Zamboanga del Sur is a province of the Philippines located in the western part of Mindanao and is in the Zamboanga Peninsula. Zamboanga del Sur is occupying the southern section of the Zamboanga Peninsula that forms the western part of the island of Mindanao. It is located within longitude 1220 54' to 1230 40' east and latitude 70 22' to 80 20' north. It is bounded in the north by the Province of Zamboanga del Norte, in the south by the Moro Gulf, in the southwest by the newly-created Province of Zamboanga Sibugay, in the east by the Province of Misamis Occidental, the Panguil Bay and a portion of Lanao del Sur Province.

Stretching northward from Sibugay Province in the southwest and running along the northern boundary onward to Salug Valley in the east is a mountainous country. The coastal plains are narrow strips extending regularly from the southwest, then spreading into wide flat lands when reaching the coastal plains of Baganian Peninsula in the southeast.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

DAVAO CITY – A former leader of the New People’s Army (NPA) described Menandro Villanueva alias “Ka Bok” as a slaughterer of the poor and killer of freedom. In a statement Thursday, Joy "Ka Amihan" Saguino, former secretary of Guerilla Front 20 under Sub-regional Committee 1 of the NPA’s Southern Mindanao Region, said the people of Davao Region and Mindanao are witnesses to the reign of terror and violence that Villanueva has planted for five decades. Villanueva, who had several warrants of arrests for multiple murders, double frustrated murders, arson, robbery with intimidation, and rebellion, among others, was killed in an encounter with government troops in Davao de Oro on January 5.

DA eyes adlai, strawberry farming as emerging crops for NorMin
CAGAYAN DE ORO CITY – The Department of Agriculture Region 10 (DA-10) has seen a potential in adlai and strawberry as emerging crops in Northern Mindanao that can be sold in mainstream markets in the future. During a media forum on Thursday, DA-10 Technical Director Carlota Madriaga said adlai, also referred by indigenous peoples as "agglay," is easy to produce even through organic production technology, and it grows in any places regardless of climate and soil conditions. "In the time of the pandemic (when it started in 2020), we have established the Adlai Development Program where we train farmers in planting adlai, and help them in the processing and marketing of products," he said.

History of Zamboanga del Sur, Philippines

The name of the Province was derived from the Malay word Jambangan, meaning a pot or place of flowers. Historically, Zamboanga was the capital of the Moro Province, which comprised of five (5) districts, namely: Cotabato, Davao, Sulu, Lanao and Zamboanga. In 1940, these districts became individual provinces. Zamboanga City became the capital of the Zamboanga Province. Soon after the Second World War, the provincial capital was transferred to Dipolog. After that, Molave was created as the provincial capital of the Province of Zamboanga by virtue of RA 286 dated June 16, 1948. Zamboanga del Sur was carved out from the former Zamboanga Province that encompassed the entire peninsula in Southwestern Mindanao on September 17, 1952 by virtue of Republic Act 711. As the 52nd province of the Republic, it originally consisted of 11 towns, which later expanded into 42 municipalities and one city-Pagadian, its capital.

It was sub-divided into three (3) congressional districts with 11 municipalities and one (1) city in the first, 15 municipalities in the second, and 16 towns in the third. In 1990, Executive Order 429 reorganized the administrative set-up of Region IX and identified Pagadian City as the new regional center. The gradual transfer of regional offices of the national government agencies started in mid-2002. The Department of Agriculture (DA) with the Bureau of Fisheries and Aquatic Resources (BFAR) were the first that had transferred while other regional offices only established their field or extension office.

Political developments in February 2001 saw another major change in the territorial jurisdiction of Zamboanga del Sur. Its inhabitants voted to create a new province out of the Third Congressional District-named the Zamboanga Sibugay Province. Republic Act 8973 embodies the legal creation of the said province. The mother province is now left with 26 municipalities and one city with 681 barangays

The major dialect is Cebuano, spoken by 61.31% of the population. Also spoken are Tagalog, Subanon, Chavacano, Ilonggo, Maguindanao, Tausug, Boholano, and Ilocano.

The province is shaped historically by various migration patterns with the Subanen people being the longest established group. This was followed by the Muslims and then by the Visayans. Other notable migrations came in later adding to accelerate development of the area. These are the Chavacano, Tagalog, and Muslims from neighboring provinces. On the percentage of ethnic grouping and dialect spoken, the 1995 official census divided the population of the province into tribal groups based on their mother tongues. With the population growth rate of 1.74 % in 1995 to 2000, it is expected that these percentage still prevail in the year 2000. Cebuano is 77.60 %, Subanen is about 9.01 %, Muslims is 6.6 %, Chavacanos is 1.33 %, Ilocanos is 1.02 %, Tagalogs is .32 %, Chinese is .03 % and others is 4.05 %.

Barangay's power and authority: A must read for all barangay officials

So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."
  • "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.
  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

Religions in Zamboanga del Sur, Philippines

Religion is an important social element in the lives of the people in the province. Roman Catholic is overwhelmingly dominant among the Visayan, Chavacano and Luzon-originated ethnic groups. This is embraced by more than two-fifths of the population. However, it appears that other Christian groups have gained some ground in the province. These include the Evangelical Churches, United Church of Christ in the Philippines, Seventh Day Adventist, Jehovah’s Witnesses, Aglipayan, Iglesia Ni Kristo and other religious sects. Next to Roman Catholics, the Evangelical groups are the second dominant religious group in the province.

Pope appoints new bishop of Zamboanga Sur

Pope Benedict XVI yesterday appointed Monsignor Julius Sullan Tonel as new bishop for the prelature of Ipil in Zamboanga del Sur.

Tonel’s appointment was officially published in the Vatican yesterday and announced here by outgoing Papal Nuncio Archbishop Fernando Filoni.

This is, indeed, welcome news for the faithful of Ipil since they have been without a bishop for more than a year already, Filoni said.

Ipil’s former bishop, Antonio Ledesma S. J., was transferred to the Archdiocese of Cagayan de Oro City in March, 2006.

Born in Davao City on Aug. 31, 1956, Tonel studied philosophy at Saint Francis Xavier Minor Seminary in Davao, and theology at the Central Seminary of the University of Santo Tomas, in Manila. Ordained to the priesthood on April 12, 1980 in Davao at the age of 23, Tonel earned his Licentiate in Liturgical Theology at the Saint Anselmo Pontifical Institute of Liturgy in Rome.

He also served as director of the Archdiocesan Family Apostolate in Davao, then as rector of the Archdiocesan Seminary, and president of the Commission for Basic Ecclesiastical Communities.

For five years, he was also the rector of the Regional Major Seminary and since 2002, he has been the vicar general of the archdiocese of Davao. No date has been set yet for Tonel’s ordination and installation as bishop of the Prelature of Ipil.

To be a Teacher, doctor, lawyer, engineer, architect, nurse, computer technician; what books do you learn from? English books of course. All your tests are in English. The constitution of the Philippines is written in English. All the laws and new laws introduced by congress are in English. For that matter, you can't be a teacher in a school system unless you know English. The "Licensure Exam for Teachers" is in ENGLISH! Who are these people forcing Tagalog down our throats? Tagalog is simply one of the many dialects of the Philippines. Keep your dialects but learn and be fluent and proficient in ENGLISH.
