My name is Salvador Guanzon I was born in Valenzuela City on September 12, 1959 (quit old na).
Month of December 1959 My mother Viginia Guanzon ( Neck name Barding)decided to go  back home in Barangay Nayon ,San Enrique Neg. Occ. after noticing that my father was cheating on her. In other words " nangangaliwa".So,to make the story a little bet shorter I was with my mother and we leave in a small nipa house near the seashore of Barangay Nayon. I studed my fist grade in Nayon Elem.School until my mom decided to tranfer me in San Enrique Town Elem. school. We had a very peace life outhere, my mom own a little sari-sari store and it seem's that she is enjoying it. She never ever get invole to any man anymore, she always told me that she will do anything so that i can finished my studies.
Year 1975, I was studing in O.L.P.A.(Our lady of Purity Academy)when she decided to go back to Manila. I was in my second year high school level, she told me that she will go and look for job somewhere in Olongapo City. We have a lot of relatives working in U.S.Naval Base Subic Bay.
It is a very sad moments for me but I have to survive, I promised her that I will be good in my studies and I will wait for her.
During the third and fourth year in high school I begin to start going out with my Barkadas learn how to smoke and drink "Tuba or any other alcoholic items. We always end up in gang war specialy in "Baylihan" from south side and north side of San Enrique. My name became a well known because of my behaviour and attitude.I even make problems in the school along with my classmates. We are fighting against our teachers and even our School Director ( Father Sermona).Bad isn't it? Year 1977 when my mom came back and took me to Olongapo City for another journey of life. I really missed my friends and barkadas outhere.If any body read this letter please give my regards to all of them ( John Amelo, Winnie Plana, Joshie Flores,) Thank you very much.

It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.
