The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.

Olutanga is one of the municipalities in the island of Olutanga. There are 3 municipalities in the island of Olutanga:

  1. Mabuhay
  2. Olutanga
  3. Talusan.

History of Olutanga, Zamboanga Sibugay, Philippines

Olutanga (the whole island) was formerly a regular barangay of the Municipality of Alicia. On November 17, 1957, Olutanga barangay was elevated into a municipal status, with a juridical personality by virtue of Executive Order # 274, enunciated then by the late President Carlos P. Gracia. Originally, Olutanga was attributed to the whole island itself. However, ten years later on May 18, 1967 the barangay of Mabuhay on the north-eastern side of the island, was created into a municipality by virtue of Republic Act No. 4876. Twenty (20) years later, on November 11, 1977, the Municipality of Talusan was created by virtue of Presidential Degree No. 1237 signed by President Ferdinand E. Marcos. This new Municipality was carved from the Municipality of Olutanga representing the northwestern sector of the island.

The first appointed Municipal Mayor was Honorable Eufemio Quijano. He was later elected as Municipal Mayor, but he served only served for one term. The next Mayor elected was Hon. Gonzalo B. Pidor who served for two terms from 1964 to 1971. He was followed by Hon. Cecilio C. Macion, 1972 to the EDSA Revolution era. Then, in the 1993 local election Dr. Joel G. Capotulan was elected as the Mayor.

Long time ago, before the Spaniards came to the country, the island of Olutanga was inhabited by a native tribe, under the leadership at Panglima Santikan and his wife Indah Dindah. This tribe were known as “LUTANGAN”, the origin of the name of the island Olutanga. The main economic activities of this tribe was fishing and some “slash and burn” farming. The island then was dominantly covered with virgin and verdant forest. The Lutangans, because of their nomadic character and love of the sea, wondered from coast to coast around the island in search of rich fishing grounds. It was only during the Spanish era, that the Lutangans had started to live semi – permanently along the sea shores. Then as years passed, the Tausogs, Samals and the other tribes came to live in the island, which was later named Olutanga after the Lutangan tribe. The first Christians who came to the island were hunters in search of wild life such as wild boars, deer, tamaraws, etc.

Later in the 1920’s, the Cebuanos, Ilongos, and other tribe from Luzon and Visayas came to the island to settle and farm. In 1948, the opening of the Hercules Lumber Company in Subanipa (the trading center of the island now renamed Solar) paved the way for the steady flow of people from the Visayas and Luzon. The establishment of the Lumber Company in the island and the influx of settlers reduced the verdant forest into an agricultural land.

The municipality of Olutanga, just like the other island municipalities of Zamboanga Sibugay is a jewel to behold. Like a shimmering pendant with fantastically shifting hues, seemingly dependent on the mood of Mother Earth, beautiful Olutanga ornaments the western tip of the province’s rich vast land.

Its beaches are fantastic. Pulo Laum beach is a major attraction in the island. The snake sanctuary taken care of by Manong Tero has been visited many times by adventurous tourists in the past.

Its vast sea is also rich with marine resources like fishes, lobster, oyster, the famous taclobo and many more. A written record of facts to support the origin of the Island of Olutanga does not exist but a popular version reflected in songs and zarzuelas of the old Muslim folks indicates that the family of Panglima Santikan and his beautiful wife Indah Dindah was the first to arrive in the island. However, the name Olutanga was attributed to an ethnic group, the Samals (Lutaos) who called themselves “Lutangan”. As the years went by, the tribe multiplied in numbers. The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.

Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
