The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

LOCATION

Barangay Ipil is located Southeast of Poblacion Tabuk, East of Bulanao Norte, San Juan, Appas and Magsaysay, west of Nambaran and North Bulo. It is traversed by the national highways from Bulanao traversing Mapaoay towards Cagayan and Isabela. The barangay proper is located at Centro wherein the Elementary School of Ipil, the Roman Catholic Church and the Main Barangay Hall are located. Purok Sumadel, Dananao and Lower Ipil are located on the North-East and Western Tabuk side of the Centro takes less than 20 minutes to travel in a vehicle. Tannubong is located on the Southern part of the barangay and other sitios have different distance of approximately 3 kilometers, 5 kilometers, 6 kilometers and 8 kilometers respectively in a walking time to the Centro or the Barangay Hall.

PHYSICAL TOPOGRAPHY

The land area of Barangay Ipil is characterized by a flat terrain on the first plateau and flat and rolling hills on the second plateau. Aliog river on the Eastern part of Barangay Ipil and the boundary between Nambaran and Ipil; sitios on the upper as Southern part of Ipil is divided by different creeks and noted one which is Kabalinagan Creek is the main source of Aliog River boundary line between Ipil and Bulo in the south.

CLIMATE AND RAINFALL

The climatic condition of Barangay Ipil is classified under type 3 by the weather Bureau. It has two (2) seasons during the year, the dry and the wet season. Generally dry season is observed on the month of November to early part of March while the wet season is from March to October. Typhoon(s) usually occur during the month of June to October.

LAND USE

The greater portion with an estimate area of 85% is agricultural land while the remaining 15% considered forest land and title part but scattered into Eight (8) locations is residential lots. This refers to 8 puroks/sitios which are being named after the place of origin of the majority occupants and or location except Lower Ipil, Mapaoay and the Centro whose name were already existing before the NIA construction and/or mitigation to the place.

AREA

Barangay Ipil has a land area of two thousand three hundred thirty and eight thousand eight hundred ninety one (2,335.8891) hectares.


DIALECT SPOKEN AT HOME:

Every Sitio/Purok has a distinct dialect although all puroks except for Lower Ipil and Bantay Putot which are dominated by Ilocanos and Maledda who are mostly from Sadanga of Mt. Province cannot speak Kalinga Dialect, the common dialect understood by everyone is Ilocano.

Up to the 70's, Ipil was practically a vast expanse with only a few families living along the creeks where they tilled lands with the use of the water drawn from the bodies of water. Up to 95% of the area was used for grazing land for cattle. Among those few settlers were the following: Raymundo Tayawan, Angelo Dumlao and Crispin Bona from Pangasinan; Antonio Nepagtic from Mayaoyao, Ifugao; Polonio Silao from Isabela; Mauricio Tumbaga from Abra.

In the late 1970’s the National Power Corporation (NPC) bought almost 700 hectares of this vast idle and virgin lands intended for relocation sites of those who will be dislocated by the Chico River DAM Project. The affected families on the series of DAMS along the Chico River authorize the PANAMIN to administer the relocation process. But when the lefties with the support of the New People’s Army (NPA) strongly opposed and intensified their campaign to stop the construction, the AFP fought back causing the loss of lives from both sides. Because of this, then, President Ferdinand Marcos declared the cancellation of the construction of these four series of Hydro-Electric Dam which should have been the biggest Dam in Asia.

As a result the land that was already bought by the NPC was turned-over to the Land Bank of the Philippines for sale to occupants in an installment basis under the Agrarian Reform Program. Thus, eventually, the entire land was parceled to people from Upper Kalinga who saw hopes of better life in the erstwhile untilled lands due to the construction of the Chico River Irrigation System. The largest ethnic groups among the beneficiaries are the Isumadels, Idananaos, Inanengs, Isadanga and Ilocanos.

This then were applied by group of immigrants of different municipalities outside Tabuk who were attracted by on-going Chico River Irrigation System that will irrigate these second plateau and other uplands. The DAR in this Stage Coordinated with the Land Bank and help administer by issuing CLOA to occupants. Hence, almost families here in Ipil are Agrarian Reform Beneficiaries. Then and the population increased and keeps until every portion of the lands were cultivated/occupied, and the population reached 2,035 during the census of 1995.

In 1998 some leaders initiated the separation of Ipil as a distinct Barangay from mother Barangay Bulanao. Petition was passed to concerned offices but was not taken seriously and become dormant until the year 2001 when the same people felt the dire need of separation inspired by the fact that this area and the people are being denied of whatever basic development from the national government.

At this point in time Bulanao Norte was encourage and also wanted to be separated from mother Barangay Bulanao. A convener group led by Mr. Pedro L. Yu-ing of Ipil and Miguel F. Balbin Sr. of Bulanao Norte joint efforts and vigorously work for it by travelling to and from Manila and visiting different concerned offices continuously until the Sangguniang Panlalawigan finally approved and prepared Resolution No. 224-A Series of 2002 which was also the basis of the COMELEC Manila in approving en banc scheduling of a plebiscite on December 21, 2002.

Ordinance No. 2002-02 set the borders of the new barangay as follows: on the east by Nambaran; on the west by Bulanao Norte; on the South by Bulo; on the North by Dilag.

But after the approval and prior to the scheduling of the plebiscite, the convener group had a great problem in raising the required amount to finance the plebiscite in only a short time existing all possibilities denying themselves from family responsibilities, until finally an amount Three Hundred Thousand Pesos (₱300, 000.00) was ascertained and certified to by vote won over the negative votes. Immediately after the counting and official canvass, the Regional COMELEC Director proclaimed the approval and legal separation of Ipil and Bulanao Norte from the mother Barangay Bulanao as distinct and separate Barangays.

Immediately after the proclamation, a conscientious petition was prepared and passed to the votes in Ipil on who would be recommended as the Barangay Kagawads so that after a week, the result was submitted to the Municipal Mayor for his reference in appointing the Interim Officials. This written result of conscientious show that the people unanimously voted and recommended one person per Sitio for the seven(7) sitios as Barangay Kagawads as follows:

  • Mr. Angbao Daliyong for Purok Dananao
  • Mr. Arsenio Emmang for Purok Centro
  • Mr. Eliseo Sayduen for Purok Matucnang/Campa&Dayag
  • Mr. Felix Elig for Purok Tannubong/Mansanita
  • Mr. Daniel Lampesa for Purok Maledda
  • Mr. Casiano Datol for Lower Ipil/Bantay Putot/Mapaway

But prior to the formal appointment of the above and in spite of the majority recommendations of the constituents, Mr. George Poliwos filed his application as Barangay Captain which delayed the process until another conscientious was held at Purok Sumadel which was supervised by Barangay

In this second conscientious, Mr. Pedro Yuing won the majority votes. The following day on January 05, 2003, Hon. Camilo T. Lammawin, Jr. appointed the first set of officials following the recommendations above hereof. Immediately after the Oath Taking ceremony, Barangay Captain Pedro Yu-ing appointed Mr. George Liban as Barangay Secretary and Mr. Willie Bommosao as Barangay Treasurer which was confirmed by the council during the initial meeting on even date.

The first month of operation actually started on January 19, 2003 where the Official business started and was held at the residence of Barangay Captain under the mango and guava trees, followed by the council’s 2nd meeting at Bulanao Central School; then was transferred to Ipil Elementary School for three (3) months, moved to the Ipil Church then finally at the Barangay Hall which was just constructed although without furniture and fixtures and office equipment yet.

The most significant to note is that these officials and employees including the volunteer Barangay Tanods; Health Workers; Day Care Workers; Lupon Members, Purok and Block Leaders have rendered satisfactory services without commensurate compensation for almost a year as there is no share from either mother Barangay or IRA from the DBM.

But although there is no IRA yet, the Provincial government granted One Hundred Thousand Pesos (Php 100,000.00) for initial operational expenses and Fifty Thousand Pesos (PHP 50,000.00) for communication system.

While the Officials of the municipal government particularly Hon. Mayor Camilo T. Lammawin Jr. and all members of the Sangguniang Bayan have shown their heartfelt humanitarian sympathy and support to the helpless Barangay Officials and its constituents of Ipil, By appropriating Six Hundred Seventy Thousand Pesos (Php 670,000.00) from the 20% Municipal Development Fund which was used to finance the construction and completion in only six ( 6 ) months period of 16 projects which were classified in the Barangay Development Plan as priority concern.

The Chief Executives of the barangay are the following: Pedro Yu-ing (2001-2007); Arsenio Emmang (2007-2010); Jose Angyoda (2010-2013); and Tolentino Batalao (2013-PRESENT)

There are four elementary schools and one primary school in the barangay. The Ipil Elementary School opened in 1971, the Tannubong Elementary School in 1983, the Matucnang Elementary School in 1985 and the Maledda Elementary School in 1998. In June 2009, the Mansanita Primary School was also established. In June 2011, the International School of Asia and the Pacific-Kalinga (ISAP) located along the highway to Tuguegarao City opened its doors to the Youth in the locality.


Because of the abundance of Ipil trees in the locality the first settlers derived the name IPIL from it.

Barangay's power and authority: A must read for all barangay officials

This is the "Barangay Code of the Philippines".

 
A Barangay Clearance is NEEDED in order to get a Business License.
So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
