Geography of Calayan, Cagayan, Philippines

The land area of the island is 494.53 square kilometres (190.94 sq mi). It has a rough rectangular shape with rolling hills, spread over a length of 23 kilometres (14 mi). The island consists mainly of mountainous and uneven land, with the highest land in the centre, with low gaps in places. The hill ridge runs through the middle of the island and is heavily forested. The Mt. Calayan which was once an active volcano is the highest peak here. The island is of volcanic origin and has rich deposits of perlite, a greyish white rock which is called as the "wonder rock". There are rocky shores and white sand beaches. Four rivers drain the island. Coral limestones are seen at both the higher and lower levels of the island. The eastern part of the island has basaltic columns, which are seen in a good state of preservation.

The populated areas on the island are Calayan town (Centro) and Magsidel on the south coast. Calayan town is the largest among the Babuyan Island group and it is a small fishing center. The port of Calayan is used for shipping goats, hogs, cattle and timber.

There are three floodplains where rice is cultivated. Tidal coral flats that protect the sandy beaches between the settlements of Dilam and Dibay are also a distinct feature. The present access is by outrigger boats locally called lampitaw, which takes the islanders from Calayan to the port of Aparri and Claveria on the west coast of the Cagayan Province where an airport to operate small aircraft is also under construction.

Location of Calayan, Cagayan, Philippines

Calayan Island is located about 24 miles (39 km) west-southwest of Babuyan Island off the north coast of the Philippines and belongs to the Babuyan Islands group in the China Sea. The island is hemmed between Aparri and Batanes islands and it is larger than the Fuga Island, which is 25 miles (40 km) away. It is the second district in the province of Cagayan and its 29th municipality.

History of Calayan, Cagayan, Philippines

This island municipality is said to have derived its name from an Ybanag word "calayaan" which means "full of ginger."

Midway between Aparri and Batanes lies Calayan. It is one of the islands dotting the China Sea on the northern coast of Luzon . Built up with white sand and sharp rocks that jut out of the sea.

This 29th town of Cagayan consists of four islands located in the Babuyan Channel, namely, Calayan, Camiguin, Dalupiri and Babuyan Claro.

The island group was first visited by two Dominican Fathers, Fray Andres Sanchez and Fray Geronimo Morer, in 1916. An answer to their query as to what the island was called, the natives said "calayan," an Ybanag word meaning "where laya (ginger) abounded." Indeed the missionaries' sense of smell was assailed by the pungent aroma of the root crop. The good fathers applied the word "Calayan" to the island group.

Father Sanchez and Morer did not stay long in the islands. They were followed by other Dominicans: Fray Francisco Capillas as the first parish priest in 1639 and Fray Martin Real dela Cruz, who later became the first Rector of the University of Sto . Tomas. Both also did not stay long in Calayan, leaving a word of faith among the islanders who had readily embraced the Catholic faith.

A more dedicated missionary was assigned as parish priest of Calayan immediately upon his arrival to the Philippines in 1684: Fray Diego Pinero O.P. He stayed in the island laboring with the natives, doing his best to elevate their economic status and at the same time noted in writing the activities and progress of the people in their Christian life.

The difficulties of the life of the people was compounded by frequent raids by Muslims from Mindanao and Sulu. However, it was also known that Chinese junks visited them and traded ceramics and cloth for the native products and beautiful sea shells.

Up to 1902, the Calayan island remained part of the Batanes group. The last three gobernadorcillos under the Spanish regime were Don Licerio Duerme, 1896; Don Pedro Abad, 1897; and Don Angel Escalante, 1898-1902. From that year, Calayan was under Cagayan, with Don Angel Escalante as town executive.

A change for the better came to the people of Calayan on January 10, 1940 when American Forces, brought in by the USS Princetown took formal possession of the islands. The soldiers brought with them medicines, bales of cloth and other goods which they distributed to the islanders. In return the Calayanos presented the Americans ancient Chinese jars, beautiful sea shells and various handcrafted articles. The American occupation soldiers put up schools, with themselves acting as teachers with English as the medium of instruction. They not only taught beginner pupils but also conducted a class teacher training course to adults who had some schoolings before.

The Japanese Imperial Forces invaded the Calayan group in December 8, 1941 . According to some Calayanos, the Japanese soldiers practically despoiled the islands of the improvements achieved during the American regime. However, the American Forces easily subdued the Japanese garrison during the early liberation period in 1944 and brought the Japanese prisoners to concentration camps in Luzon .

Although Calayan became more integrated to the provincial government of Cagayan as its 29th municipality, the people were practically left to themselves due to lack of means of transportation. The first group of government officials, led by Governor Jose P. Carag, visited Calayan in 1954.

In 1981, Governor Justiniano P. Cortez organized a big Mobile Government in Action Caravan that visited the islands. The Caravan dubbed "Mission of Love" was headed by Sangguniang Panlalawigan Members Atty. Dante L. Acorda and Mrs. Rosario K. Pablo. The caravan includes representative from national bureaus and agencies, provincial chiefs of offices and government and private medical practicioners. They visited the four islands, held dialogues with the people, performed medical/dental consultation and treatments and distributed rice, canned goods, vegetable seed and medicines.

The "Mission of Love" was repeated in 1982, led by Governor and Dra. Cortez. Mrs. Cortez offered her services to assist in the medical project. A touching episode happened when a woman septuagenarian to whom the Governor was pointed, approached him, took his hand in hers and said: "Bendisionannaka ti Dios, Apo Governador, 'Tatta ta nakakitaakon iti governador, maragsakanakon a maisina iti daytoy a biag."

When the third Caravan visited Calayan, the Calayanos met the group with the same joy and welcome as they did the previous ones. But the people had only few problems to tell, instead they expressed proposed thanks to Governor Cortez and party. Governor Cortez and the other officials in the caravan expressed sense of self-reliance and a greatly mitigated feeling of isolation among the people.

Barangay's power and authority: A must read for all barangay officials

This is the "Barangay Code of the Philippines".

A Barangay Clearance is NEEDED in order to get a Business License.
So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.

Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.

The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.

If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.

If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.

Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. Save The Rivers in the Philippines. They are Dying.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
