NAVAL, Biliran– The SEA Knights, an organization of scuba divers from Cebu City, a good number of them are priests conducted an exploratory diving off the seas of Sambawan islet, in the island town of Maripipi recently.
NAVAL , Biliran- A top official of the regional office of the Department of Budget and Management (DBM) in Region 8 disclosed that the Aquino administration has targeted the acceleration in the disbursement of government funds under the P72.11-B stimulus package to pump prime the country’s economy this year.


According to Rev. Fr. Tito Soquiño, president of SEA Knights in an interview with PIA, the divers were surprised to see the beauty of the coral reefs and different kinds of multi-colored fishes and other marine lives underwater in Sambawan island facing the province of Masbate.
Imelda C. Laceras, regional director of DBM-8 made the positive statement in the recent meeting of the Development Administration Committee (DAC) held at Marvins Seaside Inn, Atipolo, Naval, Biliran.


He said that what they saw underwater, simply tells that the seas off Sambawan islet in Maripipi in the province of Biliran is a potential dive site.
Laceras said the fast tracking in the release of funds of the P72.11-B stimulus package is under the DBM’s Disbursement Acceleration Program.


“The presence the different kinds of fish in the sea area is an indication that the ecosystem is good and food for the fish is still complete”, he said.
“In fact the DBM central office has instructed the regional offices of DBM in the country to help facilitate in the release of said stimulus funds this later part of 2011,” Laceras said.


The results and observations of the exploratory diving of the SEA Knights scuba divers were reported to the Provincial Tourism Council in Biliran so that necessary steps and safeguards could be made to preserve the prospective dive site which is expected to draw more tourists both domestic and foreign especially scuba diving enthusiasts.
She added that the government is aiming to release 80 percent of the total stimulus fund this year to finance various projects and programs already identified to be funded by the Aquino administration.


Fr. Soquiño said that one of the objectives of their organization is to help protect the marine resources especially in the Visayas area where most of their diving explorations are done.
The DBM-8 chief revealed that the government has already disbursed 50 perent of the total P72.11-B stimulus fund.


“Whatever observations we get out of our diving exploration especially when severe damage is made to coral reefs and the marine environment due to dynamite fishing and other illegal means of catching fish, we report that to the concerned agencies and the local government so that appropriate action can be done to preserve the marine environment”, he said.
Laceras revealed the programs and projects identified by the Aquino administration to be funded under the P72.11-B stimulus fund include critical public works and agriculture infrastructure projects, housing, relocation and resettlement projects, additional funding support for local government units (LGUs), rehabilitation of rail systems, projects that support peace efforts, healthcare insurance for indigents, human resource development training, among others.


In another tourism-related development, Sofronio Dacillo, Provincial Tourism Officer of Biliran informed that the provincial government is intensifying its efforts to develop tourist spots found in the different parts of the province to boost the tourism industry in the area.
Some of the high impact projects and programs she mentioned are the construction and rehabilitation of P5.5 billion worth of roads, bridges, flood control and other projects, many of which have been damaged in the recent typhoons; construction and rehabilitation of P1.62 billion worth of irrigation, farm-to-market roads and other infrastructure of the Department of Agrarian Reform; support to LGUs in the total of P6.5 billion will be provided for the construction of arterial roads that connect to national roads; rural electrification for barangays and sitios; and other priority projects that have economic impact, preferably directed to poor sectors and communities; P11.05 billion to the National Housing Authority for various housing projects; P1.87 billion for the rehabilitation of Light Rail Transit (LRT) Lines 1 and 2, including the replacement of worn-out rails, repair and rehabilitation of trains and improvement of train station facilities; Peace and Development Intervention package, worth P8.59 billion to foster peace, development and reform in the Autonomous Region for Muslim Mindanao; P1.1 billion for the Human resource development for Business Process Outsourcing (BPO) and P425-M worth to improve the capacity of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), particularly the enhancement of its Doppler radar network, as well as to establish a National Meteorological and Climate Center with state-of-the-art information technology facilities, Laceras further said.
 
He reported that Congressman Rogelio Espina of the lone district of Biliran has passed six House Bills (HB) in Congress for the development of the tourist destinations in Biliran. The House Bills include HB 3066 and HB 3067, act declaring Higatangan island in Naval and Sambawan island in Maripipi as tourism zones, respectively; HB 3068, HB 3069, HB 3070 and HB 3071 declaring the mangrove area in Brgy. Look, Cabucgayan; Casabangan Falls in Brgy. Balaquid, Cabucgayan; Tinago Falls in Brgy. Cabibihan, Caibiran; and Bagongbong Falls in Brgy. Caucab, Almeria as tourist spots, respectively.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
