with Civil Service Commission (CSC) Memorandum Circular No. 17.
Based on records from the Parañaque police, this is the fourth incident of such bombs being discovered in the city.


The smoking ban will also extend to all public utility vehicles and terminals as reiterated in the Land Transportation Franchising and Regulatory Board (LTFRB) Memorandum Circular No. 2009-036.
Bomb experts reminded the public to alert authorities in the event of finding explosive devices to prevent any untoward incident.
 
Considered “Absolute Smoke-Free Areas” are all government vehicles, structures and premises; elevators and stairwells; locations in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosive or combustible materials; all centers of youth activity such as play schools, preparatory schools, elementary schools, high schools, colleges and universities both public and private; youth hostels and recreational places for persons under 18 years old.
 
Bernabe also said smoking will also be banned in identified buildings and entire premises of public and private hospitals; medical, dental and optical clinics; health centers, nursing homes, dispensaries and laboratories; public utility vehicles, transportation terminals, offices and buildings, recreational places, shopping malls, movie houses, hotels and restaurants; all places of worship; inside museums, libraries, auditoriums and coliseums both public and private; inside groceries, supermarkets and convenience stores ; inside markets both public and private; inside public comfort rooms; and public outpost.
 
“The Parañaque City Government is serious as it is determined with its anti-smoking campaign as it strives to have a healthy populace and a clean environment. We urge smokers to give-up this habit for their own sake and for the benefit of their family and the public.” Bernabe said.
 
He said a task force composed of barangay and city government employees, deputized citizens and the city’s local police was created to enforce the anti-smoking campaign.
 
He said the ban carries a fine of P500 for the first offense; P1,000 for the second; and P1,500 for the third.
 
The mayor said establishments violating the ban will be fined P2,000 for the first offense; P3,000 for the second; and P5,000 or a penalty of closure of the business establishment for the third violation.
 
Bernabe said government employees caught lighting up in no-smoking areas face a six-month suspension for the first offense, and dismissal from the service, and forfeiture of benefits; disqualification to hold public office; cancellation of eligibilities; and being barred from taking the civil service examination for the next violation.
