The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

As you enter the barangay of Talisayan by way of the main highway you are welcomed by the beautiful rice fields on both sides of the road. Talisayan continues on until it meets up with the barangay of San Ramon. After you cross the Ayala bridge, instead of going straight and staying on the main highway, turn left and you will be on the old Talisayan road. Although some of the beach front properties have been fenced in by corporations, you can still go swimming in the beautiful Talisayan beach.
Talisayan is also very much industrialized. Mega Sardines Co. is located on the old Talisayan Road and other Canning companies are also in Talisayan.

History of Talisayan, Zamboanga City
During those early days, Talisayan was a quiet place and there were just few people living in the area. When the Spaniards came, a large number of people moved to the place.
As the years went by, there were also people who decided to stay in this place to earn their living. They found this place suitable for fishing and farming.
People from other places finally decided to stay here permanently. In the late afternoons, children spent their time along the seashore playing and breathing the freshness of the air. The children also gathered talisay fruits that served as their snacks after playing.
One afternoon, a group of Spaniards passed by the seashore. They saw the children playing and they approached them and asked in Spanish what the name of the place is.
The children thought they were asked what they were eating, so they replied "Talisay". Consequently the Spaniards thought that the name of the place is Talisayan after the talisay trees that grew abundantly in the area. This is the reason why this place is now called Talisayan.
Moreover, Talisayan also has one sitio called San Ramon. Like Talisayan, it also has its own story.

Hi there I grew up in Talisayan with my grandfolks and it has been 6 years since I have been there but I cannot remember the Barrio captain it has been awhile I have to ask my father. I know my grandpa the late Roberto "Berting" Navarro was there when it was just well bamboo groves mostly after the war and my other relatives the Macrohon's are the ones who have been there the longest I have to do a little research but boy I tell you I miss that place a lot I swam at the beach.hunted small game with lolo up in the hills and fished at the San Ramon Sas river. My name is Edwin Makasiar II Mr. Gaspar the professor is my dad'd friend his son was my classmate in gradeschool and high school and yes that makes me an Atenean later......Ed
