NAVAL, Biliran- Congressman Rogelio J. Espina of the lone district of Biliran jointly with Biliran Governor Gerardo J. Espina, Jr. formally launched during the Women's Summit on March 21, the health program for the underprivileged Biliranons dubbed, “Karamdaman Mo, Sagot Ko/E-Health Card” program was launched during the Women's Summit on March 21.
NAVAL, Biliran- Residents of Sitio Libtong Gamay in Naval, Biliran can now experience continuous and improved water supply after a new water pump system was inaugurated.


The beneficiaries of the program, which are marginalized Biliranons, will be determined through the listing from the National Household Targeting System for Poverty Reduction  (NHTS-PR) and the Community Based Monitoring System (CBMS) in the barangays.
The local government unit of Naval has inaugurated on Friday, March 23, the recently-completed Ram Pump Water System Project, funded by the Coca-Cola Foundation.


Congressman Rogelio J. Espina said that under this program, his congressional district office is allocating the amount of P4 million for the first tranche and another P4 million for the second tranche which will benefit all E-Health card holders in the province of Biliran.
Costing P800,000, the project is in partnership with the Earth Day Network Philippines, Inc. (EDNPI) whose role is to teach people and children living in Sitio Libtong Gamay about environmental consciousness, protection and preservation and the Alternative Indigenous Development Foundation, Incorporated (AIDFI), the maker of the Ram Pump device.


“It’s only Biliran who has this kind of card in region 8,” he said.
Naval mayor Susan Parilla thanked the Coca-Cola Foundation, EDNPI, AIDFI and partner agencies for putting up the project in the sitio.
Parilla told the residents to manage the ram pump project well so that the generations ahead can also benefit from it.


Also to benefit from the E-Health card program, Congressman Espina said, are the Biliranons who are persons in crisis situations.
Bella Clemente, member of the board of trustees of EDNPI said, “The environment is our source of life. Let us teach people in the area to manage it well.


Beneficiaries of the program will get the amount of P5,000 for hospital expenses like purchase of medicines not available at the Biliran Provincial Hospital pharmacy and at the Congressional District Office.  Also covered by the amount are expenses for ultrasound,  blood transfusion,  blood chemistry,  X-ray,  CT scan,and complete laboratory examination.
Clemente said that EDNPI has to teach people how to manage water source, solid waste and water supply.


For a more serious need of medical service, the beneficiary will be given an additional amount of P5,000 for major surgical operations and P20,000 for chemotheraphy.
AIDFI regional project manager Che Idzenga thanked the residents of Sitio Libtong Gamay, for their involvement and cooperation which made the putting up of the project in the area successful.


Pregnant women who are holders of the E-Health card and who will undergo normal delivery at the Biliran Provincial Hospital or even at the birthing stations and municipal health centers will be given P1,500. Said amount includes expenses for neonatal screening test.
Anthony Trani, chairperson of the Sitio Libtong Gamay Water Association for Sustainable Development said, “Before the installation of the Ram Pump, water was really a problem in the area, it was difficult to get water for household use because the source is far. With the water system project now operational, we have abundant supply of water.


A burial assistance of P5,000 will be given to the family in case of death of the E-Health card holder.
The Ram Pump Water System project can generate 70,000 liters or 350 drums of water a day to serve around 50 households in the sitio.
 
For patients that need referral to other hospitals outside the Biliran Provincial Hospital, a transportation assistance will be given in the amount of P500 or a maximum of P5,000 depending on the distance and kind of transportation to be used.
 
Beneficiaries of the E-Health Card program may get the application forms from the congressional district office of Congressman Espina at the Biliran Provincial Hospital and the office of Governor Gerryboy Espina at the provincial capitol in Naval Biliran.
 
Congressman Espina said, the duly accomplished application forms may be submitted through their respective barangay captains.
 
Implementation of the E-Health Card program, he said,  starts in May this year and ends on June 30, 2013.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
