The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

In April of 2010 a missions team from the First United Methodist Church in Fort Branch, Indiana visited Biao, Binalbagan in Negroes Occidental. This trip was two years in planning thanks to the efforts of Rev. John Wendell and Philippines Bishop, Leo A. Soriano of the Davao Episcopal Area. The mission team was warmly welcomed by the Barangay Caption, Felizardo Aguillon. With the gracious support of Bishop Soriano, a pastor, July Yanguas, was assigned to Biao. By December of 2010 the church had grown to over 30 members and looking forward to the opportunity to purchase land and build a church.

Biao is a rural community in Binalbagan and the people are very friendly. The scenery around the area is just amazing. It is surrounded with rice paddies and sugar cane fields and is relatively close to the ocean.
