-ILIGAN CITY, Lanao del Norte, Sept. 19 (PIA) -- Mipahigayon og seminar ang Philippine Overseas Employment Administration (POEA) ngadto sa mga barangayofficials sa Iligan kalabot sa gipatuman niining Anti-Illegal Recruitment and Trafficking of Persons Campaign.
+Gov. Khalid Dimaporo of Lanao del Norte, considers KALAHI-CIDSS of the Department of Social Welfare and Development (DSWD) as the benchmark in implementing other government and non-government funded projects.
-Tumong niini ang pag-edukar sa mga partisipante sa mga pamaagi aron malikayan ang insidente sa illegal recruitment ug human trafficking sa ilang tagsa-tagsa ka mga barangay.
-Midumala sa seminar mao sila si Atty. Lynda Llave kinsa mao ang hepe sa Prosecution Division sa POEA kauban sila si Atty. Geraldine Mendez, Atty. Harvey Dumbab ug Ms. Ann Apasra S. Abas sa POEA-Regional Extension Unit 10, nga naka base sa Cagayan de Oro City.
+“If we can implement KALAHI-CIDSS project according to its standards, then we can implement other projects given to us” says Gov. Dimaporo during the launching and Memorandum of Agreement signing of the KALAHI-CIDSS Makamasang Tugon project in Sapad, Lanao del Norte last September 14, 2011.

+KALAHI-CIDSS or Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services is one of the anti-poverty projects of the DSWD along with Pantawid Pamilyang Pilipino Program and Self Employment Assistance – Kaunlaran livelihood program. KALAHI-CIDSS is one of the largest anti-poverty portfolios of World Bank (WB) in the Philippines.

+This project uses the community driven development (CDD) approach that aims to empower the people and develop the faces of the communities by giving seed funds for infrastructure projects identified by the people - the product of their empowerment.

+Gov. Dimaporo believes that KALAHI-CIDSS does not only equip the community through its CDD process but it also enhances the local governance of its recipient municipalities through the implementation of the KALAHI-CIDSS MakamasangTugon initiative.
+Furthermore, the active Governor encouraged the people of Sapad to cooperate and help in any way that they can to achieve a successful implementation of the KALAHI-CIDSS Makamasang Tugon project.
+The Municipality of Sapad is a former recipient of the regular KALAHI-CIDSS project for three years from 2004 - 2006, where more than Php24 Million worth of infrastructure projects were implemented. As an incentive for accomplishing the three cycles, the DSWD has given them the opportunity to implement KALAHI-CIDSS under the Makamasang Tugon modality, which provides Php500,000 worth of funds for each barangay.
+The Makamasang Tugon is an initiative that harmonizes the CDD approach of KALAHI-CIDSS to the local planning and investment programing cycle of the local government unit, with the Municipal Coordinating Team (MCT) as the lead implementers.
+The LGU of Sapad headed by Mayor Paruk Asis was thankful for the Php8.5 Million worth of KALAHI-CIDSS grant. He emphasized that the project will further give development to the community
