The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Paraiso ti Caribquib

- Paraiso ti Caribquib (Paradise of Caribquib) is located in Sitio Daramuangan, Caribquib, Banna, Ilocos Norte. We can find the first Zipline (160 meters long)in Banna, Ilocos Norte. It has also hanging bridge (30 meters long) connecting the two mountains. The grotto of Virgin Mary is situated at the mountain side of the northern part of the zipline.
- The tourist spot has a spacious parking area and cottages where picnickers could stay. The said place is still in the progress of development. There are also T-shirts to be sold as souvenirs.
- Entrance fee is Five pesos (P5.00); Fifty pesos (P 50.00) for Zipline per ride; One hundred pesos (P100.00) per cottage.
- Caribquib has its vision - "To make BARANGAY CARIBQUIB BEAUTIFUL, PRODUCTIVE AND PEACEFUL COMMUNITY."
- The founder of "Paraiso ti Caribquib" is Hon. Adonis B. Manuel. He was born on December 29, 1968 in Caribquib, Banna, Ilocos Norte, Philippines. He graduated in 1997 at Northwestern University and a holder of Certificate in Police Science Technology.
AN OVERVIEW ABOUT PARAISO TI CARIBQUIB

The Paraiso ti Caribquib is situated in Sitio Daramuangan. It is three kilometers (3 km) away west from the National Highway. When HON. ADONIS B. MANUEL was still a Kagawad, he saw children always taking a bath in the dam. The dam was concreted in 1986 through the help of the Municipal Mayor, Hon. Carlito N. Abadilla. Water is coming from the falls.
When he was elected as Brgy. Chairman in the year 2007, it came to his mind to develop the place to make it a tourist spot. He called a meeting and he told his plans to the Brgy. Officials. So, they decided to go on with their plans. They were thinking what was the best name for the place. Everybody suggested names and they had chosen the name - Paraiso ti Caribquib because it is only the mountainous part of the barangay. The dam is in between the two mountains. At the southern part of the dam, the people can stay under the trees. Barangay folks are very cooperative in developing the place and after few months they had already put up four small cottages and one big cottage.
After some improvement, the barangay officials invited Bishop Sergio Lasam Utleg to hold a mass as well as to bless the place. From that time, some visitors, picnickers coming from different towns, students, tourists visited the place. It has Zipline and One hundred sixty meters (160) long which is the first zipline in Ilocos Norte and Hanging Bridge which has thirty (30) meters long connecting the two mountains and it was placed near the ending area of the zipline. The grotto of Virgin Mary is situated at the mountain side of the northern part of the zipline. The zipline and hanging bridge were funded by the municipality through the leadership of Mayor Carlito Abadilla II and Vice Mayor Carlito N. Abadilla.
The land area of the Paraiso is One hundred (100) hectares which was awarded by the DENR. Every day, there are three (3) officials who are assigned at the entrance to be responsible for collecting the entrance and cottage fees. The entrance fee is Five Pesos (P5.00) and the fee for small cottage is Two hundred Pesos (P200.00) while the big cottage is Four hundred Pesos (P400.00). The zipline fee is Fifty Pesos (P50.00) per ride.
The barangay folks are thanking the Almighty Father for giving them the Paraiso and also the National, Municipal and Barangay leaders who molded and inspired the constituents of the barangay to have teach the value of discipline, unity, cooperation, cleanliness and environmental awareness, thus making Barangay CARIBQUIB a progressive, peaceful and beautiful place to live in.
HISTORY OF PARAISO TI CARIBQUIB

Paraiso ti Caribquib is situated in Sitio Daramuangan, Caribquib, Banna, Ilocos Norte. It is three kilometers (3 kms.) away west from the National Highway.
Caribquib is the eighteenth barangay among twenty (20) barangays of Banna. It is located at the northern part of the town proper. Furthermore, it is the first barangay that will welcome you when you come from Laoag City, Ilocos Norte.
Caribquib has two seasons- the dry and the wet seasons. The dry season occurs in the months of October to May. Meanwhile, the rainy season starts in June and ends in September. (However, global climate change causes unpredictable season change.).
Presently, Caribquib has four (4) sitios/purok, with a total population of 967 residents with 201 households.

Based on the records from the Provincial Commission on Election ( October 1, 2010) there are 629 registered voters of the barangay for the Presidential Elections last May, 2010.
Caribquib has a rich natural resources from its mountainous and hilly location. (The mountain range is the boundary of Batac City and Banna.) The soil in some parts of the said barangay is brick-red in color. There are different kinds of vines and trees like narra, duhat, ipil-ipil, guava, tamarind, acacia, mango ghmelina, bulala and pine trees.
In the southwestern part of Caribquib proper, Paraiso is situated.
Long, long time ago, Paraiso was still a forest with big trees and very shrubby land. There was a path from the National Highway going to Daramuangan which was only good for people who are used with small and thin trails for routes (‘tambak’) at that time. The people bring their animals and products in Batac, then, for marketing/ selling, as well as to buy their needs by passing through the mountain.
As time goes by, the population of that place increased. Due to this, some resources became scarce causing some people to get involved in ‘Kaingin’ (illegal cutting of trees) for firewoods and for building their homes.
There is a waterfall in the said barangay which is two hundred fifty (250) meters away from the dam. The dam was built in 1986 through the help of the Municipal Mayor, Hon. Carlito N. Abadilla.
When Hon. Adonis B. Manuel, the present barangay chairman, was still young, he used to visit the reservoir for being fond of seeing water stream.
When he was elected as a kagawad in Caribquib, his interest in the natural beauty of Sitio Daramuangan was intensified. So, he oftentimes visits the said sitio and watches children who are happily taking a bath, swimming and sliding on the dam. Under the trees of the virgin forest, Manuel loved hearing birds chirping and watching the sways of the trees with the whistle of the leaves. With these, he stayed there with a smile and joy in his heart.
In the morning of September 29, 2002 while he was sitting under the tree and watching the children enjoy having their competition, doing slides from the top all through the dam then down the water stream, he discovered that the dam gives fun and happiness.
When Hon. Adonis B. Manuel was elected as Barangay Chairman in 2007, he continued to visit the dam because the place is shaded with trees that create freshness and calmness in the body and tranquility in the mind. While he was sitting and enjoying in watching the children play, there was something that triggered his mind.
He invoked himself to become a nature lover. He loved to go there to freshen and sharpen his mind. His mind traveled and saw beautiful things. His mind wandered in visualizing the place as a Paradise. He became a great dreamer. He dreamt of the place to be one of the tourist spots in the province.
He, then, conceptualized what to do with the place. To make his dreams come true with the help of his barangay officials and the community as well, he called a barangay session. All of the barangay officials of Caribquib enthusiastically attended the meeting.
As soon as the meeting started, the Chairman informed his officials about his dreams and plans. He let them suggest for the best name they could give for the place. Some of the members suggested “SHOWER”, “SAWANG NI NOE”, and “PARAISO TI CARIBQUIB”. They also suggested “Paraiso ni Adonis” because they knew really that Hon. Adonis b. Manuel was the one who discovered the place. They divided the house and they had chosen “Paraiso ti Caribquib” to be its official name.
Everybody suggested for the improvement of the area in making it clean and attractive, conducive and safe for the barangay residents as well as tourists and excursionists to visit. They also agreed that they will render selfless service for the venue to generate income for improvement and maintenance purposes.
After the meeting, the group went to the place and started to clean. Everybody was very cooperative. When Hon. Manuel noticed that the place is small, they made a resolution requesting a part of the mountain from the Department of Environment and Natural Resources (DENR). The request was granted and HON. JUAN DELOS REYES awarded the One hundred hectares (100) to the people of Caribquib through HON. ADONIS B. MANUEL on APRIL 15, 2010. A Thanksgiving Mass was held on December 20, 2009 which started at 7:40 in the morning by ARCBISHOP SERGIO LASAM UTLEG.
They put up cottages and made the first Zipline in Ilocos Norte followed by the Hanging Bridge, Grotto of Virgin Mary, Superman, Cage of Philippne Serpent Eagles and Native Orchid’s nursery.
Paraiso is now on its way to development through the help of the Municipal officials headed by the Mayor, HON. CARLITO N. ABADILLA and Vice-Mayor, HON. CARLITO A. ABADILLA II.
The first school which helped them pursued the dream of beautifying the place was the Northwestern University -College of Teacher Education. The university assisted and supported the barangay’s mission for Paraiso’s improvement through planting fruit bearing and forest trees, flowering plants; and establishing the barangay nursery. The projects were headed by the College of Teacher Education-Student Organization Adviser and Community Extension Coordinator, PROF. FLORDELINA B. UTLEG.
Paraiso ti Caribquib is a place for both the young and the old who wish to unwind and have fun amidst today’s societal and social stresses. Paraiso is very conducive for everyone which offers unparalleled fun and relaxation.
Indeed, Paraiso ti Caribquib has paved its way to provide an adequate and concrete stand in giving justice to God’s gift of nature.

The great mind behind the "Paraiso ti Caribquib" is Hon. Adonis B. Manuel. Born on December 29, 1968 in Caribquib, this brilliant man promotes love to nature. His advocacy of loving the blessedness of the humanity from the Lord is believed by many to be the greatest ‘pearl of thought’ of the community.
He graduated at the Northwestern University in 1997, and is a holder of Certificate in Police Science Technology which is a proof of his academic and intellectual qualifications and capacities.
Captain Adonis Manuel was inspired by kids’ harmonious laughters as they enjoy the natural beauty of a place now called “Paraiso ti Caribquib”. Since then, a dream of improving the nature’s beauty into a paradise for people to visit kept crossing in his mind.
He is a man of substance, a man of the masses of his town. His headwork and devotion for the advancement of his place rooted from his faith in God.
With all the successes and present feats he is facing, he believes that courage and determination in visualizing a better world is the ‘diamond of living’ that everybody must live with.
Amidst today’s global challenges, productive and beneficial dreams for the totality of the humanity are needed. Thus, Hon. Adonis B. Manuel is a man whose works and deeds are worthy of emulation.

These few yet sensuous words have been the driving force of this woman who has been hands on in the fulfillment of “Paraiso ti Caribquib”. She, who has been an eye to the breakthroughs of her beloved home barangay, has always wanted to be a part of any feat which involve Caribquib, in any way that she can contribute.
PROF. FLORDELINA B. UTLEG is, at present, a faculty of the Northwestern University- College of Teacher Education. She was also a former instructor at the College of Business Education in the year 1992 and was transferred to the latter college in the year 2006 (second semester). Her expertise of instruction are Shorthand (Steno), Euthenics, Personality Development, Office Procedures, and Filipino, among others.
A graduate of Bachelor of Elementary Education (Concentration in Filipino) in the year 1992, Prof. Utleg has been a dynamic adviser of the College of Teacher Education-Student Organization and Community Extension Coordinator of the College for three years already (2009-2012). In her years of service in the said bodies, she had been dedicated to work with passion in managing people for a common cause. With these, she was awarded as the Most Outstanding Community Extension Coordinator for three consecutive years and the Most Outstanding College Organization Adviser from School Year 2009 - 2018 since she took the service oath for the said organizations.
With the energy she has within her heart, extending her help for the satisfaction of a dream, she continuously promote the project and stand as the voice and eyes of the Barangay Council. She had been a contributor towards improvement of “Paraiso ti Caribquib” since its conceptualization. With her brilliant ideas, she plans for numerous ways on how to disseminate the beauty of the place. Sealed with this is her support in environmental solutions amidst the severe challenges and threats of global condition nowadays..
