BOAC, Marinduque, Nov. 29 (PIA) -- It may be a small island province, but Marinduque has the potential to make it in the big league with its varied natural resources waiting to be fully tapped.
MANILA, Philippines — A power supplier at the Small Power Utilities Group (SPUG) domain of the National Power Corporation has secured its certificate of compliance (CoC) from the Energy Regulatory Commission (ERC), enabling it to continually operate its modular power facility in Marinduque island.
The administration of Gov. Carmencita O. Reyes is thus working overtime to utilize such natural wealth for the development of the province without sacrificing the environment, said Dindo Asuncion, who heads the provincial tourism office.
 
A quick tour shows that coconut and other fruit trees abound and beaches practically litter the edges.
The CoC granted to Cummins Sales and Services Philippines Inc. (CSSPI) is for its modular seven-unit diesel power plant deployed in Boac, Marinduque. The aggregate capacity of the power generation units had been placed at 5.8 megawatts.
Copra and its by-products is the main source of income. Eco-tourism is fast catching up as the major industry.
 
The province, 40 minutes by plane from Manila, is asking investors to come and help fully develop the island.
The power company has a power supply contract with NPC-SPUG for the output of its modular gensets.
Provincial Administrator Renato S. Martinez told the Philipine Information Agency that the province is ready to accommodate investors and businessmen with facilities already in place like transport, communication and power.
 
The province made its position clear though on the issue of exploiting further mineral resources. Reyes' administration wants to preserve Marinduque as it is, said Asuncion.
ERC chairperson Zenaida G. Cruz-Ducut noted that Marinduque consumers should be appreciative of the fact that they are being “served by a power generation company that is compliant to the financial, technical and environmental standards set by the ERC.
It was gathered that the people of Marinduque had already suffered long enough from extensive mining operations in the past.
 
The editorial of Core, the official provincial publication, stated in part: "It is definite that we can live, progress and develop without mining in the province having survived more or less 15 years already."
The regulatory body emphasized that it has been strictly monitoring the compliance of all power providers based on policies set forth for the restructured power industry.
Given its natural wealth, this province of some 230,000 people is ready to take the road to progress and play a bigger role in the country's development. (DOS/PIA Mimaropa)
 
Apart from the ERC-enforced criteria, it has been emphasized that CSSPI has also been compliant with the Philippine Grid Code, Distribution Code as well as the rules governing the operations of the Wholesale Electricity Spot Market.
 
Power plants are required to have their CoCs before they can be set on commercial operations. The effectivity of the compliance certificate will be for five years and operators are mandated to renew it six months prior to expiry date.
 
“A CoC helps to ensure that power plant operators will deliver electricity in a clean, safe, dependable and sustainable manner,” the ERC has noted.
 
It is in the same vein that this can also help “guard electricity consumers against abuse of market power;” which may be determined on the market share limitations prescribed under the Electric Power Industry Reform Act.
 
However, for off-grid areas or those served by NPC-SPUG, the market share limitations are not applicable as the law only mandates it for power generators serving on-grid end-users.
