The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Island Garden City of Samal, Davao del Norte, Philippines

Source: LGU of Samal City

The Early Years of the Island

In the early years, Samal island was settled by indigenous people coming from the northern and eastern coasts of the undivided Davao Province. A large mixed population of Mansakas, Mandayas and Muslims composed the identification of the now so called Sama tribe.

As these primeval settlers were organized into communities they were dynastically ruled by a Datu up the early part of the American regime.

In the early part of the 18th century governance shifted when christianization came in.

As an archipelago, Samal became a District Municipality of Davao Province. Subsequently, in three year time Municipality of Babak and thirteen years after Municipality of Kaputian were created. Each municipal name derived from each different historical tracings and so with the barangays with in their jurisdiction.

The second district which is the government center of the city got its district name Samal from the early indigenous settlers forming into one tribe called “Isama” and its barangay name Peñaplata from the Isama term “Malibasa” which means a place where honorable people living in perfect harmony who loved peace that they knew no war. First district derived its name Babak from an abundant shrubs called “Tagbak” grown in the area which were used as land mark for the people’s trade center. White Sand in local dialect “Putting Balas” is significantly true to the shorelines of the third district from which its name Kaputian derived.

In the early settlement of the island, there were no known surveyed roads except trails and pathways crisscrossing the lowland areas. Thick forest and green land covered the island’s virgin soil.

The Isamas are by occupation farmers and fishermen using old fashioned and crude methods of agricultural farming and fishing. Their products were contained in baskets woven by their own hand arts, raw materials of which are abundantly grown in the island and transported by means of handling and through animal driven carts in the in-land and paddled bancas as the water transport. Barter system was their traditional economic enterprise.

The coming of the Christian from the different Provinces of Luzon and Visayas and from the other parts of Mindanao, introduced improvised methods of farming and fishing . More arable lands were acquired and cultivated.

More developments and settlements happened, population continue to grow as years passed by until the time that Samal Island was tapped as one of the government tourism zones.

Samal Island is one of the seven thousand tropical islands in the Philippines with a larger number of glorious beaches complete with soft white coral sand, rustling coconut palms and gently lapping turquoise water. A number of natural waterways and caves are strategically located within the island.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

PIA Press Release
2009/02/20

Fish caging ventures in Samal City hailed a great success Samal City (20 February 2009) -- Life for local fishermen in 31 coastal barangays in the Island Garden City of Samal (IGACOS), a component city of Davao del Norte province, has never been the same again since August 10, 2001, when the P10-million Samal Mariculture Park, touted as an" industrial park on sea" was formally inaugurated.

Rogelio Adel, a local fisherman who used to go out in the open seas to hunt for fish, now works at the Sunshine Philippines Movement's fish cage, one of the nine locators at the Mariculture Park.

He said life is far better now because he has a more secure, more sustainable livelihood as a fish cage caretaker for five years now.

The Bureau of Fisheries and Aquatic Resources (BFAR) noted that fish catch at the Davao Gulf continued to decline due to overfishing, marine pollution, loss of marine habitat and destructive fishing methods.

The first of its kind in the Philippines and was named among Asia's best projects, the Island Garden City of Samal Mariculture Park, located in sitio Leydao, Kaputian District, provides jobs to fisherfolks who have become fish farmers.

The 224-hectare facility was conceptualized by the local government in cooperation with the Bureau of Fisheries and Aquatic Resources and the Southeast Asian Development Center, to promote mariculture as a major livelihood for coastal fisherfolks, develop large-scale privately operated cage culture project; and provide appropriate infrastructure and equipment and favorable investment climate for efficient cage culture operations.

Leonil Palumar, a retired policeman who is married to a native of the island, invested his retirement pay in fish caging business and is happy with his venture.

Palumar said "I started with only one fish cage five years ago. Now, I have 10 fish cages and I have plans to expand my business." Fish caging is very promising as his milkfish or bangus harvests are exported to the U.S, he added.

The Mariculture Park is divided into four areas of 50 hectares each, allocated for the BFAR R&D Area, Large Scale Investors, Medium Scale Investors and Small Scale Investors with 24 hectares of navigational lanes.

President Gloria Macapagal-Arroyo will visit tomorrow the Mariculture Park here and will be given a briefing on the fish caging facilities and business opportunities by Agriculture Secretary Arthur Yap, BFAR Director Malcolm Sarmiento, Jr. and BFAR Regional Director George Campeon.
