The province of Zamboanga Sibugay is the 79th province of the country. It has just celebrated its 8th Araw ng Sibugay with again the longest "Talaba Grill" in the world. Though 8 years old, the province is not among the poorest ten provinces of the country according to the records of the NAPC. The province is known as the rubber capital of the Philippines and is set to host the biggest International Rubber Congress this year 2009.

Of the 16 municipalities of Sibugay only 3 are landlocked (Diplahan, Imelda and Titay). The rest are coastal municipalities.

The Province of Zamboanga Sibugay has 389 barangays with a total land area of 336,322 hectares (3,363.22 sq. km.). Its coastal areas are surrounded in its middle by the big and beautiful Sibuguey Bay, the smaller Dumanquilas Bay to its eastern border, the great Moro Gulf to its south and the Celebes Sea beyond.

Zamboanga Sibugay is a province of the Philippines located in the Zamboanga Peninsula region in Mindanao. Its capital is Ipil and it borders Zamboanga del Norte to the north, Zamboanga del Sur to the east and Zamboanga City to the southwest. To the south lies Sibuguey Bay in the Moro Gulf. Zamboanga Sibugay was created in 2001 when the third district of Zamboanga del Sur split off. Zamboanga Sibugay is the 79th province created in the Philippines.


History of Zamboanga Sibugay Province, Philippines

Zamboanga Sibugay was created on February 24, 2001 during the term of Congressman George T. Hofer by Republic Act 8973. The creation of Zambonaga Sibugay as a province had a long history. It started in the 1960s when several bills were filed in the congress such as House Bill No.17574 by the late Rep Vincenzo Sagun, HB No. 8546 of Congresswoman Belma Cabilao, HB No. 341 thru Congressman Vicente M. Cerilles and the Batasan Parliamentary Bill No.ponsored by parliament members (Antonio Ceniza, Manuel M. Espaldon, Hussien Loong, Kalbi Tupay, and Minister Romulo Espaldon). All of these bills were relegated to the recesses of the archives.

In 1993, an initiative called the Zamboanga Occidental Movement ushered in a renewed political consciousness among the people of the 3rd district of Zamboanga del Sur. The movement was so intense that a People’s Initiative was conducted simultaneously with the May 1997 Barangay Elections. In this exercise, majority of the voters signed in favor of forming a new province. It was then that Congressman George T. Hofer sponsored HB No. 1311. He managed to push the bill in congress and gave it a new identity by naming the proposed province as Zamboanga Sibugay. He lobbied for its approval in the senate and had former President Joseph E. Estrada finally approve the creation of the new province.

The Zamboanga Sibugay Provincial Police office was activated as a type “C” Police Provincial Office effective September 17, 2001 pursuant to General Orders Nr. DPL 01-04 dated September 17, 2001. It was formally organized on October 16, 2001 with PSUPT ARNULFO DEL ROSARIO PEREZ as its first Police Provincial Director.

The province of Zamboanga Sibugay was created on November 17, 2000 pursuant to RA 8973 comprising of sixteen (16) municipalities with 389 Barangays. It has a total land area of 3,363.22 square kilometer or 336,332 hectares. The province is divided into 2 provincial districts. Based on the 2006 Census, the total population of the province is 572, 343 inhabitants.

Among the municipalities, Tungawan is the largest in terms of land area followed by Siay and Titay while the smallest is Talusan. Out of the sixteen (16) municipalities, Ipil is the only municipality classified as 3rd class and more than half of the municipalities are considered under the 5th class category while the rest are either 4th or 6th class.

Zamboanga Sibugay, the Zamboanga Peninsula region’s new province

Daily Zamboanga Times: Tuesday, February 27, 2001 The region has a new province — Zamboanga Sibugay.

Voters from 44 municipalities of Zamboanga del Sur and Pagadian City, voted in favor of the creation of Zamboanga Sibugay separate from Zamboanga del Sur during the plebiscite last week.

Lawyer Helen Flores Aguila, Commission on Elections regional director, announced that out of 200,000 voters registered in the different towns, 141,35 voted Yes against 60,332 who voted No.

The author of the bill creating the new province, Rep. George Hoffer of the third district of Zamboanga del Sur, said Zamboanga Sibugay is now a new province.

"I sincerely thank the people for supporting the creation of the new province," Hoffer said in a radio interview adding that it was indeed a smooth, peaceful and orderly conduct of plebiscite.

Hoffer said the victory of the Yes votes will enable local candidates to file their certificates of candidacy for the position of governor, vice governor and board members for the new province before the Feb. 28 deadline.

The new province will comprise 16 municipalities, all belonging to the third district of Zamboanga del Sur, with Ipil as its capital town.

Sibugay refers to the vast track of land in Sibugay valley, also considered as the province’s rice granary.

The major languages spoken in the province are Cebuano and Ilonggo. Chavacano, Subanen, Ilocano, Tagalog, and other ethnic languages are also spoken.

Barangay's power and authority: A must read for all barangay officials

A Barangay Clearance is NEEDED in order to get a Business License.
So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."
  • "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.
  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

The young province of Zamboanga Sibugay is ripe for new investments in its growing business sectors. The agriculture business has a lot of potential as its land area is immense and available for many varieties of crop farming, reflecting its hilly conditions. PUBLIC NOTICE: Why pretend that the National language of the Philippines is Tagalog? It should be English. To be a Teacher, doctor, lawyer, engineer, architect, nurse, computer technician; what books do you learn from? English books of course. All your tests are in English. The constitution of the Philippines is written in English. All the laws and new laws introduced by congress are in English. For that matter, you can't be a teacher in a school system unless you know English. The "Licensure Exam for Teachers" is in ENGLISH! Who are these people forcing Tagalog down our throats? Tagalog is simply one of the many dialects of the Philippines. Keep your dialects but learn and be fluent and proficient in ENGLISH.

MANILA, Philippines - The Knowledge Channel is back in Zamboanga Sibugay! This time connecting six more schools through a grant from Sen. Loren Legarda and the support of Gov. George Hofer and Rep. Dulce Ann Hofer.

At the turnover ceremony at Ipil Heights Elementary School last February 26, Knowledge Channel Foundation Inc. (KCFI) President and Executive Director Rina Lopez Bautista said that KCFI is not launching its partnership with Sen. Legarda or Zamboanga Sibugay, but rather, renewing old ties.

The Knowledge Channel has had a positive impact on the connected schools in Zamboanga Sibugay, helping to increase scores of students in schools with high utilization levels, and of this, Lopez Bautista said, “It also humbles us to realize that it is not only the children that we have affected, but also the communities where these schools are as well.”

Legarda addressed the school, saying that the quality of education in Sibugay has improved as a result of having the Knowledge Channel and adding, “That proves that our weapon against poverty and ignorance is knowledge in Science, Math, and English.” She went on to tell the students how lucky they are to have access to the Knowledge Channel, saying, “You are privileged that you will be able to watch quality programs that give not only entertainment, but knowledge as well.”

The main economy is based on rice and corn milling, food processing, baking, rattan and wood furniture production. Additional businesses in concrete products, wax and candle factories, clothing, and other local industries are improving the new province's economic outlook.

Agriculture products include rice, vegetables, corn, root crops, coconuts, fruit trees, coffee, cacao, tobacco and rubber. Livestock and poultry productions are locally sustained and require additional investments.

The local government is pushing for the extension of the fish port in Taytay Manobo in the municipality of Naga in order to expand its mariculture and fishing industries. The local economy is conducive to extensive mariculture, which is the farming of aquatic plants and animals in salt water. Thus, mariculture represents a subset of the larger field of aquaculture, which involves the farming of both fresh-water and marine organisms. The major categories of mariculture species are seaweeds, mollusks, crustaceans, and finfish.

As of early 2009, The Philippines has 40 Mariculture Parks in operation and out of the 11 in Mindanao, one is located in Tungawan, Province of Zamboanga Sibugay. Mariculture parks operate much like industrial estates on land, with investors setting up or renting fish cages to grow high-value marine species such as bangus, lapu-lapu, siganids, seaweeds and other high-value aquatic organisms. Mariculture parks are not only practical and economical but are also ecologically friendly. There is no need to cut a single mangrove tree in raising bangus, in a sea cage, and is also more economical because it would cost only about P150,000 to put up a sea cage while development cost for a hectare of fishpond would reach about P1 million, according to a recent Philippine Senate hearing.

Additional Senate data encourages that mariculture yields can reach as much as five tons in a 10x10x 5 meter-sea cage inside a mariculture park, which is the same as in a one-hectare fish pond. With production cost of P70.00-P75.00 per kilo, a fish farmer could easily earn some P90,000.00 per cropping per cage or a total of P 180,000.00 for two cropping periods per year. Additionally, to further increase earnings, a fish farmer can also grow danggit or samaral in sea cages in tandem with bangus under a system called aqua-polyculture. After one cropping with 1,680 pieces fingerlings, the danggit catch could reach an estimated 100 kilos, which could easily fetch an additional cash of P8,800.00.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

The region has a new province — Zamboanga Sibugay.

Voters from 44 municipalities of Zamboanga del Sur and Pagadian City, voted in favor of the creation of Zamboanga Sibugay separate from Zamboanga del Sur during the plebiscite last week..

Lawyer Helen Flores Aguila, Commission on Elections regional director, announced that out of 200,000 voters registered in the different towns, 141,35 voted Yes against 60,332 who voted No.

The author of the bill creating the new province, Rep. George Hoffer of the third district of Zamboanga del Sur, said Zamboanga Sibugay is now a new province.

"I sincerely thank the people for supporting the creation of the new province," Hoffer said in a radio interview adding that it was indeed a smooth, peaceful and orderly conduct of plebiscite.

Hoffer said the victory of the Yes votes will enable local candidates to file their certificates of candidacy for the position of governor, vice governor and board members for the new province before the Feb. 28 deadline.

The new province will comprise 16 municipalities, all belonging to the third district of Zamboanga del Sur, with Ipil as its capital town.

Sibugay refers to the vast track of land in Sibugay valley, also considered as the province’s rice granary.

President Arroyo declared Friday a non-working holiday to allow residents to cast their votes in the plebiscite.—Hader Glang
