The National Commission on Muslim Filipinos (RA9997) is a government organization mandated to serve only the Muslim Filipinos in the Philippines. It has a yearly governmental budget and that budget grows every year. It creates offices all over the Philippines and this expansion is financed by the Philippine government. These offices do not and will not serve Non-Muslims. The economical maintenance of the expansion of Islam in the Philippines is under the care of the NCMF. The NCMF is a stand alone organization that reports only to the President of the Philippines. One of the mandates of the NCMF is to assist the Muslims in their pilgrimage to Mecca or Hajj.

ARTICLE II - Powers and Functions:

SEC. 10. Organizational Structure. - The Commission shall be composed of the offices of the Secretary, the Commissioners, the Executive Director and the Deputy Executive Director and their immediate staff, the Bureaus, Services, Regional Offices, Field Offices and Sub-offices.

SEC. 11. Bureaus. - The Bureaus of the Commission shall consist of the:

  • Bureau of Muslim Economic Affairs,
  • Bureau of Muslim Cultural Affairs,
  • Bureau of Muslim Settlement,
  • Bureau of External Relations,
  • Bureau of Pilgrimage'and Endowment,
  • Bureau of Peace and Conflict Resolution, and the
  • Bureau of Legal Affairs.

Each of these Bureaus shall be headed by a Director who shall hold the same rank, salary, and privileges of a Staff Bureau Director.

The Bureau Director shall be appointed by the President from among the names or nominees submitted by the Commission to the President.

The Philippine government and those who support the ncmf are some special kind of stupid. Many Filipinos are in need of help, but the government concentrates its help on Muslims only (Moros). What makes it even worse is that the Non-Muslims seem to be happy with it. Specially since the government made it illegal to help the followers of other religions. Only the religion of Islam is financed.

National Commission on Muslim Filipinos NCMF

 

Used to be called the Office of Muslim Affairs. There was an uproar in the Muslim community regarding this change. Some of the more radical Muslims did not want to be called Filipinos. Even though they were born and raised as Filipinos. To them the Filipino passport or other identification papers are just for convenience. They want to be called Muslims not Filipinos. Hence the name ARMM or Autonomous Region in Muslim Mindanao.

The National Commission on Muslim Filipinos answers only to the President of the Philippines and nobody else. The NCMF is an extension of the AMMM, which is an autonomous government of the Muslims within the Philippines.

On February 18, 2010, Republic Act No.9997 Created the National Commission on Muslim Affairs.

Composition of the National Commission on Muslim Filipinos and who it serves

The seven members of the new Commission are appointed by the President of The Philippines. All of them, however, must be Muslim Filipinos; one female, one a religious leader, the other five each from a different tribe. These provisions aim to represent the whole of the Muslim Filipino community equitably in the Commission. The members hold office for six years, the position of chairman changes biannually, so as to prevent any single tribe from gaining a dominant position in the Commission.

Mission and Vision of the NCMF

  • Mission: To promote and develop the institutions and well-being of Muslim Filipinos towards national unity
  • Vision: A competent and committed government agency serving progressive and peaceful Muslim Filipino communities

The sole purpose of the NCMF is to help only Muslim Filipinos and to help promote and spread Islam in the Philippines.

The NCMF answers only to the President of the Philippines. Only the president controls the NCMF.

Is there a grand plan here to give back the Philippines to the Muslims? To make it a more disciplined country like Malaysia?

"Pursuant to Republic Act No. 9997, The NCMF is mandated by the President to cater to the needs of the Muslim Filipinos"

The ARMM is limited to Mindanao and so is the Bangsamoro. But the NCMF is not limited to Mindanao. The plan is to have an office of the NCMF in all the provinces of the Philippines.

There are already regional offices in Luzon, Visayas and Minadanao.

Mandates of the NCMF

REPUBLIC ACT NO. 9997: AN ACT CREATING THE NATIONAL COMMISSION ON MUSLIM FILIPINOS DEFINING ITS POWERS, FUNCTIONS AND RESPONSIBILITIES AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES
ARTICLE II: POWERS AND FUNCTIONS
Section 8. Powers and Functions. - To accomplish its mandate, the Commission shall have the following powers and functions:

  1. Provide advice and assistance to the President in the formulation, coordination, implementation and monitoring of policies, plans, programs and projects affecting Muslim Filipino communities;
  2. Undertake and coordinate development programs and projects for the advancement of Muslim Filipino communities, including designing, implementing and maintaining settlements for Muslim Filipino communities.
  3. Act as the primary government agency through which Muslim Filipinos can seek government assistance and redress; serve as the medium through which such assistance may be extended to Muslim Filipinos; for this purpose, the Commission is hereby authorized, subject to existing auditing rules and regulations, to give grants-in-aid out of its appropriations or other appropriate funds to cooperating government agencies for such programs or projects for the development of Muslim Filipino communities
  4. Participate in the peace process involving conflicts between Filipino Muslim groups and/or individuals and the government in cooperation with appropriate agencies, individuals and institutions. Pursuant hereto) the Commission's Secretary or his/her duly designated representative shall sit as a regular member of the government's peace panel negotiating peace with the Muslim Filipino groups or individuals;
  5. Enter, subject to existing laws, policies and guidelines, into contracts, agreements or arrangements with government or private agencies/entities as may be necessary to attain the objectives of the Commission;
  6. In accordance with existing laws, rules and regulations and subject to guidelines provided by the Office of the President, promote and enhance the development o( domestic trade and commerce among the members of the Muslim Filipino communities;
  7. Recommend to the Department of Budget and Management (DBM) the proposed expenditure for the development of all Muslim Filipino communities;
  8. Promote and develop the Philippine Halal Industry and accredit halal-certifying entities/bodies for the utmost benefit of Muslim Filipinos and in partnership or cooperation with appropriate agencies, individuals and institutions here and abroad;
  9. Develop criteria for allocating additional resources for education, economic and cultural development programs;
  10. Monitor and evaluate the performance of all existing policies and development programs of the government that seek to strengthen and uplift the socioeconomic conditions of Muslim Filipinos and identify areas that need government intervention and support;
  11. Acquire, lease or own property or assets in whatever form as ,may be necessary, and sell or otherwise dispose of the same, and serve as the custodian or administrator of such lands or areas and other properties or assets the President may reserve for the benefit of Muslim Filipino communities;
  12. Solicit and accept grants, donations and gifts, in cash or in kind
  13. Undertake studies, establish and maintain ethnographic research centers and museums on the cultures and institutions of Muslim Filipinos for policy formulation and program implementation and for the purpose of preserving their historical heritage;
  14. Certify, whenever appropriate, membership of persons in Muslim Filipino communities for purposes of establishing qualifications for specific requirements of government and private agencies or for benefits as may be provided by law;
  15. Provide legal and technical services for the survey, adjudication, titling, and development of Muslim Filipino ancestral lands and settlements proclaimed by the government for the Muslim Filipinos;
  16. Assist the National Statistics Office (NSO) in conducting census on the actual population of Muslim Filipinos in the country;
  17. Administer all programs, projects and activities, formulate the necessary rules and regulations, and coordinate with pertinent offices to ensure the success of the annual Hajj (pilgrimage) to Mecca, Kingdom of Saudi Arabia;
  18. Promote the development of a Hajj Assistance Fund that shall be created from contributions of Muslim Filipinos and other donors which shall be used to support the financial needs of deserving Muslim Filipinos intending to participate in the annual Hajj;
  19. Administer and hold in trust awqaf (endowment) properties and/or awqaf institutions, and receive by way of grant, donations or gifts, awqaf investments in accordance with the principles of Islamic investments and finance;
  20. Prescribe rules and regulations for the establishment of awqaf institutions, administration of awqaf assets, and settlement of disputes among awqaf beneficiaries pursuant to the general principles of Shari'ah (Islamic Law);
  21. Formulate and adopt continuing programs and activities to strengthen Madaris (plural of Madrasah) schools; Islamic Studies, and Shari'ah and Islamic jurisprudence, in coordination with appropriate agencies of the government;
  22. Promote and supervise, in coordination with appropriate agencies of the government, the implementation of the Madrasah education system throughout the country except in the Autonomous Region m Muslim Mindanao (ARMM);
  23. Ensure that the curriculum of the Madrasah education system shall conform with the basic curriculum of the national formal education system;
  24. Develop criteria for the grant of local and foreign scholarships and the selection of deserving students and, teachers of Madrasah and other educational institutions; and
  25. Provide and/or facilitate access to local and foreign scholarships to deserving Muslim Filipinos in coordination with formal educational institutions here and abroad.

The NCMF violates the 1987 Constitution and Presidential Decree 1445

The Philippines violates the Separation of Church and State in its 1987 Constitution1.

  1. The Philippines violates the preamble of the constitution: "We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution."
    • it violates the principle of equality by putting the religion of Islam above other religions.
  2. (Article II, Section 6): The separation of Church and State shall be inviolable.
    1. The government of the Philippines must never violate the "separation of church and state".
  3. (Article III, Section 5): No law shall be made respecting an establishment of religion, or prohibiting the free exercise thereof. The free exercise and enjoyment of religious profession and worship, without discrimination or preference, shall forever be allowed. No religious test shall be required for the exercise of civil or political rights.
    1. "No law shall be made respecting an establishment of religion": This means that laws must never be created to favor, uphold, honor, or respect any religion.
  4. Article 6, section 29 (2): states "No public money or property shall be appropriated, applied, paid, or employed, directly or indirectly, for the use, benefit, or support of any sect, church, denomination, sectarian institution, or system of religion.."
    1. No law must be created that would finance a religion or financially benefit only the specific followers of certain religions. i.e. Must not financially benefit Christians, Muslims or any followers of any religion.
      • The government of the Philippines created Republic Act No.9997, the NCMF. A commission with a yearly governmental budget of over 500 million pesos to serve only Muslims. Public money and property has been and is appropriated for the Muslims(Moros), the followers of the religion of Islam.

Presidential decree 1445, section 4, part 2, states:
"Government funds or property shall be spent or used solely for public purposes." Budget for the NCMF (from government funds) is NOT solely for public purposes. It is for PRIVATE purposes. It is only for the Muslims. Non-Muslims do not benefit from this government funds. It is even used to help in the Hajj, which is absolutely PRIVATE.

NCMF BUDGET

  • 2017: The government of the Philippines budgeted 551,832,000 million pesos for the NCMF in the year 2017. This money came out of the taxes paid by all Filipinos, of which 90% are non-muslims. A reminder again that none of this money will be spent on non-muslims even though 90% of the money came from non-muslims.

According to legislature, The Muslim Filipinos form 5-7% of the Philippine population making them the 6th largest ethnic group in the country. 1.Bicolano, 2.Bisaya, 3.Chinese, 4.Ilocano, 5.Kampampangan, 6.Moro(Muslim)

Justifying the government to create the National Commission on Muslim Filipinos with a yearly budget of 400 million per year.

2015: Secretary Yasmin Busran-Lao said that under the FY 2015 National Expenditure Program (NEP), the NCMF will get P469.67 million, which is 4.85 percent higher than its 2014 budget of P446.92 million. By expense class, the proposed budget is allocated to personnel services (PS), P346.17 million; maintenance and other operating expenses (MOOE), P90.61 million; and retirement and life insurance premium (RLIP), P32.90million

The National Commission on Muslim Filipinos (NCMF) is scheduled to present its P449,234,000.00 proposed budget for FY 2013 in the lower house on September 11, 2012 and September 13, 2012, in the Senate.

Anchored on the Philippine Development Plan, the NCMF budget outlines the programs, activities and projects of the Commission for next year which include, among others, the development and promotion of the Philippine Halal Industry and protection of Muslim consumer rights; building of peaceful Muslim communities through the conduct of intra-faith, inter-faith and community dialogues and strengthening of traditional conflict management mechanism; access to social services and provision of economic opportunities for Muslim Filipinos; preservation of Muslim Filipino cultural heritage; and the development, in its midst, of a culture of performance, professionalism and meritocracy towards good governance.

The creation of the National Commission on Muslim Filipinos (NCMF), came as a welcome development among Muslim Filipinos and other stakeholders. Its charter RA 9997 seeks to address issues and inadequacies that adversely affected the operation of its forerunner, the abolished Office on Muslim Affairs (OMA).

Presently, the Commission operates within the organizational and budgetary requirements of the OMA. It hopes however for the early approval by the Department of Budget and Management of the Implementing Rules and Regulations (IRR) of RA 9997 to enable the Commission to squarely meet its statutory mandate.

Despite these constraints, modest accomplishments were achieved in the current year in various activities, programs and projects of the Commission particularly on social services, legal assistance, cultural and institutional development, international linkages and internal bureaucratic reform.

Surmounting these challenges is viewed as a litmus test on the viability of nurturing the NCMF as a bigger, more viable and responsive agency to address the multifarious concerns of Muslim Filipinos consistent with the letter and spirit of RA 9997 that created it.

Spread of Islam via the NCMF (national commission on muslim filipinos)

  1. Financed with a yearly government budget
  2. Establishing regional offices within each region of the Philippines. Establishing satellite offices within each province of the Philippines.

REPUBLIC ACT NO. 9997 created the NCMF. The sole purpose of the NCMF is to help only MuslimC_A Filipinos and to help promote and spread Islam in the Philippines with the help of the president of the Philippines. That is the mandate of REPUBLIC ACT NO. 9997 under under article II, section 8.

The NCMF answers only to the President of the Philippines. Only the president controls the NCMF.

Since the Philippine government considers Muslims as a race or indigenous people, even after giving the Bangsa Moro their own Federal state, the Philippine government will continue to support the NCMF with a very generous budget to support and spread ISLAM in the Philippines.

The Philippine government will continue to open regional offices for the NCMF. As of 2015 there are 11 regional offices of the NCMF by 2019 all 18 regions of the Philippines will have an office of the NCMF.

The plan is to open satellite offices of the NCMF in each of the of the 81 provinces to better spread and serve ISLAM in the entire Philippines. All of these paid for by the government of the Philippines through the hard earned money of the citizens.

History of the NCMF:
1975: Creation of SPDA:
By presidential decree 690 dated April 22, 1975 (ratified by PRESIDENTIAL DECREE No. 719 May 30, 1975), then President Ferdinand E. Marcos created the Southern Philippine Development Authority (SPDA) which took over the government programs for the Muslims and later became the Ministry of Muslim Affairs and the Presidential Assistance on National Minorities (PANAMIN), which took over the government programs for the Non-Muslim or other tribal groups. One of its main tasks was to integrate into the mainstream of society certain ethnic groups which seek full integration into the larger community and at the same time protect the rights of those who wish to preserve their original way of life beside the larger community.
By sheer political influence and the promise of peace the Muslims managed at this time to convince president Marcos that the Muslims were indigenous people.
This later became OMA(Office of Muslims Affairs) and currently NCMF (National Commission of Muslim Filipinos), whose sole purpose is to attend to the welfare of Muslims and spread Islam.

Note: It is the right of every religion to spread their belief and to care for their followers but never at the expense of the government of The Philippines. The non-muslims pay their taxes and these taxes are not used for their religion but instead it goes to the religion of ISLAM.
