The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Labuan, Zamboanga City

Barangay Labuan is a coastal Barangay 36 kilometers west of the commercial center of Zamboanga City. The place was used to be occupied only by the Subanen tribe, the “lumad” in Western Mindanao. Labuan’s name was taken from the Subanen word which meant “you fall there”.

Aside from the Subanens, indigenous people like the Tausugs, Samals and Chavacano also settled in Labauan. Intermarriage among these indigenous people encouraged them to stay permanently in this Barangay.

The Legend of Labuan”:

Long before Labuan got its name, the place was occupied only by the natives who were from the Subanen tribe. This tribe was headed by Timuway- the chieftain of the Suibanens. This chief used to sell their agricultural products in Zamboanga City by means of a “balsa” or raft. The agricultural produce included gabi, calabasa and banana. As they kept their trading activities with the people in the city, they were asked where the vegetables/produce came from. The chieftain answered in his language “ditto sug Labu an in bato rampoon.”

Another legend says that during one of the trading as the Subanens were loading their produce in the raft; some people saw them on the shores and shouted “Labu-an-dyon”, which is Subanen mean “you will fall there”.

Labu means ‘let it fall’. From the on, the place where the produce came from became known to be “Labuan.”

After many years of trading, the Subanens developed friendship with the Chavacanos from the city. Many thins were sold to the Chavacanos by the Subanens by trading only. Until such time, one day, a prominent Chavacano family traded the place of Labuan with a ‘native corn mill made of stone’. The prominent Chavacano family transferred to Labuan. The Subanens moved to another place to settle down once again.

Born in Labuan, Zamboanga City in 1972 and left the place in 1985, Mr. Joseph de Leon is an Assistant English Teacher in Japan who never forget the poor children of his hometown in Zamboanga City particularly in Labuan and Lawingan. He started collecting clothes and school items in Japan and send them to the Philippines for free distribution to indigent children .On December 1, 2008, He established The ULILA Foundation (www.ulilafoundation.jappinoy.com)(www.josephsdeleon.webs.com) in Japan which aims to collect used/new clothings and other usable items for the indigent Filipino children in his hometown in Mindanao. He collects usable items from his neighbors and friends after his teaching job and did this daily since December 1,2008 until now , send those items in Zamboanga City and Manila. Last March 2009, he visited the Philippines for one Month and did his outreach mission in Zamboanga City with his former students as volunteers. From Dec. 2008 to January 2010, he was able to collect and send a total of more than 30,000 pieces of assorted school supplies, more than 23,000 pieces of clothings and still on going with his daily collection of relief goods after his daily teaching job in Japan. He also gives free English classes to Japanese Children in his community aside from being the town's only English Teacher. Read more

Labuan is a place where i can spend a weekend break after after a tiresome days from work in the city. It's a place where i always feel at home even just to feel the cold winds and silence of the night while drinking a gallon of "Tuba",playing guitar, singing folks songs and castellano songs under the full moon light with my brother Tetay and our feeling young Roy and company. we used to sleep in our farm house which i personally built on top of the hills where we can view the country side and the islands spread along sulu sea. at night we can see the colorful lights of the more than 50 small boats fishing 'illegally' on our shores.sometimes passenger boats pass by and we can observe their speed when we gaze them from the top of that hill. Shooting stars also surprisingly appear in the mid air of summer nights sky.it's like viewing of a city from the top of the clouds. it's a place where we feel attached to the nature. A night in the forest where we can shout,sing aloud, dance and laugh at our jokes and nobody will get disturbed becoz we are far away from our neighbors and as if we are the only group of pipol who exists.it's a free world.

then early in the morning, we go to the shore to wait for those poor fishermen to dock and buy the fresh fishes they caught. there i can smell also the morning sea breeze. then take a bath for a 15 min while doing some exercises and body stretching.then go back to the farm house again and cook the fish that i bought for my breakfast and lunch.then work in the farm for an hour or two, plant some fruit trees and preserve those forest trees that have grown naturally. then in the afternoon, i rush my hour to go back to the city. when i started, my work on monday morning, i feel i am "full-charged for the whole two weeks".it's becoz i compensated myself with getting in touch with our mother nature.

it's a wholesome experience if we only know how to appreciate our attachement to our mother nature no matter what status we have in life. i have already invited some friends who grew up in the city. they had the same experience.

Watch for the grand opening " Arevalo's Farmhouse", it's an ideal place for a short weekend break away from the noise of the city.it's an orchard garden filled with forest trees and planted fruit trees of almost all kinds. it's a place where you can spend an overnight with your loveones, friends and relatives. it's a place i called home.
