Manufacturers and distributors of dietary supplements and dietary ingredients are prohibited from marketing products that are adulterated or misbranded. That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Suspect in Hacking Cuffed in Gutalac

Zamboanga Del Norte – A hacking incident transpired at Barangay Pitawe, Gutalac at about 9:30 AM on January 24, 2015.

The victim was identified as Apolinario Andam y Macotob, 60. He was hacked to death by a certain Roger Boco y Ancino, 40. Both involved are resident of said place. The suspect went hiding in the hinterland still carrying the bolo used in hacking the victim. The responding PNP team were immediately able to corner and arrest the him. Boco is temporarily detained at Gutalac MPS for inquest proceeding.

FEATURE: ALS helps fulfill one’s dream

DIPOLOG CITY - The Department of Education’s (DepEd) Alternative Learning System (ALS)has transformed the once meaningless life of a young parent into a productive member of the society.

Maritess Amadeo Delos Reyes,31, single parent, and a resident of Lower Dicayas, Dipolog City is now a professional teacher after she graduated from a Bachelor of Elementary Education (BEED) degree at the Jose Rizal State University, Dipolog City campus in 2014.

From Davao to Dipolog

Maritess or Tess, as fondly called by her friends, is a native of Digos City, Davao del Sur, but grew up and finished her elementary education in Sawata, Davao del Norte. Because of poverty, Maritess was not able to proceed to high school. Instead she had to work as housemaid in Davao City right after finishing her elementary education to help her parents.

At age 16, she met a partner and blessed with a baby boy. Like other young couples, their union did not work and they parted ways. In trying to forget her sad love story, she migrated and tried her luck in Dipolog City leaving her son to her mother-in-law.

Hope in ALS

Maritess, who seemed to forget the meaning and value of education, has revived her interest in education when she met a certain Tony Recososa who prodded her her younger sister, Marlyn, to enroll in ALS and to take the Accreditation and Equivalency (A&E) test.

To cut the story short, Marlyn took and passed the A&E test. She then took uo cosmetology, a TESDA-accredited course, at the Western Mindanao State University in Zamboanga City. As a skilled manicurist, Marlyn was able to find employment in Riyadh, Saudi Arabia.

Inspired by her sister

“My younger sister’s success through the ALS inspired me to follow in her footsteps,” Maritess said. “I decided to enroll in ALS and took the A & E test in 2009.”

Her strong determination enabled her to pass the A&E test, making her eligible to enroll in college with Marlyn, her younger sister, supporting her studies at the Jose Rizal Memorial State University, Dipolog City campus. She took up Bachelor of Elementary Education and graduated in 2014. She then took the Licensure Examination for Teachers (LET) given by the Professional Regulation Commission (PRC) in Pagadian City on Aug. 17, 2014. When the LET result was released, Maritess hurdled the test.

Volunteer-teacher

Right now Maritess has been hired by the Bureau of Alternative Learning System (BALS) of the Dipolog City Schools Division as a volunteer-teacher for ALS’ newest program, the “Abot Alam Program,”which caters to the educational needs of the out-of-school youth aged 15-30 years old who have not finished their studies and/or unemployed.

Tess considers her entry to ALS as the fulfillment of her dream to help other people who have abandoned their studies and lost their desire of going to school for various reasons.

“Now that the government has come up with these programs, we must grab it. One has only to open up his mind to realize that our government has not abandoned us. Let us show that we want also to improve. With ALS, the government wants everyone to earn education regardless of age. That there is no such thing as late or “gulangnamanko” (am old enough). The government is so good, because it offers a program for those who have not gone to formal education. Who would ever think that after having been away from school for so long, I could still finish a course after enrolling in ALS and passing the A & E test,” Maritess shared.

“Abot-Alam” advocacy forum held in Dipolog

DIPOLOG CITY, Jan. 29 (PIA) - The Dipolog City schools division’s Bureau of Alternative Learning System (BALS) has recently conducted an advocacy and social mobilization on the Abot Alam program at the Bamboo Garden Restaurant, here recently.

Joining the activity were representatives from the Department of Trade and Industry (DTI), Office of the Provincial Agriculturist (OPA) and the barangay officials in the city.

ALS supervisor Catalina Barinaga said the Abot Alam program is a national convergence program of various national and local government agencies, ``non-government organizations (NGOs) and other institutions with the vision of helping the out-of-school youth (OSY) through the opportunities for education, entrepreneurship and employment.

It is also a national strategy to organize efforts in integrating programs for out-of-school youth (OSY) who are 15 to 30 years old and have not completed the basic/higher education or who are unemployed.

The objective of the program is to create a database of OSYs throughout the country by organizing the barangay targeting system; unify the efforts and resources of all agencies and organizations directed to solving the OSY problems, and ensure that all OSYs have access to programs and projects of the different organization.

One of the components of the program is data gathering in which all barangays will be surveyed to determine the interventions to be undertaken by the concerned agencies.

These interventions include the livelihood and skills training of the Technical Skills Development Authority (TESDA); scholarship program through the Commission on Higher Education (CHED); employment program of the Dept. of Labor and OSY programs of the Local Government Units(LGUs); employment program of the Dept. of Labor and Employment (DOLE); Department of Agrarian Reform’s (DAR) skills training for Agrarian Reform Communities (ARCs); Community e-centers and product development of the Department of Science and Technology (DOST), and the literacy program of the Department of Social Welfare and Development DSWD) in the 4Ps communities.

Other government agencies involved in the program are the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Health (DOH), Department of Interior and Local Government (DILG) and the Armed Forces of the Philippines (AFP).

ZCPO and ZNPPO Units Arrest 5 Drug Dealers

Zamboanga City –Anti-illegal drug operatives of Zamboanga City Police Station 11 led by Police Inspector Erwin B. Abrasado conducted a drug buy-bust operation at about 3:30 PM on January 21, 2015. The operation resulted in the arrest of Subud Piskal y Jaang for possession of two sachets of suspected shabu, drug paraphernalia and marked money. Confiscated items were submitted to PNP Crime Lab Office 9 for examination. Suspect is presently detained at Zamboanga Police Station 11 detention cell pending the filing of appropriate charges in court.

Baliguian, Zamboanga Del Norte – Anti-illegal drug operatives of Baliguian Police Station arrested two drug pushers during a buy-bust operation in Barangay Diculom at around 8:00 AM on January 21, 2015. Police Chief Inspector Khisna Bagis Asaali - Baliguian Police Chief, identified the arrested pusher as Jimmy Pacatang y Comisas, 36, and Rodeo Pasco y Jumapit, 36, both residing at Sitio Legazpi, in said village. Their arrest was made through a buy-bust operation when the confidential agent and poseur buyer completed the transaction by handing over the marked money to the suspect in exchange for a sachet of suspected shabu and one small rolled aluminum foil. Confiscated from him were cash, five sachets of shabu, three mobile phones, an identification card, and several other drug paraphernalia. Documentation and marking of confiscated items were done in the presence of barangay officials, while the suspects are detained at said police station for proper disposition.

Dipolog City – Anti-illegal drugs operatives of Dipolog City Police Station, RCIDU 9 and PDEA arrested two suspected drug dealers during a buy-bust operation along National Highway in Barangay Galas particularly in front of a bake shop at around 4:30PM on January 21, 2015. Suspected pushers Hector Ello y Tizon, 46, and Robert Lim y Ello, 21, both residents of Purok Bayanihan, Sta. Felomina were arrested with two small sachets of suspected shabu, two mobile phones, drug paraphernalia, marked money, suspected drug proceeds, proceeds money and a black Honda Wave with plate no. 6555TK. Documentation of evidences were done at said place in the presence of a DOJ representative, and a councilor of Barangay Galas. Both suspects are detained at Dipolog CPS pending the filing of complaint confiscated items were deposited to the Provincial Crime Laboratory.

L. Postigo and ZC PNP Conducts Anti-Gambling Raid

Leon B. Postigo, Zamboanga Del Norte – Four suspected bettors and players were arrested by Leon B. Postigo MPS for involvement in illegal cockfighting and cara y cruz in Barangay Bogabongan, at about 1:00 PM on January 20, 2015.

According to Police Senior Joenel Savilla Pederio, confiscated from the area were bet money, game fowls, and cara y cruz materials. Suspects and confiscated items were placed under the custody of Leon B. Postigo for proper disposition.

Zamboanga City –The Special Operations Group of Zamboanga City Police Office, together with the personnel of PRO9 Regional Intelligence Division, conducted an anti-illegal gambling operation in Barangay Talon-Talon at about 8:30 AM on January 19, 2015. This resulted in the confiscation of several gambling paraphernalia.

2 Elderly Sex Offenders, 1 Other Cuffed in Zamboanga del Norte

Polanco, Zamboanga Del Norte – An elderly man listed as the number 7 most wanted person in Jose Dalman municipality was arrested during a manhunt operation conducted by the operatives of Jose Dalman Police Station in Barangay Macleodes at about 4:00 AM of January 20, 2015.

Police Senior Inspector Vergil Bruce Dario, Jose Dalman Acting Police Chief, identified the arrested individual as David Requina Salinas, 71, resident of Barangay Tamil, Jose Dalman. Suspect was arrested by virtue of warrant for Acts of Lasciviousness in Relation to RA 7610 docketed under Criminal Case No. 4810 with recommended bail bond of ₱180,000.00, issued by Acting Presiding Judge Reymar L Lacaya, RTC, 9th Judicial Region, Branch 11, Sindangan, ZDN dated May 20, 2013. Arrested suspect is temporarily detained at Jose Dalman MPS for proper disposition.

Labason, Zamboanga del Norte – A man listed as the number 8 in the most wanted list of Labason PNP was arrested by PNP operatives during a manhunt operation in Sitio Lupag, Barangay Malintuboan at about 10:55 PM on January 20, 2015. Police Senior Inspector Mohammad Hashim T. Sahidaini – Labason Police Chief, identified the arrested man as Jimboy Dacsaan y Tiyapan, 35, resident of said barangay, who was apprehended by virtue of warrant for qualified theft docketed in Criminal Case Number l-3687 with recommended bail bond of ₱12,000.00, issued by Presiding Judge Ric S. Bastasa of 6th MCTC, 9th Judicial Region, ZDN. Arrested person is temporarily detained in Labason MPS for proper disposition.

Zamboanga Del Norte - Personnel of Polanco MPS led by Police Senior Inspector Edison Alviar arrested the number 10 most wanted person Polanco at his residence in Barangay San Lorenzo Village, Turno, Dipolog City, at about 5:00 o’clock in the afternoon of January 20, 2015. Suspect Alderio Batocael y Santiago, 60, was nabbed by virtue of warrant of arrest for rape docketed under Criminal Case No. 13670, no bail bond recommended, issued by Presiding Judge Soledad A Acaylar of RTC Branch 7, Dipolog City dated December 12, 2005. Subject person was arrested with the help of Eye in the Barangay and subsequently detained at Polanco MPS for proper disposition

Vehicle Intercepted in Roxas for Alleged Cattle Rustling

Roxas, Zamboanga del Norte - Elements of Roxas Police Station led by Police Chief Inspector Rolando Barraquio intercepted a white vehicle with plate number MFL-257 driven by Cliff Ford Torres y Etrone along the national highway of Barangay Piao, Roxas at about 3:30 PM on January 19, 2015 for carrying and transporting one undocumented cow.

Said cattle is under Roxas MPS custody for proper disposition.

2 Drug Pushers Caught in ZC and Dapitan; Marijuana Uprooted

Zamboanga City - Members of Tetuan Police Station SAIDSOTF arrested Raymond Barrera y Luciano for possession of one medium-size sachet of suspected shabu, marked money and other drug-related materials during their operation in Estrade Drive, Brgy. Mampang at about 1:00 PM on January 19, 2015. Suspect is detained at Tetuan PS while confiscated items were forwarded to Regional Crime Laboratory Office 9 for examination.

Zamboanga City - Several marijuana plants were discovered at the back of Villa Teresa Subdivision in Barangay Mampang at about 10:30 AM on January 19, 2015 during an operation by Tetuan Police Station together with the barangay tanods of Mampang. According to Police Superintendent Haywien Salvado, Tetuan Chief of Police, three small pots of the marijuana plants were seen and recovered in the area.

Dapitan City, Zamboanga del Norte - A joint operation by Dapitan City Police Station and Philippine Drug Enforcement Agency for a drug buy-bust in Purok Mangga, Barangay San Vicente at about 9:13 PM on January 19, 2015 led to the confiscation of two sachets of suspected shabu, marked money and drug paraphernalia from Melinda Balisco Nodalo. Suspect is detained at Dapitan CPS for proper disposition.

Alleged Siocon Village Kagawad Arrested for Possession of Explosives

Siocon, Zamboanga del Norte - Elements of Siocon Police Station led by Police Inspector Joie Alcasarin intercepted one Honda XRM motorcycle at their checkpoint in Barangay A.L. Micubo, Sr.

Investigation showed that the driver identified as Bassal Turabin y Sabdani, allegedly a barangay councilor of Lagundi, Sirawai town, failed to present a driver’s license and registration of his driven motorcycle. The police officers on duty checked said vehicle and recovered ten detonating cords, thirty blasting caps, and a cellular phone. Suspect is detained at Siocon MPS for proper disposition.

PBA set to play on Feb. 14 in Dipolog

DIPOLOG CITY, Jan. 22 (PIA) – The city government here reels off for the scheduled Philippine Basketball Association (PBA) provincial game on Feb. 14, 2015 at the Dipolog City Sports Complex here.

A Memorandum of Agreement (MOA) was signed between the city government through Mayor Evelyn T. Uy and the PBA represented by Atty. Angelico T. Salud to pursue the game between the Purefoods Hotspots and Rain or Shine Elasto Painters, which was previously scheduled in December last year but postponed due to Typhoon Ruby.

Atty. Chandler O. Ruiz, chairman of the Youth Sports Development Council in Dipolog, said those who had already bought their tickets last year would no longer pay for the increase in the cost of the tickets sold for this PBA provincial game. This is the second time that a PBA game is being held in the city.

The city government ecnourages everyone to watch the gane in support of the city’s vision of making Dipolog the “Sport Events Center of the South by 2020.”

Tickets are sold at P1,500, P1,250, P750, P500 and P150 at the City Treasurer’s Office and City Mayor’s office.

Free mass wedding set on Feb. 10 in Dipolog

DIPOLOG CITY, Jan. 21 (PIA) – City Civil Registrar Rosemarie P. Miranda has announced that the annual mass wedding to unmarried couples is set on Feb. 10 at the 2nd Floor of Commercial Center, Dipolog City Boulevard.

Those unwed couples are encouraged to avail themselves of this free wedding ceremony dubbed “TWOgether Forever” to be officiated by Mayor Evelyn T. Uy.

However, the city government will only accommodate 50 couples who can submit all the requirements on or before Jan. 30, 2015.

The unwed couples must be male and female and at least 18 years of age. If one or both parties is/are between 18 and 21, they should secure the parental consent of the party who is below 18 and 21. However, if one or both parties is/are between 21 and 25, the parental advice of the parents of the person below 25 must be secured.

Moreover, they are required to submit the Certificate of No Marriage (CENOMAR) from the Philippine Statistics Authority (PSA).

The Local Civil Registrar has come up with this program on the basis of Section 12, Article II of the 1987 Constitution recognizing the sanctity of family life as a basic autonomous social institution.

Interested parties are advised to visit the City Registrar’s Office to be able to comply with all the requirements before the scheduled deadline.

As part of the of the Civil Registration Month celebration, there will also be a free birth registration to unregistered children and adults in February.

PDRRMC to conduct tsunami, earthquake drills in Zambo. Norte’s coastal barangays

DIPOLOG CITY, Jan. 20 (PIA) - The Provincial Disaster Risk Reduction and Management Council (PDRRMC) is slated to conduct tsunami and earthquake drills in all coastal barangays in Zamboanga del Norte this year.

Ryne Bustillo, PDDRMC planning officer-designate, said this year’s activities aim to keep the people aware and prepared against any untoward incident.

“We started this advocacy campaign last October and have already conducted symposiums and drills in all barangays of Jose Dalman and in barangays Silinog,Taguilon, Canlocani, Tag-ulo, Ginputlan,Baylimango, Banbanan, Carang of Dapitan City,” Bustillo said.

Earlier Governor Roberto Y. Uy had asked the Sangguniang Panlalawigan to grant him authority to apply for a P500-million loan with Land Bank of the Philippines (LBP) to augment the disaster preparedness capabilities of the province.

During the regular session of the Sangguniang Panlalawigan, Vice Governor Senen O. Angeles explained to the board members the importance of securing the loan, as he reminded them of the devastation wrought by Typhoon Yolanda in Tacloban City in November 2013.

With the new climatic condition, Angeles said, everyone has to be prepared and equipped to face man-induced or natural calamities that may hit the province more especially that Mindanao has now become an entry point of typhoons.

The proceeds of the loan will be used for the purchase of light and heavy equipment and for the construction of bridges, water facilities and covered courts which will be used as evacuation centers.

In the meantime, Board Member Crisologo A. Decierdo has moved to refer the governor’s letter request to the committee on finance for further study, as the province has still an outstanding loan with the said bank.

It can be recalled that PDRRMC has also been an active in the climate change adaptation and mitigation campaign held in the different schools in the province in partnership with the Philippine Information Agency (PIA) and the Department of Environment and Natural Resources (DENR).

Village councilman yields bomb-making materials in Zamboanga

ZAMBOANGA City, Philippines - Police arrested a village councilor for yielding bomb-making materials at a checkpoint in Siocon, Zamboanga del Norte on Sunday.

Siocon police chief Senior Inspector Malahal Jauhali Said identified the suspect as Bassal Sabdani Turabin, 50, a village councilor of Barangay Lagundi, Sirawai municipality, an adjacent town of Siocon.

According to Said, the Siocon police operatives headed by Inspector Joeie Alcasarin flagged down Turabin, who was driving an unlicensed motorcycle, along the highway in Barangay A.L Micubo.

Turabin yielded 10 pieces of cut red detonating cord, 30 pieces of blasting caps which can be used in making a dynamite, or a more powerful bomb that may be remotely detonated.

“We are still investigating as to the possible use of the explosive materials. But the way we see it is unlikely to be used for blast fishing only,” Said said.

Charges are being prepared against the village councilor.

3 most wanted persons fall

THREE of the most wanted persons in the Zamboanga region were arrested over the weekend.

Inspector Dahlan Samuddin, Police Regional Office (PRO)-Zamboanga Peninsula information officer, identified those arrested as Primitivo Mansueto, Jonifer Perdiguez, and Arnulfo Veña.

Samuddin said Mansueto was arrested Saturday in Barangay Eastern Poblacion, Lopez Jaena, Misamis Occidental.

Mansueto is the sixth most wanted person in the town of Gutalac, Zamboanga del Norte.

Mansueto is facing charges before the Court of Liloy, Zamboanga del Norte for violation of the Omnibus Election Code, Samuddin said.

Perdiguez was arrested Friday in Poblacion, Lakewood, Zamboanga del Sur. He is listed among the top 12 most wanted persons in Lakewood and faces a murder charge before the Municipal Circuit Trial Court of Kumalarang, Lakewood and homicide in Bayog.

Veña was arrested Friday in Barangay Milad, Polanco, Zamboanga del Norte.

Veña, who is wanted for murder in Dipolog City, is in the top 12 most-wanted list in the town of Polanco, Zamboanga del Norte.

2 Zamboanga City residents shot in Salug town

ZAMBOANGA DEL NORTE – Two men travelling on a motorcycle were shot and wounded in Salug town in the southern Philippine province of Zamboanga del Norte, police said Saturday.

Police said suspected illegal drugs were also found from the possession of the two victims - Joseph Sayo, 50, and Sajad Anni, 34, - who are both from Lunzuran village in Zamboanga City.

The two men were shot several times in the village of Mucas, but police said there was no witness to the attack which is being linked to illegal drugs.

Police said the duo was believed heading to Dipolog City. The victims were brought to Zamboanga Del Norte Medical Center in Dipolog City, but their medical condition is unknown.

No individual or group claimed responsibility for the shooting.

DAR to distribute new lands to farmers in Western Mindanao

ZAMBOANGA CITY – At least 100 hectares of new lands are expected to be distributed to farmers who are beneficiaries of the government’s agrarian reform program in Western Mindanao region, the Department of Agrarian Reform said Friday.

Socorro Reambonanza, a spokeswoman for the DAR in Western Mindanao, said the distribution of the lands is in line with the agency's program. The DAR is in the forefront of the Aquino administration’s efforts to provide lands to the farmer-beneficiaries of the agrarian reform program.

She said the DAR-Western Mindanao or Region 9 is currently holding a two-day expanded Management Committee (MANCOM) meeting at the Lantaka Hotel in Zamboanga City.

“The MANCOM is a regular activity of the DAR that aims to assess program accomplishments; discuss and resolve problems, issues and concerns; and formulate plans and strategies to facilitate the implementation of the Comprehensive Agrarian Reform Program,” Reambonanza told the regional newspaper Mindanao Examiner.

She said among the top DAR officials in the MANCOM were Regional Directress Julita Ragandang and her Assistant Directors Engineer Agnes Maata and lawyer Ramon Madronal, including Provincial Agrarian Reform Program Officers from Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay, and division chiefs, and other technical staff.

Just recently, the DAR also held a national workshop wherein organizational directives, programs, events, and activities for 2015 were discussed, according to Reambonanza.

“These directives and programs will have to be cascaded during the MANCOM to all provinces to ensure unity of direction and synchronization of plans and strategies for the attainment of plans and targets,” she said.

Notorious gang leader killed in shootout

THE leader of a criminal gang was killed in a shootout with policemen who were arresting him in Zamboanga del Norte, police reported Thursday.

Inspector Dahlan Samuddin, Zamboanga Peninsula Police Office information officer, said Heronides Bacabis, alias Commander Cordova, was wanted for a string of crimes in the town of Baliguian. On Wednesday, policemen traced Bacabis to his hideout in Panabutan, Sirawai. Instead of surrendering, Bacabis fired at the officers, who fired back, killing him, Samuddin said.

Bacabis has pending warrants for murder, twocounts of rape, and unjust vexation, Samuddin said.

NFA reminds grains dealers to renew licenses on time

DIPOLOG CITY, Jan. 14 (PIA) - The provincial office of the National Food Authority here reminded the grains businessmen in Zamboanga del Norte to renew their licenses on time to avoid surcharge and penalties.

NFA Provincial Manager Julakmad J. Lamawa said those who failed to renew their licenses on time would pay a surcharge fee equivalent to 25 percent of the total license cost and another 25 percent for every month thereafter.

The NFA provincial office has set the following schedule in the renewal of licenses by municipality in the province: January for Dipolog City and Polanco; February for Dapitan City, Rizal, Sibutad and La Libertad; March for Sergio Osmeña, Piñan, Mutia, Katipunan and Roxas; April for Jose Dalman, Manukan, Siayan and Sindangan; May for Godod, Kalawit, Salug and Tampilisan; and June for Baliguian, Gutalac, Labason, Leon Postigo, Liloy, Sibuco,Siocon and Sirawai.

“Aside from this, NFA will also conduct mobile licensing from July to Dec. 2015 to accommodate grains businessmen who failed to renew their licenses during the scheduled months,” Lamawa added.

Lamawa also reminded new grains businessmen to get their NFA licenses at the provincial office bringing with them the following requirements: 2 pieces of 2 x 2 ID pictures, business permit, and picture of the store. They are advised to look for Ms. Minviluz R. Pomelda, the licensing officer.

Zambo. Norte provincial board reports 2014 peformance

DIPOLOG CITY, Jan. 13 (PIA) - The people of Zamboanga del Norte got their money’s worth as members of the Sangguniang Panlalawigan (provincial board) they had elected are religiously performing their roles as expected, declared Vice Governor Senen O. Angeles in last Sunday’s Kapihan sa Dipolog radio program at Camila Hotel I here.

Angeles said “since our assumption to office on June 30, 2013, the board members have actively participated in the discussion of various resolutions and ordinances submitted for deliberation and review by the different city/municipal councils.”

“No board member has missed the sessions without valid reason. No one was reported late during sessions and there was no grandstanding during deliberations,” Angeles pointed out.

In her report, Assistant SP Secretary Filmie V. Beluan disclosed that the provincial board has crafted/passed 615 resolutions, 11 Appropriation Ordinances and 2 provincial ordinances in 2014.

The two ordinances crafted by the provincial -board pertain to the setting of the prices for the agricultural products in the province and services extended by the Provincial Agriculture and Veterinary Office, as well as the amendment of the small-scale mining ordinance.

Aside from Angeles, the provincial board is composed of Presiding Officer Pro-Tempore Julius C. Napigquit, Majority Floor Leader Crisologo A. Decierdo, Assistant Majority Floor Leader Ronillo D. Abandoned Motorcycle Found in Dipolog

Said motorcycle was seen parked and abandoned a few days ago at Sitio Surf near Dipolog Boulevard. Investigation showed that the said motorcycle was bought by a certain Jevee Soledad of Brgy. Miputak on December 12, 2014 at Rusi Grand UK Inc located In Brgy. Sta Filomina thru installment basis, but the said person is nowhere to be found and allegedly abandoned the said vehicle. The vehicle was turned-over to an employee of Rusi Grand UK Inc.

Drunk Driver Arrested in Tampilisan

Accordingly, when his motorcycle was about to pass by the checkpoint, the driver suddenly accelerated, but said team were able to intercept him. Suspect Ruswill Delgado Te is detained at Tampilisan MPS while his motorcycle is impounded thereat.

Zamboanga City - Members of Detective Management Unit of Police Station 11, led by SPO4 Arthur Sta. Teresa, arrested Huda Lacbao y Dagani, for unjust vexation. Suspect was arrested based on a warrant with Criminal Case Number 51139 issued by Judge Ivan C. Mendoza of MTCC Branch 2 of this city. Suspect was released after payment of the corresponding bail bond.

Ipil, Zamboanga Sibugay – Operatives of Ipil Police Station led by Police Inspector Raul T. Clavecilla conducted a manhunt operation in Barangay Upper Pangi at about 4:30 PM on January 5, 2015. The operation resulted in the arrest of Debbie P. Abison, based on the warrant for grave slander by deed docketed under Criminal Case No. 4668I (2014) with a recommended bail bond of Php 6,000.00 issued by Judge Arthur L. Ventura of MCTC. Said accused is in the custody of Ipil MPS for proper disposition.

Zamboanga City – A warrant of arrest for estafa was served against Reymond B. Madrelino by ZCPS1 Said warrant is docketed under Criminal Case Number 18982 with a recommended bail bond fixed at Php 6,000.00 issued by Judge Cherry Joy C. Concha-Ageas of RTC Branch 9. According to Police Inspector Salvador Galvez of Vitali Police Station, suspect was arrested during their operation in Barangay Vitali at about 6:00 PM on January 5, 2015. Suspect is detained at ZCPS 1 for proper disposition. Meanwhile, Ronaldo Condeno y Marquez was also arrested by the same operating team. Suspect has a standing warrant of arrest for violation of section 10 (a) of Republic Act 7610 filed under Criminal Case Number 29436 issued by Judge Peter V. Eisma. Ronaldo was released after payment of the recommended bail bond.

Salug, Zamboanga Del Norte – The number 10 most wanted person of this municipality was cornered by Salug Police Station during an operation in Barangay Tapalan at about 9:50 in the morning of January 5, 2015. Suspect identified as Antonio Tingob Gumimao was arrested for slight physical injuries docketed under Criminal Case Number 3571 with a recommended bail bond of Php 2,000.00, issued by Judge Cherry Joy C. Ageas. Suspect is detained at Salug MPS for proper disposition.

DILG: Dapitan City gets satisfactory rating in CSIS survey

PAGADIAN CITY, Zamboanga del Sur, Jan. 8 (PNA) – The city of Dapitan in the nearby province of Zamboanga del Norte received a satisfactory rating in Citizen Satisfaction Index System (CSIS) survey.

The survey was conducted by the Department of Interior and Local Government (DILG) in partnership with the Jose Rizal Memorial State University at the partner local resource institute.

DILG Regional Director Paisal Abutazil said Thursday the CSIS survey is part of the agency’s initiative to help local government units (LGUs) improve the delivery of local services in terms of availment, awareness, assessment and importance of the program.

Based on the survey, Abutazil said the overall satisfaction is about 60 percent.

“This means Dapitan City government has desired or satisfactory performance as expected,” Abutazil said.

He said the citizen’s awareness and availment of the program shows that 54 percent of the residents are generally aware of the programs and services of the city government of Dapitan while 49 percent of them have availed the programs and services.

He said the Dapitanons regarded high importance on all the programs and services under survey.

He said that specific to each program and services surveyed, health services were rated high with 63 percent satisfaction.

He said that health was followed with programs for support to education and agricultural support and services both with 60 percent satisfaction among the citizens.

He said this awareness is perceived high on health services (68 percent), second on environmental management services (65 percent), third on public works and infrastructure services (62 percent) and fourth with 60 percent rating on governance and response.

Availing local government programs and services were high on environmental management services with 69 percent rating and public works and infrastructure services with 78 percent, according to Abutazil.

Abutazil said the survey further recommended the local government of Dapitan City to utilize or highlight information campaign to improve citizen’s perception of that city.

Abutazil said about 150 respondents were asked to rate the overall services of Dapitan City through face-to-face interview and multi-probability selection which generates citizen’s assessment on their perception of the services and programs of the city.

SP okays Dipolog’s 2015 budget

DIPOLOG CITY, Jan. 7 (PIA) - The city council here has recently approved the passage of the city’s 2015 budget, Vice Mayor Horacio Velasco announced during the Christmas party of the city government officials and employees at the Plaza Magsaysay this city.

Mayor Evelyn T. Uy recommended to the Sangguniang Panlungsod (SP) the passage of the proposed 2015 annual budget in the amount of P978.5 million to fast track the implementation of various development projects in the city.

Aside from the city annual budget, Velasco also reported the enactment of an ordinance establishing the Corazon C. Aquino Hospital governing its operations as well as the fees for the use of its services and facilities.

A consultation was earlier held at the Sangguniang Panlungsod to iron out certain issues and concerns regarding the hospital operations with the officers and members of the Dipolog Medical Society, Zamboanga del Norte Medical Center chief of hospital, Philhealth representative, City Health Officer, city councilors and barangays chairmen from the city’s 21 barangays in attendance.

According to Dr. Romelo Vergara, Zamboanga del Norte Medical Center chief, it would be better to upgrade the said hospital from level 1 to be level 2 accreditation of the Department of Health (DOH) to be able to avail of more hospital benefits.

Level 1 accreditation is done by the DOH-9 regional office in Zamboanga City while the level 2 accreditation will be done by the DOH-Central Office in Manila.

It was also agreed that the chief of hospital who oversees its operation will be under the control of the board of directors.

Moreover, City Councilor Jasmin Pinsoy also presented the different services that the new hospital would offer including hospital charges and rates.

Pinsoy said she would bring all inputs generated during the consultation to the plenary of the city council for further study and deliberation.

The Corazon C. Aquino Hospital is scheduled to have its soft-opening this month.

Poorest town posts 84.8% poverty incidence rate, PSA survey shows

THE Philippines’s poorest town in 2012, Bacolod-Kalawi in Lanao del Sur, had a poverty incidence rate of 84.8 percent, according to data released by the Philippine Statistics Authority (PSA).

Based on the 2012 Municipal and City Level Poverty Estimates recently released by the PSA, Bacolod-Kalawi was the poorest province in the Autonomous Region of Muslim Mindanao (ARMM) and the entire archipelago.

This was the third-highest poverty incidence rate recorded since the government adopted the small area estimates (SAE) methodology in computing poverty incidence rate for municipalities and cities nationwide in 2000. The highest poverty incidence rate recorded was in 2003 at 97.5 percent in Siayan, Zamboanga del Norte. The province again became the poorest town in 2009, with a poverty incidence rate of 79.86 percent.

In the 2012 data, Siayan posted a poverty incidence rate of 70.5 percent. While this was lower than in 2009, the town is still considered the poorest in the Zamboanga Peninsula.

Meanwhile, poverty incidence in some regions showed that the poorest and least poor town in an entire region can be found in the same province.

These regions include Western Visayas where the poorest town is Salvador Benedicto, with a poverty incidence of 40.7 percent and the least poor is Bacolod City, with a poverty incidence of 3.2 percent. Both places are in Negros Occidental.

Another region with the same trend is Central Visayas, where the poorest is Ayungon, with a poverty incidence rate of 51.3 percent and the least poor is Dumaguete City, with 6.5 percent. Both places are in Negros Oriental.

The same trend was also observed in the Davao region and Soccsksargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City).

In the Davao Region, the poorest was Don Marcelino, with a poverty incidence rate of 73.8 percent, and the least poor is Padada, with a poverty incidence of 14.1 percent. Both places are in Davao del Sur.

In Soccsksargen, the poorest was Lake Sebu, with a poverty incidence rate of 63.5 percent, while the least poor is General Santos City, with 19.3 percent. Both places are in South Cotabato.

Yolanda corridor

DATA from the 2012 Municipal and City Level Poverty Estimates showed that the poorest town or city in the Yolanda Corridor was General McArthur in Eastern Samar, which had a poverty incidence of 53.8 percent. This was followed by Hernani in Eastern Samar and Daram in Samar, both with poverty incidence rates of 52.7 percent.

Other towns considered among the poorest in the Yolanda Corridor are Balangkayan in Eastern Samar, with a poverty incidence rate of 51.8 percent; Quinapondon in Eastern Samar with 50.9 percent; Matag-ob in Leyte with 49.6 percent; and Pastrana in Leyte with 49.5 percent.

The least poor towns or cities in the Yolanda corridor in 2012 were Kalibo in Aklan with a poverty incidence rate of 5.8 percent; Lezo in Aklan, 8.4 percent; and Tacloban, 9.8 percent.

The least poor in the Yolanda corridor in 2012 also include Banga in Aklan with a poverty incidence rate of 11.3 percent and Malay also in Aklan with 12.1 percent.

However, given that the survey period for the 2012 Municipal and City Level Poverty Estimates was conducted in July 2012 and January 2013, the impact of Supertyphoon Yolanda (international code name Haiyan) was not yet factored in these estimates.

The impact of Yolanda in these places will be assessed in the 2015 round of the Municipal and City Level Poverty Estimates.

The PSA will be conducting the 2015 round of the Family Income and Expenditure Survey and a five-year census this year.

Campus scribes set to meet in Dipolog for annual press confab

DIPOLOG CITY, Jan. 5 (PIA) – The provincial schools press conference will finally take place this week with approximately fifty elementary and secondary schools belonging to the Zamboanga del Norte schools division attending.

This gathering of budding campus journalists, which was supposed to be held during the second week of December last year, has been reset to Jan. 9-11.

Dr. Fe J. Lakian, English supervisor, said the annual schools press conference would be participated in by elementary and high school students from public and private schools in Zamboanga del Norte. These student-journalists will compete with fellow participants in newswriting, feature writing, copyreading, sports writing, editorial writing, science and health writing and others.

According to Lakian, the division office is inviting some local media practitioners and certain journalism teachers to serve as lecturer-judges during the press conference.

Those who will emerge as winners from the different writing competitions are eligible to participate in the regional schools press conference on Jan. 19-23, 2014 in Pagadian City with the Zamboanga del Sur schools division as host.

This year’s press conference is anchored on the theme, “Empowering Resilient Communities Through Campus Journalism.”

Seniang infra, farm damage reaches P644M

The National Disaster Risk Reduction and Management Council (NDRRMC) said on Sunday (January 4, 2015) the damage caused by tropical storm Seniang (international name: Jangmi) to agriculture and infrastructure facilities has been placed at P644,541,241.

The damage to infrastructure estimated at P69,762,500 and agriculture at P574,778,741 was reported in Regions 6 (Western Visayas), 7 (Central Visayas), and 8 (Eastern Visayas) and the provinces of Agusan del Sur, Misamis Oriental, Compostela Valley and Bukidnon.

In its 8 a.m. Sunday update, NDRRMC said 116,776 families or 543,816 persons were affected by Seniang in Regions 4-B (Mimaropa), 6, 7, 8, 9 (Zamboanga Peninsula), 10, 11, and 13.

All seagoing trips that were suspended due to the storm have already resumed.

A total of 2,740 houses were damaged in Regions 6, 7, 8, 9, 10, 11 and Caraga. Of this number, 467 were totally destroyed.

The total cost of government assistance for the affected families in Regions 4-B, 6, 7, 8, 10, 11 and Caraga has reached P29,663,861, the agency said.

Theft Suspect Nabbed in Dipolog

Suspect identified as Heracleo Galabin Antonino, was nabbed through a warrant of arrest for qualified theft docketed under Criminal Case Number 16208 with a recommended bail bond of Php 40,000.00 issued by Judge Hipolito P. Bael Jr. of RTC Branch 6. Suspect is detained at Sergio Osmeña MPS for proper disposition.

Village watchman killed

A VILLAGE watchman was killed while pacifying a drunk "sikad-sikad" driver in the municipality of Siocon, Zamboanga del Norte, the police reported Friday.

Inspector Dahlan Samuddin, Police Regional Office (PRO)-Zamboanga Peninsula information officer, said the incident took place around 12:55 a.m. Thursday in the village of Malipot, Siocon.

Samuddin identified the slain village watchman as Vicente Pangon, 48, a resident of Malipot village.

He said investigation showed that prior to the incident, the suspect, identified as Nobre Lapiz, 19, has gone amuck while under the influence of liquor, prompting the suspect's father, Pakat, to seek Pangon's assistance.

Unfortunately, Samuddin said the suspect repeatedly hacked the responding village watchman who was trying to pacify him.

Pangon died on the spot while the suspect fled on foot and is the subject of a police manhunt, Samuddin said.

PRO 9 Targeting Zero Casualty on New Year Revelry

Police Regional Office 9 is targeting zero casualty for revelers from becoming victims of the stray bullets and firecrackers during the celebration of the New Year’s Eve in January 1, 2015.To ensure the accomplishment of the target, Police Chief Superintendent Edgar Orduña Basbas, Regional Director, urged the public to celebrate the New Year’s Eve peacefully without the use of firearms and the firecrackers.

The Regional Chief wants to duplicate the remarkable Christmas 2014 celebration, wherein, there is no recorded incident on stray bullets and firecrackers in the entire region. In Zamboanga City, the use of firecrackers and pyrotechnic devices are banned. The public deserves the protection of the police in the entire region.

Relatively, the Command has set forth the directives and guidelines anew to all field commanders in the region for their implementation of the directive.

The said directive was announced during the Year-End Command Conference conducted on December 29, 2014 at the Conference Room of Police Regional Office 9, which is in compliance with the order of Police Deputy Director General Leonardo Espina, Officer-In-Charge of the Philippine National Police.

All field commanders were advised to strictly implement the fire crackers laws and to intensify the campaign against the illegal selling and use of prohibited fire crackers in their respective area of responsibilities and to tap the services of the force multipliers for this campaign. Likewise, they were directed to designate specific areas as firecrackers zone for the use of New Year’s revelers.

Firecrackers such as Atomic Big, Super Lolo, Giant Whistle Bomb, Trianggulo and those weighing more than 0.2 gram or more than 1/3 teaspoon in explosive content, are prohibited under Republic Act Number 7183. These types of firecrackers are to be confiscated when sold to the public with corresponding penalties.

PNP personnel in the region are also prohibited from using the police camps as firecrackers zones. The prohibitions also include their immediate family members from using the firecrackers and pyrotechnic devices. They are also warned not to indiscriminately fire their guns, otherwise, they will suffer the consequences.

The public, especially the barangay officials, is encouraged to help the police in the region in this campaign and to report any violations being noted in their respective communities to the nearest police stations, especially in the indiscriminate firing of guns.
