Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

SHOOTING INCIDENTS

On or about 1:00 in the morning of August 30, 2013, inside the Videoke Haus of LOVE JN, located at Barangay Camul, Tampilisan, Zamboanga del Norte, a shooting occurred thereat, wherein, one Berny Caga-Anan Mangubat, 36 years old, married and a resident of Barangay Buluan, Ipil, Zamboanga Sibugay, shot by unidentified suspect with suspect with the use of Caliber 45 Pistol.

Victim sustained gunshot wounds on his head, abdomen and left leg which caused his instant death.

Suspect immediately escaped and fled towards the direction of Zamboanga Sibugay boarded on a single motorcycle, DELPHI colored black with licensed plate.

Responding policemen from Tampilisan Municipal Police Station recovered seven (7) empty shells and four (4) slugs of Caliber 45 Pistol.

Initial investigation conducted disclosed that prior to the incident, victim entered the said establishment at around 6:00 in the morning of August 29, 2013 and drink several beverages.

At around 12:00 midnight of the same date, suspects together with his two (2) companions entered the said establishment.

After drinking several bottles of beer, suspect pulled-out a handgun and shot victim several times.

Cadaver of the victim was brought Gamalinda Funeral Homes, Liloy, Zamboanga del Norte.

Follow-up investigation is being conducted by Tampilisan Municipal Police Station to determine the identity of the suspect and his companions and the owner of single motorcycle getaway vehicle of the suspect considering the licensed plate was identified.

3Y program calls for renewed commitment among tourism stakeholders

DIPOLOG CITY - The 3Y Group of Zamboanga del Norte convened last week for the 3Y Expansion, Orientation and Program Implementation Review at the Top Plaza Hotel this city.

The 3Y Group, which refers to “One Locality, One Industry and One Service Quality,” is composed of various tourism stakeholders from the national government agencies, local government units, academe and private sectors.

Among the core members are the Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Tourism (DOT), Department of Science and Technology (DOST), Department of Interior and Local Government (DILG), Philippine National Police (PNP), Civil Aviation Authority of the Philippines (CAAP), Professional Regulation Commission (PRC), Philippine Ports Authority (PPA), the city government of Dapitan, Jose Rizal Memorial State University, Philippine Airlines (PAL), Dapitan City Hotel and Resto Association, Dapitan City Operators and Drivers’ Association and the Dipolog-Dapitan-Polanco-Katipunan-Roxas (DDPKaRoMa) Alliance.

Formed in 2011 through the efforts of the Department of Labor and Employment (DOLE) and the Regional Tripartite Wages and Productivity Board IX (RTWPB), the 3Y group aims to provide excellent service and quality products for the satisfaction of both the customers and stakeholders.

“We are all tourism stakeholders and we are here for one purpose to renew our commitment towards our goal as one locality, one industry and one service quality,” DOLE-Zamboanga del Norte head Henry P. Tianero said.

“3Y focuses on service quality for workers’ skills enhancement, job-seekers’ employability and promotion of employment through involvement, convergence and partnership with all tourism stakeholders,” explained DDPKaRoMa alliance project manager Ma. Teresa B. De Jesus.

Former Dapitan City Mayor Patri Jing B. Chan said that “in 3Y all are the same and treated as equal regardless of rank and position in the government and society.” Chan is operating a pension house in Dapitan City.

“At first, we were hesitant to be part of this group and to attend seminars provided by them because if we will not work for a certain day means no income for us. But as we worked with other members, we feel as one family with equal treatment to one another,” shared Victoriano Victoriano, president of the Skycap Porters Association in Dipolog.

“3Y is a program pioneered by us that can be replicated nationwide,” said Hilda Hamoy, owner of Home Sweet Home by the Bay in Dapitan City.

Son defends mother, kills own father in Zamboanga

ZAMBOANGA CITY, Philippines - A 68-year-old farmer was killed by his own son for attacking his wife in a remote village in Gutalac town, Zamboanga del Norte on Tuesday.

Chief Inspector Ariel Huesca, spokesperson of the Police Regional Office 9, identified the slain farmer as Marcos Ignacio Sr., 68 and his son, Ronnie, 22, both residents of Barangay Pitawie.

Huesca said the victim died on the spot after being attacked by his son with a scythe. The victim sustained slash wounds in the head, shoulder and left arm.

He said that Ronnie and his mother tried to cover up the killing by burying the farmer in their backyard.

However, the village chairman reported the incident to the police authorities.

Huesca said that according to the local police, the drunken Ignacio went berserk and attacked his wife with a bolo. The younger Ignacio tried to pacify the farmer, who vented his ire at his son.

The suspect then went to his own home, took a scythe and attacked his father.

Huesca said that based on records, the farmer had been arrested and detained at the Gutalac municipal jail after killing his eldest son. He was later released after his family refused to file charges.

The younger Ignacio is currently detained at the local police office while charges are being prepared against him.

The police further disclosed that the victim – elder Ignacio – was jailed in 2001 at the Gutalac Bureau of Jail Management and Penology (BJMP) reportedly for killing his eldest son and few months later was released after his family refused to file charges against him.

Cops pursuing wanted person discover large arms cache

ZAMBOANGA CITY, Philippines - Police forces pursuing a man wanted for murder stumbled on a large number of firearms, ammunition and explosive inside a famous resort in Dapitan City, Zamboanga del Norte, a security official said Wednesday.

Police intelligence operatives were supposed to arrest on Friday Alfonso Abne alias Along, who had been spotted in several occasions at the Dakak Park and Beach Resort and was allegedly maintaining a hideout at Sitio Lactusan, Barangay Taguilon, Dapitan City.

Chief Inspector Ariel Huesca, spokesman of Police Regional Office 9 (PRO), said Abne was even spotted by the operatives during the operation at an open kitchen beside a cottage at the resort.

The suspect seemed to have sensed the approaching policemen and escaped.

The policemen, however, did not leave the area empty-handed after discovering several firearms from the resort.

Huesca said the arresting unit stumbled upon a large number of firearms inside the cottage including a baby armalite, a .45 caliber Armscor hi-cap, four pieces of .45 Colt pistols, and two units .45 pistol Colt defender compact.

Policemen also recovered several magazines of various fits for .45 pistol with rounds of ammunition, magazine for M16 rifle and four long magazines for AK47, all loaded with ammunition.

Also included in the recovered items were 22 pieces of 12-gauge ammunition, 40 pieces .9mm ammunition, 9 boxes of cal 5.56 (M16) ammunitions, 2 ammunition metal boxes containing with M16 caliber 5.56 ammunitions, components of improvised explosive devised (IED) such as 1 piece non-electric blasting cap, one rolled red detonating cord, three pieces of time fuse, nails, and granules of black powder and the motorcycle that had been previously used by the suspect.

Huesca said a one person identified later as Dindo Dulanas Paglalunan was arrested after being caught in possession of a .357 revolver with five live ammunitions.

The suspect has been detained and placed under further tactical interrogation at the regional police office. A case of illegal possession of firearms has been filed against him.

RECOVERED MOTORCYCLE

On or about 12:15 PM August 26, 2013, one Ambrocio Lumagpas, 40 years old, married, and a resident of Barangay Lawigan, Labason, Zamboanga Del Norte, a Barangay Tanod of said Barangay reported to Labason Police Station that a certain Romeo Balucos, 36 years old, married and a resident of Barangay Mucas, Salug, Zamboanga Del Norte arrived at the said place on board a single motorcycle believed to be stolen.

Acting on the report, the Labason Police Station arrived at the area.

The suspect noticed their arrival and immediately ran and left one unit Honda XRM 125 color black and white with temporary plate no. 38602, with engine number xrm16e234329, with chassis number xrm16234368.

Further verification found out that the said motorcycle registered in the name of Rodrigo Bundaog, a resident of Barangay Tuburan, Katipunan, Zamboanga Del Norte.

Accordingly, same suspect had previously brought to said Barangay spare parts of said motorcycle and sold thereat.

The recovered motorcycle was then brought by the responding team to Labason Police Station for safekeeping and proper disposition.

CAMPAIGN AGAINST ILLEGAL LOGGING

On or about 8:00 in the evening August 24, 2013, elements Labason Municipal Police Station led by Police Inspector Sergio Romaguera Bihag, Deputy Chief of Police together with CENRO, Liloy, Zamboanga del Norte personnel, successfully confiscated a total of five hundred ninety six (596) board feet of illegally cut lumbers of the different dimensions at Barangay Bagu, Labason, Zamboanga del Norte.

Said illegally cut trees were discovered by Labason Municipal Police Station personnel while responding to a hacking incident that transpired at the above-mentioned place at about 07:10 in the morning of same date.

Thus, immediately, Police Inspector Bihag coordinated with Richard P Lim - CENRO Forester II, Liloy, Zamboanga del Norte, conducted immediate inspection which resulted to the confiscation of the said lumbers.

Said confiscated lumbers were properly turned-over to CENRO Liloy for proper disposition.

HPG-9 recovers carnapped Range Rover in Zambo Norte

A stolen Range Rover SUV was recovered by the Highway Patrol Group 9 Zamboanga del Norte Provincial Unit headed by Sr. Insp. Leopoldo Macalindol last August 19 around 2:45 p.m. along Rizal Avenue, Dipolog City.

In his report to Supt. Severino B. Agustin, HPG-9 chief., Macalindol disclosed that while he and his men assisted by men of the Dipolog City Police Station, were conducting anti-carnapping, anti- highway robbery and “no-plate, no travel” policy operations, they flagged down a Range Rover SUV because the driver was not wearing a seatbelt as required under Republic Act 4136.

Macalindol and his men also found out the driver was not carrying a certificate of registration and official receipt, using without authority the protocol LandTransportation Plate No. 8 and driving without driver’s license.

Macalindol, in his report, described the vehicle in details as a Land Rover/ Range Rover SUV, black in color,with engine number 002734844DT and chassis number is SALGA2HFODA118865. It is registered in Manila with the address owner in Soriano Intramuros.

Before it was recovered, HPG National Headquarters in Camp Crame had alerted all Regional Commands nationwide on a Range Rover stolen in Quezon City on August 11, 2013.

During the operation, Macalindol requested the driver to drive the Range Rover and follow them to HPG9 ZDNPTU office for its documentation. However, Macalindol said, upon reaching at the Rotonda going to the Dipolog City airport, the driver turned left going to Dapitan City and drove the SUV fast apparently to escape. A brief chase ensued and the HPG-9 men cornered him at the seaside part of Barangay Bucana, Dapitan City.

Macalindol and his men checked with the Vehicle Management Information System which is linked to all HPG units nationwide where it was found out that the Range Rover is under hold order list with Alarm number 200130813.

Agustin commended Macalindol and his team for a job well done. He also directed Macalindol to seize and impound the SUV.

The driver was charged under Criminal Case No. 18447 with a recommended bail bond of P200,000.

Mining firm builds water system for Siocon town’s farthest barangay

ZAMBOANGA CITY, Aug. 23 (PNA) --The more or less 2,000 residents of Barangay Candiz, the farthest among the 26 barangays in Siocon, Zamboanga del Norte, for the first time are now enjoying running water right in their community.

The steady and clean supply of water was made possible through the installation of a water system by the TVI Resource Development, Inc. (TVIRD) through its Social Development Management Plan (SDMP), as prescribed under the Philippine Mining Act of 1995.

The installation involved the construction of a catchment structure, which serves as a filter for the water source to remain clean, and a large reservoir to service an estimated 2,000 residents.

TVIRD Community Relations Manager Joel Alasco said in a statement Friday that the mining act has stipulated that a company, in this case the TVIRD, should institute social development projects to communities affected by its mining activities.

“This time, the company goes a little further to include all the 26 barangays of Siocon and some barangays of the neighboring town of R.T. Lim--whether affected by its operations or not,” Alasco said.

The TVIRD operates a copper and zinc mine in Sitio Canatuan, Barangay Tabayo, which is just a half hour ride from Barangay Candiz.

“For the first time in our barangay’s 36 years, we finally have our water system courtesy of TVIRD. First, the company repaired our road, which linked us to Siocon town proper--and now, this new water system,” Candiz Councilman Arturo Bascon said.

Bascon lamented the inadequate, if not absent, attention of the past local government administration in helping Barangay Candiz.

For the past several years, the resident of Barangay Candiz, get water for daily use from creeks, ponds and streams that sometimes turn murky during rainy days or arid during dry season.

Julita Suico, a resident of Barangay Candiz, said they had to walk to a creek or stream, which were located at a significant distance, carrying back heavy gallons of water for their daily use--for drinking and laundry.

“Now, our new, clean and steady supply of water is just around the corner and we are really grateful to the company for giving it to us,” Suico said.

The water system was formally turned over recently by the TVIRD to the officials of Barangay Candiz.

ARREST OF WANTED PERSONS

On or about 8:30 in the morning of August 20, 2013, Task Force Manhunt of Mutia Municipal Police Station led by Police Senior Inspector NESTOR MUIT GANIA, JR, Officer-In-Charge, proceeded to Barangay Buenaswerte, Mutia, Zamboanga del Norte and successfully arrested oneWilmer Estibany Ando, 22 years old, single, jobless and a resident of above-mentioned barangay.

Subject was arrested by virtue of warrant of arrest dated 06 August 2013 issued by Hon Vitorio Dante D Dalman, Acting Presiding Judge of MTC, Mutia, Zamboanga del Norte for the crime of Attempted Homicide, docketed under CriminalCase Number 847 with bailbond recommended of Twelve Thousand Pesos (Php12,000.00).

Accused is temporarily detained at Mutia Municipal Police Station detention cell for proper disposition.

Simple traffic law violation leads cops to stolen Range Rover

ZAMBOANGA CITY - A simple law infraction for not wearing the seatbelt led policemen to the recovery of a sport utility vehicle stolen in Manila during an operation in Dipolog City, Zamboanga del Norte, police said Wednesday.

The Dipolog City police elements were conducting checkpoint operations in implementing the anti-carnapping law, hijacking and anti-highway robbery along Rizal Avenue on Monday afternoon when they spotted a black Range Rover bearing plate number 8.

Upon checking, policemen noticed that the driver was not using the seat belt. The papers shown by the driver indicated that the vehicle is registered under the name of Lucky Sea Trading in Intramuros, Manila.

Chief Inspector Ariel Huesca, Spokesman of Police Regional Office9 (PRO), said the police and traffic management enforcers during inspection discovered the driver identified as Jonn Marvine Dadan was not carrying the certificate of registration and official receipt of the vehicle prompting them to invite the driver with the vehicle to the Highway Patrol Group (HPG).

Instead of following the policemen, the driver attempted to escape. A car chase ensued, which lasted for hours before the Range Rover was intercepted in Dapitan City.

Upon verification, the HPG discovered that the vehicle had been reported stolen in Quezon City last August 11.

The recovered vehicle has been placed under the custody of the HGP while the driver had been arrested and detained at the Dipolog City police station.

ARREST OF WANTED PERSONS

On or about 4:10 PM August 19, 2013, PNP elements of Dapitan City Police Station led by Senior Police Officer 2 Nerio Acaylar Malacat conducted a manhunt operation and arrested one Rogelio Renacia Y Calasang, 58 years old, male, married and a resident of Barangay Hilltop, Dapitan City.

Said suspect was arrested at Barangay Sta. Cruz, Dapitan city, Zamboanga Del Norte at about 4:30 PM of the same date by virtue of warrant of arrest issued by Municipal Trial Court In Cities, Presiding Judge Jose Rene G Dondoyano, 9th judicial region, Dapitan City dated 05 August, 2013 for the crime of theft with a criminal case no. 17574 with bail bond recommended of twelve thousand pesos (P12, 000.00).

Arrested person was temporarily detained at said police station prior commitment to wanting court.

Lozada proceeded to Barangay New Calamba, Kalawit, Zamboanga Del Norte and conducted manhunt operation that resulted to the successful arrest of one Edwin Tindao Y Alota, 21 years old, single and a resident of Barangay Matalang, Midsalip, Zamboanga del Sur by virtue of warrant of arrest dated 27 March 2012 issued by Hon Judge Oscar D. Tumarong of Regional Trial Court, Branch 28 Liloy, Zamboanga del Norte docketed under criminal case number l-001968 for the crime of Frustrated Murder.

Arrested person was temporarily detained at above-mentioned Police Station pending issuance of commitment order from issuing court.

Velasco under the supervision Police Senior Inspector Rolando Hernandez Barraquio – Officer in charge proceeded to Sitio New Dapitan, Barangay Sitog, Katipunan, Zamboanga Del Norte and conducted manhunt operation that led to the successful arrest of one Joshua Gumial Y Marog, 25 years old, single and a resident of Sitio Cunawon, Barangay Sitog, Katipunan, Zamboanga Del Norte by virtue of warrant of arrest issued and signed by Hon. Rogelio D. Laquihon, Presiding Judge, Regional Trial Court, 9th Judicial Region, Branch 7, Dipolog City docketed under criminal case number 15311 for the crime of Rape in Relation to Republic Act of 7610 with no bail bond recommended.

Arrested person was temporarily detained at above said Police Station pending issuance of commitment order from issuing court.

National Science Clubs Summit slated Sept.7-8 in Dipolog

DIPOLOG CITY - The Philippine Society of Young Science Clubs (PSYSC) in partnership with the Department of Science and Technology (DOST)-IX will hold a National Science Clubs Summit here on September 7-8, 2013 at the Dipolog Medical Center Science High School.

All science club members are invited to join in this activity in celebration of the National Science Club Month (NSCM) with the theme, “NATUREADY: Unravel the causes. Build the Solution. Empower science clubbers to action.”

The activity is geared towards the promotion of public understanding of science, technology and the environment. It also seeks to raise awareness among the youth about natural disasters, their causes and ways to mitigate them.

The PSYSC Science Olympiad (PSO), which is a national interschool quiz competition for elementary and high school students, will also be held and the national elimination for Region IX will be held on Sept. 7.

On the same date and venue, I-Tech Science Seminar (ITSS) will be held for science teachers to enrich their knowledge and skills in making science interesting, interactive and enjoyable among students.

The deadline for the registration of participants is set on Aug. 23, 2013. Walk-in participants can be accommodated depending on the available slots.

3 men wounded in Zambo Norte gun attacks

DIPOLOG CITY (Mindanao Examiner / Aug. 18, 2013) – Three people were wounded in separate gun attacks in Zamboanga del Norte province, police said on Sunday.

Police said an unidentified gunman shot three people, but hit only one in Dapitan City and escaped on a motorcycle after the shooting.

It said the attack wounded Allan Adlawon, who was rushed to hospital. His two companions – Roy Galleposo and Randy Rocamora were both unhurt from the shooting which occurred along Ferdinand Blumentritt in the village of Linabo.

The trio were travelling on a motorcycle when the gunman attacked them. Police investigators recovered about a dozen bullet casings fired from a .45-caliber pistol.

Motorcycle gunmen also shot Carlos Bigota and Basser Naser in downtown Sindangan and his attacker escaped after the shooting.

Police said the two men were selling fruits when the gunman, who arrived on a motorcycle, shot them with without warning.

Police are investigating the motive of the attacks.

ARREST OF WANTED PERSON

On or about 10:45 AM August 15, 2013, elements of Jose Dalman Police Station led by SPO4 Carlito Cabrera Requilme under the supervision of Police Senior Inspector Vergil Bruce Dacion Dario, proceeded to Poblacion Jose Dalman, Zamboanga Del Norte.

And they successfully arrested one Ramil Siit Catubig, 34 years old, married and a resident of Sigamok, Jose Dalman, Zamboanga Del Norte by virtue of warrant of arrest issued by Hon. Veronico C Laput, Judge of Municipal Circuit Trial in Cities, Sindangan, Zamboanga Del Norte for the crime of Theft docketed under criminal case no. 12138 with bail bond recommended amounted to ten thousand pesos (P10,000.00) for his temporary liberty.

Subject person temporarily detained at said police station for proper disposition.

HACKING INCIDENT

On or about 6:30 PM August 15, 2013, hacking incident occurred at Sitio Lapinon, Barangay Poblacion, Sibutad Zamboanga Del Norte.

Immediately, elements of Sibutad Municipal Police Station led by SPO3 Jose Nelson S. Baldamor, preceded at the above-mentioned place to verify the veracity of said report.

Initial investigation conducted disclosed that while the victim identified as one Bonifacio Quimiguing Legarte, 50 years old, married and a resident of Purok 5 of same municipality was on his way going to his farm located at Sitio Lapinon, Poblacion Sibutad Zamboanga Del Norte meet the suspect named Crespolo Alempolos Licaros, 46 years old, single and a resident of Lapinon, Poblacion.

Victim was immediately brought by the bystanders to Zanorte Medical Center, Sicayab, Dipolog City for medication while the suspect voluntarily surrendered to Sibutad Police Station together with the bolo used measuring 16 inches including the handle.

Motive of the incident is personal grudge. Suspect now temporarily detained at said police station for proper disposition.

Tabak chief: AFP stakeholders relation key to peace, progress

Brigadier General (BGen.) Felicito Virgilio Trinidad Jr., Officer-in-Command of the Philippine Army’s (PA)1st Infantry (Tabak)Division based in Pulacan, Labangan, Zamboanga del Sur, underscored the importance of working closely with the stakeholders in implementing the Armed Forces of the Philippines’ (AFP) Internal Peace and security Plan (IPSP).

BGen. Trinidad during a peace rally held recently at the municipal grounds of Leon Postigo town said that the AFP is now pursuing IPSP Bayanihan to help empower and mobilize the local government units (LGUs) and the whole citizenry towards peace and prosperity.

The peace rally, which was attended by some 800 people comprising barangay leaders, students, teachers, policemen, officials and employees of the municipal government of Leon Postigo and other stakeholders, capped the Bayanihan Team Operations of the 10th Infantry battalion which carried the theme, “The people unite for peace and progress.”

In the same activity, former rebels also gave their personal testimony when they were fighting the government until their return to the folds of the law.

“I have listened to the message of the military that war is not the solution to our problems today. I said to myself that, indeed, the military has changed,” a former rebel said.

He continued that there was an instance that his wife went home with a Bible after attending an assembly called by the military. “I immediately embraced the Bible and thanked God that the military now shares the Word of God to the people,” he said.

TISP-Bayanihan is a people-centered approach aimed at attaining lasting peace and progress by involving all stakeholders particularly the LGUs.

Towards the end of the assembly, there was burning of the New People’s Army (NPA) flag, symbolizing for its defeat.

“We can end the cycle of poverty by supporting the President’s advocacy and dream for good governance to attain progress and development,” Board Member Ruth M. Brillantes spoke before the participants in the peace rally.

She also pointed out that the priority projects of Zamboanga del Norte Governor Roberto Y. Uy today are health and infrastructure which get the full support of President Aquino.

DOH bats for extensive info drive vs. TB

DIPOLOG CITY - The Department of Health (DOH) is appealing to the local media to help disseminate appropriate information about tuberculosis (TB) to the public.

Ms. Wilma Bulahan, Health Promotion Officer of the Integrated Provincial Health Office (IPHO) of Zamboanga del Norte said “although tuberculosis is already considered an ordinary illness, if not prevented, would still result to one’s death.”

TB ranks 6th among the causes of death in the country with an average 75 persons die of the disease daily.

Bulahan said “this happens because some still hesitate to go to the health center for checkup even if they are already suspecting to have been afflicted with the disease.”

“The reasons why the patients won’t visit the health center are: they don’t want to be known to have TB, the health center is quite far from their residence, and they think the medicine for TB is expensive,” Bulahan added.

Bulahan also appealed to TB patients to follow the prescribed medication period of six months to two years, as some TB patients who felt relieved of their ailment after taking the medicine for a few days stopped the treatment, resulting in relapse or recurrence of the disease.

In a related development, Zamboanga del Norte Governor Roberto Uy has committed to reopen the district hospitals in the province and activate the rural health units by providing the needed health personnel as well as medicines to cater to the health needs of the residents of the different municipalities particularly those living in the far-flung areas.

To ensure that all TB-infected patients - even those living in the remotest villages- are given adequate medical services, the barangay health workers including those who were recently trained in Zamboanga City are now required to monitor and provide the patients with the needed medicine, and to see to it that the patients religiously follow the doctor’s prescription.

The province together with the twin cities of Dipolog and Dapitan joins the entire nation in celebrating August as national lung month with the theme, “Tuldokan ang TB, Ipakalat ang Tamang Inpormasyon, Hindi Diskriminasyon.”

UN-FA0 turns-over patrol boats to SBDA

DIPOLOG CITY - The United Nation-Food and Agriculture Council (UN-FAO) which implements the Regional Fisheries Livelihood Programme (RFLP)in the Philippines has recently turned-over 11 patrol boats to the Sindangan Bay Development Alliance (SBDA).

In a ceremonial turnover held at the city mayor’s office here, Mayor Evelyn, who represented Zamboanga del Norte Governor Roberto Uy, received the patrol boats from UN-FAO representative Aristeo Portugal with the presence of Regional Director Ahadula Sajili of the Bureau of Fisheries and Aquatic Resources (BFAR)-9 AND RFLP National Project Coordinator Virgilio Alforque.

Mayor Uy said “the provision of the patrol boats to partner LGUs and the province of Zamboanga del Norte will be of big help to the LGUS in the implementation of fisheries law and discourage illegal fishing activities, and promote responsible fishing in the municipal waters.”

It can be recalled that in the past three years, the RFLP had been engaged in capacity-building activities in partnership with the member-local government units (LGUs) in the areas of fisheries co-management, livelihoods, safety-of-life at sea, post harvest and microfinance.

Under the component of fisheries co-management, the RFLP led the formation of fisheries law enforcement teams (FLET) as legal entities in each LGU and conducted orientation and training of FLETs to boost their capacity in handling law enforcement.

The FLETs are deputized as fish wardens and also work in tandem with the Philippine National Police (PNP), Philippine Coast Guard PCG) and other law enforcement government agencies.

As described by the Food and Agriculture Organization’s Code of Conduct on Responsible Fishing, “the right to catch fish carries with it the obligation to do so in responsible manner so as to ensure effective conservation and management of the living aquatic resources.”

The member-LGUs of the SBDA includes the municipalities of municipalitie of Rizal, Sibutad, Katipunan, Roxas, Manukan, Sindangan, Leon Postigo, Salug, Liloy, and the twin cities of Dipolog and Dapitan.

Reymar L. Lacaya Acting Presiding Judge of Regional Trial Court, 9th Judicial Region, branch 10, Dipolog City for the crime of Qualified Theft of Coconuts docketed under criminal case no. 18399 dated July 19, 2013 with bail bond recommended amounted to twenty four thousand pesos (₱ 24,000) each for their temporary liberty.

DROWNING INCIDENT

On or about 3:00 PM August 9, 2013, one Norma Magsayo Yankee David, 71 years old, married and a resident of Barangay Labrador, Polanco, Zamboanga Del Norte appeared and reported to Dipolog City Police Station that her grandson was drowned at Dipolog City river particularly at vicinity Fish Port, Barra, Dipolog City.

Elements of Dipolog CPS led SPO2 Henry Tañan Bilas under the supervision of PSUPT Joven Rendon Parcon – Chief of police together with the City Disaster Risk Reduction Management Council proceeded to the said place to conduct search and rescue operation.

At around 8:10 AM August 10, 2013, the responding team successfully recovered the lifeless body of the victim named Rene Magsayo Y Agiles, 10 years old and a resident of Labrador, Polanco, Zamboanga Del Norte. Initial investigation conducted by the responding team disclosed that prior to the incident the victim together with his friends were having swimming the above mentioned river.

Per testimony of the witness named Bonifacio Publico Y Castillon, 13 years old, a resident of Sta Filomena, Dipolog City particularly near Gonzales Lumber, revealed that at about 12:50 PM of same date, the victim after swimming was sitting down in the pump boat when suddenly pulled into the water by a certain Alyas Lito thereby accidentally drowned.

Post mortem examination was conducted by the City Health Officer, Dr. Cecilio Siglos and declared that caused of death was due to drowning.

CDC approves Php1.66-B budget for Dipolog in 2014

The City Development Council (CDC) approved just recently the Php 1.66 billion Annual Investment Plan (AIP) for Dipolog City to be spent on priority programs and projects for implementation in 2014 of the city government.

The Php 1.66-B approved budget are allotted unproportionally on four different services namely: economic services with 55.38%, the biggest fund; general public services with 19.85%, social services with 17.83% and other services with 6.92%.

The CDC also approves the 20% Development Fund of the city where Php 18 million is allocated for the implementation of small infrastructure projects; Php 15 million is allotted for opening and concreting of roads; Php 10 million is allocated for the on-going construction of the Multi-Purpose Sports Complex in Brgy. Olingan, another Php 10 million is allocated for the on-going construction of the city hospital and Php 500,000 for the flood control program.

The remaining fund of the 20% Development Fund are allotted for the following: purchases of lands for development projects; tourism development; construction or rehabilitation of city and barangay roads, bridges and spillways; relocation of informal settlers; development of Galas Port, Dipolog City Memorial Garden, commercial complex in Dipolog; agricultural development program; electrification and street lighting; city housing project and solid waste management.

Army sets aptitude exam

THE Philippine Army is conducting examination on the Philippine Army Aptitude Test Battery (PAATB) for officer and enlisted personnel in two separate areas of Zamboanga del Norte province, a military official announced Friday.

Army’s 101st Infantry Brigade information officer Captain Randy Veracion said the examination is aimed to provide the opportunity to qualified individuals, particularly in the far-flung municipalities to join the Army.

Veracion said the PAATB will be conducted on August 17 from 8 a.m. to 5 p.m. at Sindangan Agricultural National High School in the municipality of Sindangan and on August 18, also from 8 a.m. to 5 p.m. at Andres Bonifacio College in Dipolog City.

Veracion said the PAATB is one of the requirements in entering the Armed Forces of the Philippines (AFP) be it in the army, navy or air force.

The requirements to take the PAATB for enlisted personnel are the following: National Statistics Officer-authenticated birth certificate; high school diploma or 72 units college transcript of records; valid ID; and, one 2x2 picture with white background.

For officers, the requirements are as follows: NSO-authenticated birth certificate; transcript of records and college diploma; and, one 2x2 picture with white background.

US national jailed for trespassing in Zamboanga del Norte town

ZAMBOANGA CITY, Philippines - An American national was arrested and put in jail by authorities in a town of Zamboanga del Norte for trespassing and public scandal, police reported Thursday.

The suspect, Jackie Leo Davis, 54, an American, married and residing at Barangay Babay, Lilloy town, was arrested following a complaint of Rizalito Pasunting Silva, 52, for unjust vexation and qualified trespass to dwelling last Tuesday.

Police investigation disclosed that Davis, who was allegedly under the influence of liquor, barged into a furniture display in the house of Silva and laid on one of the displayed sala set about 3 p.m Monday and urinated on a displayed cabinet, according to Chief Inspector Ariel Huesca, Spokesman of Police Regional Office 9 (PRO).

Silva told the police that when Davis saw his 17-year-old daighter, the suspect showed his genital, prompting the girl to scream, and ran toward their room but was followed by the suspect.

The police said Davis was prevented from pursuing the young girl with the timely of her father.

Responding police apprehended Davis and brought him to the Liloy Integrated Hospital for medical examination before he was brought to the police station for investigation and custody. Nation ( Article MRec ), pagematch: 1, sectionmatch: 1

Huesca said the complainant filed separate cases in two courts against Davis for unjust vexation and qualified trespass to dwelling with recommended bail of P10,000 and P12,000 respectively for his temporary liberty.

The police said Davis failed to raise the bail bond prompting the court to commit him to the Liloy reformatory center under the Bureau of Jail Management and Penology (BJMP).

Police could not immediately say if the US Embassy in Manila has been informed of the arrest of their citizen and Davis was not immediately available for comment.

Refresher course on vegetable gardening held in Dipolog

DIPOLOG CITY - The Department of Agriculture (DA)-9 conducted here recently a refresher course for public school teachers on the basic principles of vegetable gardening employing Natural Farming Technology System (NFTS) with public school teachers as participants.

Elementary and secondary public school teachers from the different municipalities of Zamboanga del Norte converged in the city to take up vegetable gardening lessons to achieve not only sustainability in production but preserving the environment as well.

“This undertaking is intended to promote and increase the consumption of vegetables, particularly among students because Region 9 has the lowest rate of vegetable consumption,” DA Regional Seeds and Natural Farming Coordinator Ana S. Aying said.

“That is why, these vegetables should be fed to students in every feeding program activity of each school,” she added.

DA’s NFTS aims to produce vegetables free from harmful chemicals which may cause diseases.

This program embarks on the production of safe, quality and healthy food to fight hunger and malnutrition.

Ms. Aying also pointed out that the used of organic fertilizer is one way to preserve soil fertility.

“This seminar is in line with the Gulayan ng Paaralan under the High Value Crop program that will enable students to experience gardening,” said Zamboanga del Norte Agricultural Program Coordinator Vicente Balingit.

After the seminar, teachers were given garden tools like shovel and seedling plates and vegetable seeds.

DA, CDA provide capacity building of ARBs in Zamboanga del Norte

ZAMBOANGA CITY, Aug. 6 (PNA) -- The Department of Agrarian Reform (DAR) has launched the DAR-CDA (Cooperative Development Authority) Partnership Program on Strengthening and Capacity Building of Agrarian Reform Beneficiaries (ARB) cooperatives in Dipolog City.

Zamboanga del Norte DAR provincial officer-in-charge Moh. Dassan Adju on Tuesday said the agency, under the program, had provided the necessary financial and technical assistance to the ARB cooperatives to enable them to effectively address the purposes and objectives of the cooperatives.

Adju said the program also intended to provide 14 mandatory trainings that each cooperative must undergo as part of its continuing capacity building and cooperative professionalism process.

To date, Adju said that nine Agrarian Reform Beneficiaries Organizations (ARBOs) consisting of nine cooperatives, and two farmers-peoples organizations are being assisted in the Agrarian Reform Communities (ARCs) and Agrarian Reform Areas (ARAs) in Zamboanga del Norte.

From the nine assisted cooperatives in the ARCs and ARAs, nine cooperatives were re-registered with the CDA pursuant to Republic Act 9520 otherwise known as the Philippine Cooperative Code of 2008.

The DAR Zamboanga del Norte had prioritized the nine cooperatives managing locally and foreign assisted projects to undergo the four mandatory trainings to ensure compliance of the prescribed training curricula for cooperatives pursuant to Article 44 of R.A. 9520.

The focus of the training is on the development of competencies of the cooperative based on the provisions of the new cooperative code, according to Adju.

The training program will ensure that all officers of the cooperative have the fundamental knowledge and understanding of cooperative programs, practices and legal underpinnings for an efficient and sustainable management of their business services as well as projects provided by the DAR although the cooperatives are managing their project with installed policies, system and procedures.

The activity aimed to sustain the cooperative’s operations and services to their members, and to enable them to engage in more sustainable, competitive and profitable business operations.

Moreover, Adju said the activity also wants to gain insights on how to address the issues and concerns affecting the cooperatives in relation to the requirements of the CDA.

Meanwhile, Adju stressed that it is a must to continually educate the ARBs in order to empower them and to help them alleviate their lives from poverty which is the primary concern of the program.

Some 200 Zambo cops finish leadership training

MORE than 200 cops in the Zamboanga Peninsula have completed leadership and skills enhancement course conducted by the Philippine Public Safety College in line with the government's efforts to professionalize the police force.

PPSC is an attached agency of the Department of the Interior and Local Government mandated to provide education and training to uniformed personnel of the police, fire and jail.

PPSC president Atty. Ruben Platon said the new graduates are now more capable to handle crisis situation, dealing disaster preparedness and response.

The training also enhanced their supervisory skills, and other modules with emphasis on values, gender and development, criminal justice including human rights.

Of the total 226 police officers, 108 finished the Public Safety Senior Leadership Course, while 118 completed the Public Safety Junior Leadership Course.

Out of the 108 participants in the senior leadership course, 103 were male and five were female, while of the 118 who attended the junior leadership, 97 were men and 21 were women.

Platon said the trainees, who came from the different police units of the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and the cities of Dipolog, Dapitan and Zamboanga, received their certificates of completion last week in a joint commencement exercises held in Bgy. Pasiagan, Bongao, Tawi-Tawi.

The training, he added, was part of the PPSC’s effort to reach out to the greater number of police personnel who are qualified to undergo the mandatory training necessary for qualification upgrading and promotion.

Senior leadership courses are offered to police officers holding the ranks ranging from Senior Police Officer 1 (SPO1) to SPO4, while police officers who hold the ranks of Police Officer 2 (PO2) and above are qualified to attend the junior leadership course.

Platon challenged the graduates to make a difference in their career, to become highly motivated police officers, and role models in values and character to the other members of the force.

He also encouraged them to strive hard and make use of the knowledge and skills they have accumulated from their training in the performance of their respective duties and responsibilities.

UNA urges DILG to act on complaints vs erring cop

MANILA – The United Nationalist Alliance (UNA) has urged the Department of Interior and Local Government (DILG) to immediately act on complaints against an erring cop who is based in Zamboanga del Norte.

In a statement, UNA secretary general Toby Tiangco said numerous complaints have been filed against Superintendent Reynaldo Maclang, commander of the Police Public Safety Company (PPSC), but they just fell on deaf ears.

“There were urgent petitions to the Philippine National Police and Sec. Roxas to reprimand and file the necessary administrative charges against Maclang since 2011 coming from ordinary folks and even from international human rights groups, but all these appeals fell on deaf ears and were never acted upon by the PNP or the DILG,” Tiangco said.

The complaints against Maclang range from grave abuse of authority, to alleged human rights violations, to complaints of poll-related harassment, Tiangco said.

Just recently, Mariano Candelaria Jr. and Lolito Miraveles of Gutalac, Zamboanga del Norte filed a joint complaint before the Commission on Elections accusing Maclang of violating the Omnibus Election Code.

Candelaria and Miraveles alleged that Maclang had engaged in partisan political activities, harassment and committing acts of terrorism to favor local candidates of the Liberal Party.

Candelaria and Miraveles were registered candidates for the positions of mayor and vice mayor, respectively, in the Municipality of Gutalac.

“Noong eleksyon, hindi lang sa Gutalac nakasentro ang impluwensya ni Maclang. Halos buong Zamboanga del Norte. At ang nakakadismaya ay na-promote pa sya,” Tiangco noted.

While complaints against Maclang have already been filed before local courts and the Comelec, Tiangco said it is disappointing that the cases don't seem to be moving.

Maclang is known to allegedly employ “buy-bust operations” as a tactic to arrest personal and political enemies.

Despite complaints and serious allegations of extra-judicial killings and other forms of human rights violation against the erring police officer, Maclang was still promoted.

Man arrested for attempted rape

An attempted rape case was forwarded to the City Prosecutor’s Office against a resident of Barangay Cabatangan, this city, after he allegedly molested a married woman at Margarita Drive, Barangay San Roque, this city, last Tuesday.

The suspect, Felamer Rubio y Guinabat, 23, a native of Lapuyan, Zamboanga del Norte Province (ZDNP) residing here at Purok Mangga, POPCOM, Cabatangan, was charged for attempted rape.

The suspect availed of a preliminary investigation and signed a 15-day waiver under the provision of Article 125 of the RPC of the Philippines. He is now detained at Sta. Maria Police Station.

According to the report, the woman was looking for her father-in-law at Margarita to ask for some money to buy rice. Upon reaching the said place, the suspect, allegedly under the influence of liquor, asked her who she was looking for. The victim was then given direction where she could find her father-in-law.

Probers said the suspect followed the victim from behind and upon reaching a dimly lit area, he suddenly grabbed the her hand and attempted to kiss her. The victim resisted by punching the suspect several times on the stomach.

Police said, the victim managed to escape towards the main road after she kicked the scrotum of the suspect. She then asked for help from local residents which resulted to the arrest of the suspect.

The suspect was later turned over to the responding policemen and was conducted to the police station for filing of charges.

Dipolog holds 2nd “Buntis” congress

DIPOLOG CITY - The city government here through the City Health Office (CHO) headed by Dr. Cecilio Siglos successfully conducted the “2nd Buntis Congress” last July 25.

This undertaking aimed to drum up awareness among pregnant women on pre-natal care and the need for family planning.

“Unborn babies are very sensitive while they are in the womb of their mother. It is better for a mother to communicate to her unborn child because this will make babies become more responsive and even intelligent,” said Vice Mayor Horacio Velasco, a physician.

Accordingly, contraceptives and pills are 99.9% effective to prevent pregnancy of women based on research and studies.

“If there could be a reaction from taking pills within three months, a woman should consult a doctor to give her the right kind of pills,” Velasco said adding “if a woman failed to continue using pills for a month to six month, a greater chance or probability that she will get pregnant.”

“It is false that the pills being taken will accumulate in the body because this will be excreted from the body,” he stressed.

Mayor Evelyn T. Uy, on the other hand, was hopeful that “the participating mothers would understand and apply all the lectures with all their heart because their participation is vital to the progress of their families, a way to the Swigapore 2030 vision of the city.”

Moreover, Mayor Uy urged every couple to adopt and practice family planning to raise healthy and happy family.

Police, PDEA arrest 5 drug pushers in Zambo Norte

ZAMBOANGA CITY, Aug. 1 (PNA) -- The police have arrested five suspected drug pushers in a remote town in the province of Zamboanga del Norte on Wednesday.

The anti-drug operations were conducted in coordination with the Philippine Drug Enforcement Agency (PDEA).

Arrested were Abdul Salian, 51; Albea Salian, 41; Maral Ellih, 28; Gaber Salian, 29; and, Merham Salian, 22; according to Sirawai Police Station commander Senior Insp. Khisna Asaali.

Asaali said the first two Salians and Ellih were arrested in a buy-bust operation around 5 a.m. Wednesday in Barangay Saint Mary, Sirawai, Zamboanga del Norte.

Asaali said confiscated from the suspects’ possessions were 23 heat-sealed plastic sachet of suspected shabu, three P100 bills (marked money), cash money and several prohibited drugs paraphernalia.

The other two Salians were arrested in the succeeding buy-bust operation around 6 a.m. Wednesday in Barangay Sirawai proper in the same municipality, according to Asaali.

Confiscated from them were two heat-sealed plastic sachet of suspected shabu, two P100 “marked money” and several prohibited drugs paraphernalia, he said.

Appropriated charges are set to be filed against the suspects, he added.
