The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Manicahan, Zamboanga City, Philippines
Manicahan is 1801 hectares in land area. Manicahan is a coastal Barangay about 20 kilometers from city hall along the coastal highway. Manicahan has about 1801 hecatares and most of it is agricultural. Manicahan has over 2 kilometers of shoreline and beautiful beach front properties.
The Manicahan river is a strong river and provides irrigation to the rice farmers an this allows the rice farmers in Manicahan to plant rice all year round.

Location: East Coast
It is bounded by Barangays Lapakan on the west, Victoria on the north, Cabaluay on the south and the islands of Sacol, Tumalutab and Manalipa on the east. Guarded by verdant mountains to the westside, rich fertile land suitable for farming and a coastal area rich in marine resources.
It is divided in 10 sitios comprising of 20 puroks. The sitios are: Poso, Corote, High Zone, Crossing, Busug, Asinan, Sabanita, Central School Zone, Tabuk and Poblacion.
History of Manicahan, Zamboanga City
Barangay Manicahan was created by virtue of R.A. 1245 in 1955. It is one of the oldest Barangays of Zamboanga City.
Before the declaration of Zamboanga City as a Chartered City, Manicahan was one of the municipalities of Zamboanga del Sur Province.
According to a legend authored by Alberto Francisco, the first Maniquenio to become the Municipal Mayor of Manicahan, the place was nameless until 1846. The coastal area near the river was the dwelling place of the "Badjaos" or boat people who passed by the river to take a bath, wash clothes and fetch water for drinking.
In the year 1846, the natives from the Visayas brought by the Spanish missionaries as slaves, arrived and started to migrate into the hinterlands. The Visayans started to toil the fertile sandy soil in the lowlands. They started planting crops fitted for every season. They built their shanties near their farms while the Badjaos living near the shores did the fishing. The Visayans bartered their farm produce with fish and vice-versa. They harmoniously lived without one causing trouble to the other.
One day, a group of Spaniards headed by Governor Cayetano Figueroa together with his men passed by Manicahan. They saw several settlers working in the fields. The settlers were harvesting peanuts. The Spaniards asked the settlers in Spanish, "que se llama este lugar? (What is the name of this place?)" The natives thinking that the Spaniards were asking what they were harvesting answered in Visayan, "Mani nga makaun" (peanuts for foods)". The terms uttered led the Spaniards to think that the place was named "Mani nga makaun". The terms used was handed down from generation to generation until it became "Manikaun" then refined more to "Manikaan" spelled in Spanish as "Manicahan".

The Barangay is resided by multi-ethnic people with 85% Chavacano, Visayan, Tagalog and Ilocano dialect spoken, while 15% Muslims who are Samals, Yakans and Tausugs. Most of the people live by farming, gardening, fishing and small time business while some are professionals employed in the city and abroad.
With the influx of transients from Sacol Island for the last three decades and they considered Manicahan as their home place, the port area and the Manicahan river bank are now congested with houses.
It has its own source of potable drinking water. The Manicahan Water System caters not only to the basic needs of the Manicahan residents but that of the adjacent barangays of Victoria, Bolong and part of Sangali.

Barangay's power and authority: A must read for all barangay officials
This is the "Barangay Code of the Philippines".
- Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.
The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.
When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."
- Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
- The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..
Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.
The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.
The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.
- If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
- If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
- If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
- Are you beginning to get the point?
Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.
- BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
- The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
- The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

- DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.
Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.
- Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

Manicahan is proud to have its own Fire Department. The Manicahan fire department also takes care of the nearby barangays. As of 2009 there is only one fire engine in Manicahan.

For that matter, you can't be a teacher in a school system unless you know English. The "Licensure Exam for Teachers" is in ENGLISH! Who are these people forcing Tagalog down our throats? Tagalog is simply one of the many dialects of the Philippines. Keep your dialects but learn and be fluent and proficient in ENGLISH.

Mayor Celso Lobregat yesterday morning turned over another infrastructure project to the Manicahan barangay, the third project in a week’s time, highlighting the celebration of the village’s 11th foundation anniversary.
Unveiled was Manicahan Central Elementary School newly constructed open stage, which now forms part of the covered court, another city-initiated project turned over last January. Lobregat said the series of inauguration of projects not only in Manicahan but in other barangays as well, is proof that the city government is doing everything possible to bring progress and development in the barangays, contrary to claims of administration critics. Just last Wednesday, August 5, the mayor turned over to the same barangay, a P6 million package of school projects that consisted of the newly constructed two-storey six-classroom building worth P5.5 million at Manicahan Poblacion Elementary School and the 112-linear meter fence amounting to P497,161.67 at Manicahan Poso Elementary School, which has never had a fence since its founding 40 years ago (1969).
“Falta el dia na un ano para inagura el maga proyekto que ta implimenta el gobierno local”, the mayor told residents and guests during the program marking the 11th Dia de Manicahan held at the Manicahan Central School open stage yesterday.
Before gracing the Manicahan activity, the mayor unveiled two other projects earlier. The first was the Café del Sol, a coffee and snack house owned by businessman Pocholo Soliven at the Paseo del Mar while the second was the newly constructed City Civil Registrar’s Office at Pettit Barracks. Lobregat said his administration will continue pursuing its plans and programs as mandated under the law despite the unrelenting criticisms from some quarters.
The mayor was in the company of Councilors Rey Candido, Nonong Guingona, Rudy Lim and Eddie Saavedra and other city officials in his visit to Manicahan. Meanwhile, Editha Casino, Manicahan barangay chairperson expressed all out gratitude to the city government especially Mayor Lobregat for the many projects being implemented in her barangay.
“Todo este maga proyekto ta beneficia gayot mucho con el di aton maga constituente na barangay”, the chairwoman said.
The Manicahan Barangay Council prepared a series of activities in celebration of the 11th Dia de Manicahan themed “Unity through diversity for community advancement”.
The celebration kicked off with the walk for a cause followed by a thanksgiving mass officiated by Rev. Fr. Serge de la Noche and the commemorative program which was highlighted by the turn over of the open stage and the search for Gng. Mancahan ’09. The celebration was capped by bingo social, ballroom dancing and disco at sundown.

Zamboanga turns over Manicahan school building
Zamboanga City (September 26) -- Pursuing commitment to assist the educational sector, the city government of Zamboanga, lead by Mayor Celso Lobregat, turned over on Tuesday to school officials the newly constructed Manicahan National High School.
Costing P3.5 million, the two-storey six classroom building, was the third school facility to be inaugurated since September 14 and is part of the over P60 million school building program of the city government for this year.
Lobregat said the assistance to the educational sector will continue without let up in a bid to improve the quality of education in Zamboanga. "Never in the history of Zamboanga City has any administration placed so much emphasis on education than now".
While it is the primary responsibility of the Department of Education to provide classrooms and other facilities to public elementary and secondary schools, the city government will pursue its commitment to assist and support the educational sector.
In his message during the turn over, Lobregat acknowledged the support of the City Council to his program for the education sector and hoped that the august body would continue to back his programs.
For his part, Manicahan National High School Principal Dr. Ronilo Martinez praised the local government for sharing its resources to the DEPED through the construction of school facilities and other infrastructures in public schools.
"Mayor Celso Lobregat has done his part in assisting the youths", Martinez declared stressing that the school building project in Manicahan is "another physical facility that will shelter our students."
Last September 14, Lobregat turned over four school projects at the Maasin Learning Center and a week after inaugurated the Bolong National High School two-storey six classroom building.
For next year, the city government has allocated over P100 million for school building program.
Also present during the turn over in Manicahan yesterday were Councilors Roel Natividad, Eduardo Saavedra, Rodolfo Lim and Rey Candido, Assistant City Engineer Rodrigo Rebollos, City Schools Superintendent OIC Norma Vecina and Manicahan barangay chair Editha Casino and her councilmen.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.
To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.
This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Barangay Manicahan has 3 Catholic Chapels, one built in Poso, with Poso and Corote celebrating its fiesta on the 22nd of May, in honor of San Isidro de Labrador.
Another is at Poblacion, with Asinan, Sabanita and Tabuk celebrating its fiesta on the 19th of March, in honor of St. Joseph, patron of universal church.
And the third one is at Crossing with High School Zone, Busug, Crossing and part of Asinan celebrating its fiesta on the 13th of May, in honor of Our Lady of Fatima.
