There is the Liga Ng Barangay which is an established organization that needs only a direction from the president of the Philippines. But, the members of the Liga Ng Barangays are ELECTED barangay Chairpersons. The administration does not to deal with this.

Not even a month after the postpone of the barangay election, the administration launches "Kilusang Pagbabago" in Cebu with as many as 5k members. This is a start of the the establishment of the puppetry of the 42,036 barangays.
