The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Escalante City, Philippines

Escalanted was founded in 1875 amd it was incorporated in 1903 with Alfred Luther as President of the town board. Many of the founding families men have served as elected officials and there have been two women Mayors. Unfortunately, town records prior to 1940 have been lost or destroyed with the exception of a copy of the first town ordinances posted February 12, 1904. (This article from: escalantecity.org)

    1. St. Francis of Assisi Church Ruins was built as part of the mission of the Augustinian Recollects in the late 19th century in the pueblo of Escalante (now Old Poblacion) when the parish separated from Silay in 1860. The church ruins are classified as historical structure by virtue of NHI Resolution No. 3, series of October 22, 1991.
    2. A 1930-built Old Municipal Building, now turned into a City Museum, houses two galleries, Archaeological and Ethnographic, containing collections from the 21 barangays. It has a mini library with around 900 book holdings.
In between the City Museum and Gabaldon Building is the Plaza Complex consisting of Municipal Portal and Rizal Monument built in September 15, 1955, a bandstand and a skating rink constructed in September 28, 1935, with a drinking fountain erected in October 3, 1953.
As a significant and irreplaceable historical and cultural heritage from the country"s American colonial past, this 1912 building stood witness to the educational development of this part of the island. Linkages had been made through National Historic Institute (NHI) and Heritage Conservation Society (HCS) for a call to rehabilitate the two existing decrepit Gabaldon Buildings located at Brgy. Langub and Brgy. Old Poblacion. Those with deep sense of history will find this very interesting.
    1. Located in Sitio Urbasa, Brgy. Mabini are quiet places suited for religious pilgrimage and frequented by the devotees and those with deep religious fervor. On the hilltop are gardens and religious images where one can seek solace and commune with God or nature.
    2. Bonista Beach Resort in Brgy. Buenavista is 15 kilometers away from the hustle and bustle of the city. This is an ideal place to unwind with its clean white sand beach and unique swimming pool. It has a restaurant and karaoke bar.
    3. Jomabo Paradise Island and Beach Resort in Bag-ong Banwa Island, 6 miles away from the city. This white sand island resort offers challenging water sports like wind surfing, scuba diving, water bicycle, torpaulin jump, banana boat ride and leisure fishing.
    4. Caving in Escalante challenges high spirited adventure seekers. Stalactites and stalagmites in all forms and sizes, cave pearls and diamond rays are imbedded in more than 50 caves.
    5. Northwind Beach Resort has native cottages ideal for day excursionists.
    6. Mt. Lunay also called Mt. Solitaire is about 308 meters above sea level. A trek to the mountain is a challenging experience.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

Escalante City reports near completion of SWM compliance
Escalante City (14 December2009) -- The City of Escalante is moving swiftly to fight the global warming and climate change with the implementation of Solid Waste Management Law.

It is currently strengthening its anti-littering law in support to the waste segregation city ordinance 138 that imposes no-segregation no-collection policy, Environment Management Specialist Stephanie Pamati-an, said.

City officials are also drafting moves for the closure of the existing dump site as the new one is being developed at Hda. Amparo, Brgy. Mabini.

She said out of the 17 hectare lot owned by the city, three hectares will be utilized as dump site.

In the same area, the Escalante government will implement an intensive Vermicomposting project and a Materials Recovery Facility (MRF) will rise.

A Memorandum of Agreement (MOA) is now being worked out for the city to co-manage its garbage residuals with the City of Sagay.
