MAASIN CITY, Southern Leyte Nov. 28 (PIA) - The Urban Disaster Risk Management (UDRM) Project received additional budget that needs to be spent by the end of March 2012, of which Maasin City is one of the target areas.
MAASIN CITY, Southern Leyte Nov. 29 (PIA) -- The Department of Social Welfare and Development (DSWD) Regional Office 8 conducted a Supply Side Assessment for stakeholders who will manage the Pantawid Pampamilyang Pilipino Program (4Ps) in Maasin City.
In a two-day budget planning workshop held November 24-25, 2011 at Leyte Park Hotel in Tacloban City, the GIZ, a German government organization initiated the two-day activity which aim in identifying key intervention areas and outline activities that can be implemented until the end of March 2011, Ritche Sumalinog one of the representatives from Maasin City reported.
DSWD-8 composed of Provincial Link Paula B. Punay, Social Welfare Officer III Arole May Niza and Project Development Officer Nestor Lentejas, discussed the strategies of the 4Ps, November 28, 2011 at the Sangguniang Panglungsod Session Hall here, City Social Welfare and Development Office staff Fe Nida Sy reported.
He said that the disaster risk management projects for Maasin City include mitigation and prevention projects that focus on infrastructure such as slope stabilization and rehabilitation, drainage system, safe and sanitary facilities, improvement of evacuation site, post-harvest facilities, to name a few.
The Supply Side Assessment orientation was held in two sessions, Sy bared.
Disaster Risk Reduction Management Office capacity building to include search and rescuetraining,enhancement of rescue equipments and the like; Enhancement of Risk Information/database like equipment augmentation; and public awareness were also indicated as some of the activities for URDM project in Maasin City.
“In the morning of November 28, the activity was participated by school Principals and Head Teachers of the Department of Education (DepEd) - Maasin City Division, while the participants for the afternoon session were the Barangay Captains throughout the 70 barangays of Maasin City,” she said.
Sumalinog informed that other participating areas were Ormoc City, Tacloban City and Calbayog City. “At least four participants from each participating areas were expected to attend the GIZ-initiated activity,” he said.
The orientation also presented how the beneficiaries of the Pantawid Pampamilyang Pilipino Program were identified and the requirements from the potential beneficiaries in order for the program to work.
For Maasin City, City Planning and Development Officer Engr. Othelo Rich, City Engineer Anecito Narit, the DRRM Officer , Engr. Marcelo Samaco and Engr. Rex Boyboy were expected to grace the undertaking, Sumalinog, the CDRRM Team Leader disclosed.
“Potential beneficiaries in Maasin City were based in the 2009 enumerators’ survey from the national level,” she added.
It was learned that UDRM’s progam goal is to reduce the disaster vulnerability of urban populations, infrastructure, critical facilities and shelter not only here in the Philippines but also in targeted countries in Asia. (rgc/PIA-SoLeyte)
It was learned that supply side assessment of the 4Ps is packaged on education and health and nutrition focusing to 0-14 year’s old children and pregnant women.
There were at least 2,725 target beneficiaries identified for the 4Ps in Maasin City.
These beneficiaries are required to comply the requirements for the said program such as 85 percent attendance per month of the children-beneficiaries in school where they are studying; attendance in development sessions once a month for the parent-beneficiary at the city social welfare office, backyard gardening which will be monitored by the city agriculture office, the report said.
The gathering also presented the schedule of general assembly for the potential beneficiaries set on different dates this December, 2011 by districts throughout Maasin City. During the scheduled assembly, the beneficiaries will register, before the orientation proper, then the signing of social commitment will follow before the validation, enrolment at the Land Bank of the Philippines and the issuance of 4Ps identification cards will be issued to the potential target.
The supply side assessment will ensure that education and health services required by the Pantawid Pampamilyang Pilipino Program (4Ps) are available for the identified beneficiaries.
It is conducted upon the identification of the target areas using the supply side assessment tool on health and education. It is also aimed to determine the readiness of the local government units in ensuring delivery of priority education and health services for the target poor households. (rgc/PIA-SoLeyte)
