The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Calamba City, Philippines

The name of the city and as to how it came about came from a story passed on down from generations that started during the spanish era in the Philippines. Supposedly there were two spanish guards “guardias civil” who were lost. These two guards came upon a young maiden who just left the river bank carrying a jar of water and a wooden stove.

The guards did not know the local dialect so therefore spoke in spanish asking the young lass for the name of the area they are in. The young girl who does not speak or understand spanish thought that they were asking her about her cargo. In a nervous tone she answered “Kanlan-banga”, meaning “wooden stove” (Kalan) and “water-Jar” (Banga).

The guards did not quite understand and could barely pronounce the words uttered by the young girl, they repeated the words as “Calamba”. The guards got back to their stations and told the story of this place called "Calamba". So there is the story of the how Calamba got its name.

The city of Calamba in 1939 erected in the city plaza a large concrete water jar (water jug). On it is inscribed all the names of barangays of Calamba. Self proclaimed as the biggest “Claypot” in the world. The city went a step further into this legend by putting the figure of the jar in the city’s seal.

The artist creatively and artistically made the water jar look like the profile of the hero Jose Rizal who was born in Calamba.

Republic Act No. 9024 was passed on April 7, 2001 and with the approval of the residents in a plebiscite on April 21, 2001; Calamba was promoted from a municipality into Laguna's second component city after San Pablo.

Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
