Barangay Batasan Hills is a portion of Barangay Matandang Balara separated and constituted into a new barangay by virtue of Batas Pambansa Blg. 343 or An act creating Barangay Batasan Hills on February 25, 1983. It is bounded by the National Government Center-Batasan Complex to the boundary line of Barangay Bagong Silangan on the north; by the Marikina River on the east; by the Don Mariano Marcos Ave. on the west; and by the Capitol Homes to the Marikina river on the south. A plebiscite was conducted and ratified by the majority of the votes casts by the residents. And in 1986 after the People Power Revolution and 3 years after the approval of Batas Pambansa Blg. 343, the first set of barangay officials were appointed by the president thru , the then Secretary of Local Government Aquilino Pimentel Jr. Mr. Manuel D. Laxina was the first appointed Barangay Chairman and 6 Barangay Kagawads of Barangay Batasan Hills The barangay was established in 1983 with the name Constitution Hills in reference to the Batasang Pambansa which is located in the barangay. The barangay was to be home of many government establishments as there were plans to move the capital from Manila to Quezon City, but the capital remained in Manila and the barangay was renamed Batasan Hills. Today, most of Batasan Hills is residential. Batasan Hills has one of the largest urban poor populations in the country as most of the residents are living in poor houses. But there are also residential parts for the middle and upper class like Filinvest 1 and 2, Northview 1 and 2, and Treviso which were developed by real estate firm Filinvest Land. As of 2007, the current population of the barangay stands at 148,624.
