The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Digos City lies between 6o 43' - 6o 59' latitude and 125o 15' - 125o 25' longitude. It is bounded to the North by the Municipality of Sta. Cruz, and Hagonoy to the South. To the east of the city is Davao Gulf, and the Municipality of Bansalan to the west. It is approximately 56 kilometers south of Davao City, 95 kilometers to General Santos and 170 kilometers to Cotabato City. (See Map No. 1 – Location Map of Digos City).

The 1995 urbanized area covers about 917.18 hectares. The residential, commercial and industrial areas increase while the memorial park allocation decreased by –22.08%. The residential, commercial, industrial and institutional developments are concentrated in the city proper.

History of Digos City, Philippines

In the early days, Digos was watercourse meeting place of inhabitants belonging to the Indonesian-Malay tribes settled along the southern foothills of Mt. Apo. The Digos River meets the Davao Gulf and is ideal for fishing and bathing.

During the Spanish era, a group of natives carrying bows and arrows were approached by some Spaniards traversing the very fertile tracks of land in Davao. One Lopez Jaena Pacheco, a conquistador during the administration of Governor Claveria serving as the head of the group, inquired about the name of the place from the barefooted natives. Believing that the Spaniards were asking where they were bound to, the natives answered: “padigos” which means “to take a bath”. Since then the place was identified as Digos.
