NAPOLCOM-9 to implement CSOP in ZamboSur

PAGADIAN CITY, Aug. 15 (PIA) – To implement the Community and Service-Oriented Policing (CSOP) system, officers of the Zamboanga del Sur Police Provincial Office (ZSPPO), members of the Provincial Advisory Council (PAC) and the chairman of the Committee on Peace and Order of the Sangguniang Panlalawigan were given a briefing by Senior Superintendent Jonathan V. Ablang, deputy regional director for administration of the Philippine National Police (PNP), Regional Office 9.

Ablang, who was the guest of honor and speaker during the PAC meeting held recently at the ZSPPO conference hall said that the National Police Commission (NAPOLCOM) is set to implement CSOP as the new system in the PNP organization to ensure safe and secure communities.

He said it behooves on the PNP to adopt the new approach considering the societal problems and criminality issues confronting peace and security in our country.

The CSOP is intended to improve proactive and problem-solving approach by the police, local chief executives, and the citizenry in addressing crime and public safety concerns.

“The NAPOLCOM en banc approved Resolution No. 2015-342 dated July 21, 2015 empowering the PNP to perform its role as a community and service-oriented agency thru the adoption of the CSOP,” he announced.

He underscored that NAPOLCOM has issued Memorandum Circular No. 2015-3 directing the local chief executives, as deputies of the NAPOLCOM, to formulate and adopt a mechanism for the collaboration and cooperation involving the local executives, citizenry and law enforcement agencies as well as other agencies existing and operating in the locality.

“The CSOP system shall be undertaken through the collaboration and cooperation of the local executives, the citizenry, and the integrated law enforcement agencies by way of program or project complementation and sharing of funds, personnel and logistics,” he added.

Ablang said the firm adherence by the PNP to its new mandate will bring the police closer to the community and the PNP will be regarded by the people as partner in community development.

The CSOP is in line with the government’s major reforms in strengthening the justice system and the rule of law in the country.
