The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Barangay Tumana is a medium sized real state, bounded at the northwest side of Marikina and a vast farmland extending to the sierra madre, in the north of Barangay Nangka, south of Malanday and guarded by the river within the west side. Tumana under city ordinance no. 70 series of 2005 was created the 16th barangay of Marikina City coming from the Barangay concepcion Uno on March 4, 2006 plebiscite. The barrio most rich pasture land predominantly as an agriculturl land best suited for vegetable farming. Being so close to the river, the area was largely inhabited by different species and plants. The fertility of the soil attracted a number of peasants and tenants, thus leading to the construction and establishing permanent settlers and resettlement sites. Later on, the increasing population drove the settlers and expanded towards Farmers Avenue 1, Ampalaya, Kabayan 1 Road, Farmers 2, Angels Santos, Roga and Doña Petra Road 1-5. The name Tumana was derived from being agricultural or being vegetable farm land that usually well known and verse by the people.

PRO-12 steps up firearms registration.
KORONADAL CITY - The Regional Civil Security Unit (RCSU-12) of the Police Regional Office (Soccsksargen) will set up a one-stop shop here for the License to Own and Possess Firearms (LTOPF) and its registration on January 28. Lt. Col. Charlie Vete, acting RCSU-12 head, said in a letter sent to Koronadal Mayor Eliordo Ogena that this is part of the PRO-12’s intensified campaign against loose firearms. The RCSU-12 is targeting to renew at least 18,000 firearm licenses in the caravan to be conducted at the gymnasium of Barangay Zone I here.
All NorMin police personnel test negative in surprise drug test
CAGAYAN DE ORO CITY - A total of 436 personnel of the Police Regional Office in Northern Mindanao (PRO-10), including other offices in the regional headquarters, have tested negative for drugs. In an interview Wednesday, Lt. Col. Michelle Olaivar, PRO-10 spokesperson, said the regional headquarters conducted a surprise random drug test initiated by Brig. Gen. Benjamin Acorda Jr, the PRO-10 director, to the police commissioned and non-commissioned officers. She said also included were non-uniformed personnel at Camp 1Lt Vicente G Alagar in Barangay Lapasan here on Monday.
