The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

Pro-Life Month

In observance of the month of February as Pro-Life Month, Pro-Life Philippines Foundation will lead a series of activities that “aims to encourage Filipinos to embrace a pro-life way of life.” Bishop Jesse Mercado, chairman of the Catholic Bishops’ Conference of the Philippines-Episcopal Commission on Laity (CBCP–ECL) will celebrate a mass to formally launch the month-long observance at 10 a.m. Sunday, Feb. 5, at the St. Andrew Cathedral in Parañaque City. On Feb. 9, a healing mass will be presided by Fr. Efren Rivera, OP, at 5 p.m. at the Santo Domingo Church in Quezon City. Other activities include a pro-life march on Feb. 25, prayer services, and talks. Bishop Gabriel Reyes will officiate the culminating mass on Feb. 26 at 6 p.m. at the Manila Cathedral in Intramuros, Manila. (Chistina Hermoso)

The Catholic faithful, particularly the sick, the elderly, and the disabled, are invited to attend the special blessing of the sick at 5:30 p.m. Saturday at the National Shrine of Our Lady of Lourdes on Kanlaon St., Quezon City. Bishop Bernardino Cortez will lead the blessing, which shall be conducted during the novena mass in honor of Our Lady of Lourdes. Catholics will mark the Feast of Our Lady of Lourdes next Saturday, Feb. 11, coinciding with the 20th year observance of World Day of the Sick. Meanwhile, Pope Benedict XVI, in a message for the World Day of the Sick, reminded the faithful that “God does not abandon us to our anguish and sufferings, but is close to us, helps us to bear them, and wishes us to heal in the depths of our hearts.” (Christina Hermoso)

Fixed Wage

Bus companies are given up to July to fully comply with the government’s new fixed wage system for the bus industry, the Department of Labor and Employment said Friday. Citing Department Order no. 118-12, National Wages and Productivity Commission (NWPC) Deputy Executive Director Patricia Hornilla said in an interview that bus companies will be given a six-month lee way before they will be required to comply with the fixed wage scheme. Until the given deadline, she said companies could continue using their current wage-scheme in paying their driver and conductors, but with the additional wage provision of the labor code. The case of a Chinese woman, whose murder along Roxas Boulevard was caught by a Bangko Sentral ng Pilipinas surveillance camera, had finally been resolved following the arrest of her alleged killer late Thursday night. Manila Police District Homicide Section head, Police Senior Insp. Joey De Ocampo identified the arrested suspect as Go Shung Young, 26, of 1119 EGI Taft Tower, Taft Avenue, Malate, Manila. Go was allegedly responsible for the death of his girlfriend Zhao Chun Lan, 24, Gan Zu Province, China, whom he intentionally ran over using his Nissan Cefiro (ZAY-741) along Roxas Boulevard, near the BSP building in Manila last January 14. De Ocampo said that the suspect was arrested outside the EGI Taft Tower in Malate at around 11:30 p.m. Thursday, hours after receiving a report on his whereabouts. Go allegedly admitted killing his GF who threatened him should he fail to pay her the P1.3 million he allegedly owed. (Leonard Postrado)

Acosta is facing graft charges for his alleged misuse of the Priority Development Assistance Fund (PDAF) or the pork barrel when he was still Bukidnon Congressman in 2000 and 2001.
