Within these 17 regions in the Philippines, there are 42,046 barangays, 1488 municipalities, 146 cities, 81 provinces. It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

    Barangay Tagpangi is named after a tree name called "PANGI" which are so many during around 1950's to 1970's.

    Fiesta and Barangay Days of BArangay Tagpangi

    Barangay Tagpangi Celebrates its Fiesta every 8th day of December with the Saint Patron Emmaculada Concepcion... Moreover, the barangay shows their entertaining talents, sports and other activities during the barangay days which is held every 13th, 14th and 15th day of the month of December.

    The barangay day is highlighted by ball games champioship of all categories, field demonstrations of elementary, secondary and civic groups, and nevertheless the search for mutya ng Tagpangi every year. Of course, for the young people, barangay days is never be complete and fun without the 3-night disco that is usually sponsored by the Sangguniang Kabataan Organization.

    People focused on church activities during its fiesta. Roman Catholic members celebrates this time with ample food to be shared with co-members, relatives and friends.

    People here always awaits the month of December to celebrate peacefully and joyfully its fiesta and barangay day.
