The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

As you enter the barangay of Talisayan by way of the main highway you are welcomed by the beautiful rice fields on both sides of the road. Talisayan continues on until it meets up with the barangay of San Ramon. After you cross the Ayala bridge, instead of going straight and staying on the main highway, turn left and you will be on the old Talisayan road. Although some of the beach front properties have been fenced in by corporations, you can still go swimming in the beautiful Talisayan beach.

Talisayan is also very much industrialized. Mega Sardines Co. is located on the old Talisayan Road and other Canning companies are also in Talisayan.

History of Talisayan, Zamboanga City

During those early days, Talisayan was a quiet place and there were just few people living in the area. When the Spaniards came, a large number of people moved to the place.

As the years went by, there were also people who decided to stay in this place to earn their living. They found this place suitable for fishing and farming.

People from other places finally decided to stay here permanently. In the late afternoons, children spent their time along the seashore playing and breathing the freshness of the air. The children also gathered talisay fruits that served as their snacks after playing.

One afternoon, a group of Spaniards passed by the seashore. They saw the children playing and they approached them and asked in Spanish what the name of the place is.

The children thought they were asked what they were eating, so they replied "Talisay". Consequently the Spaniards thought that the name of the place is Talisayan after the talisay trees that grew abundantly in the area. This is the reason why this place is now called Talisayan.

Moreover, Talisayan also has one sitio called San Ramon. Like Talisayan, it also has its own story.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

I just came to search for my long live place Talisayan where i grew up & enlightned most, found the site and grab a space to where i can share some thoughts of my roots..Lets see if i am still on my right memory, knowingly i started my Elementary Grade on that place itself Talisayan, i will really never forget the names of my teacher's like Mrs Jovita Benito (1st Grade), Mrs. Obdamen (2nd Grade), Mrs Lacambra (3rd Grade), Mrs. Mandain (4th Grade), Mrs De Zena (5th Grade), Mrs. Canonigo (6th Grade), Mr. Enriquez, Mrs. Rojas & Mrs. Artates are my (Special Subject Teachers) and our Principal Mr. Nicolas, that was during 1980-1986... what a long year. From that school i've reach far away... About my Roots well lets take a look of this, As i know i came from a respected family (because they are affraid of Francisco that's why)... Ma. Felecitas Bautista Borromeo is my Grandmother & Paciano Borromeo where my Grandfather.. Having their Kids namely Cecila Borromeo married to Jun Sapayla - Jesusa Borromeo married to Felipe Carpio - Elidia Borromeo married to Nicolas Ramirez - Rosalina Borromeo (Old Maid As if)& Francisco Borromeo married to Rosario Matarlo. That was my roots, staying on Purok 4 as to the center of the barrio, most of the neighbhorhood there are just relatives during that time, i just don't know this time for it was already years apart, the last time where i took my vacation it is during the internment of my Grandmother on 2001, that is only the time when i was there... Talisayan is really a great place we are just about 200 Meters aways from the beach and about three kilometers far from the mountain, during my years on that place, i still remember that we do always hunt for some vegetables at the rice field and turn it into money for our living, i also sell some goodies on my school, fish & vegetables by house to house & more, i did ot experienced more fun during my childhood days for my grandmother & uncle is this strict, Continued my High School at Ayala for there is no high school yet in talisayan... Proceed to Manila and have my college... At present i am already here in the UAE harvesting the fruits of labor... Roots really helps us a lot to be more brighter even better...I really missed the place talisayan, hoping to be there one of this days...
