Baybay is a city located in the province of Leyte, Philippines. It is often called by the locals as the “City of Baybay” and it is preferred by the local government officials. It is the 2nd largest city in the province in terms of land area. Covering an area of 46,050 hectares, Baybay is composed of 92 barangays, 23 of which are in the poblacion. The remaining 69 are rural barangays. It is situated on the western coast of the province of Leyte.

Within these 17 regions in the Philippines, there are 42,027 barangays, 1486 municipalities, 148 cities, 82 provinces. It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

Minimize corruption and maximize prosperity with a Guarantee of One Senator per Region. They divided the Philippines into REGIONS, but kept SENATORIAL representation national with no accountability to any regions.. No wonder many regions remain poor. Petition for a regional senatorial election. All regions will have senatorial representation.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Baybay was believed to be the only settlement on the western coast of Leyte known to the first Spanish conquistadors that came with Magellan, as was Abuyog in the eastern part of the province, and Limasawa and Cabalian in the south. In 1620, the Jesuit fathers which belonged to the "residencia" of Carigara, the first and central station of the Society of Jesus in Leyte.

By superior approbation, Baybay was created a parish on September 8, 1835 with the invocation of Our Lady of the Immaculate Conception. However, the town was erected and independent parish on February 27, 1836.

When the Augustinians took over the administration of the parish after the expulsion of the Jesuits, they opened the first school in Baybay. During their time, the first road leading to Palompon was constructed, thus bringing Baybay closer to her neighboring municipalities. The Augustinian fathers stayed in the town for 75 years - all of which they devoted to the upliftment of the natives in education and in their economic standing.

The first church of Baybay was built in Barrio Punta where it still stands today but is in need of repair. Punta is one of the seven original barrios of Baybay and was even believed to be the original site of Baybay itself, although there are others who say that it was actually in Kabkab, in the vicinity of Barrio Pangasugan.

Chinese invaders attempted to conquer the community, but the brave and staunch natives foiled several attempts. When the Spanish conquistadors spread themselves out to the provinces, an expeditionary force under Felipe Segundo, evidently looking for a bigger settlement, landed in a barrio north of the town which was and still is called Pangasugan. Landing near the river, he pointed to a spot and asked a native in Spanish for the name of the place. Unable to understand Spanish and thinking that Felipe Segundo wanted to ask about the river, he answered in Visayan, " Ang suba nagbaybay sa Pangasugan." This is how Baybay got its name.

Baybay also suffered from Moro raids. On October 22, 1605, one such raid occurred and the pirates, after leaving countless dead, carried off 60 men as captives. Again, on November 4, 1663, moors under the dreaded Corralat took their toll of human lives and captives after mercilessly slaughtering the handful of men who defended the town with the aid of the parish priest.

Baybay suffered a great setback in 1866 when a great fire practically reduced the town to ashes leaving only the chapel of the Holy Cross in a miraculous manner.

The civil administration of the town during the Spanish era was placed in the hands of the gobernadorcillo, assisted by a teniente and the different jueces and cabezas. In 1892, in accordance with the provisions of the Mayura law, the head of the municipal government was given the designation of "Capitan Municipal" and his assistants in office were called "teniente mayor indice" and the "teniente de policia." For the first time, a juez de paz was designated and a detachment of guardias civiles was placed in the town.

The construction of the church, which still stands today, was begun under the engineering administration of Mariano Vasnillio during the term of Fr. Vicente E. Coronado in 1852. The construction lagged for ten years after which the work was resumed under Maestro Proceso, who came from Manila for the purpose of finishing the work. The church was finally finished in 1870 after Capitan Mateo Espinoso, a sculptor and painter of renown, put on the finishing touches. The altar and the rails as they stand today are a credit to his genius.

As the Spanish residents moved away in the early months of 1898, the reins of local government passed completely into the hands of the Filipino officials. An election was held and Don Quirimon Alkuino was elected as the first Filipino presidente. However, after about four months, Gen. Vicente Lukban nullified the results of the election and ordered another one to be held, with the same results. Lukban ordered that the barrios of Baybay be named after the tenientes, thus Caridad was renamed "Veloso," Plaridel became "Alvarado," Bitanhuan was named "Coronado." San Agustin "Sabando," Punta "Virgineza," Pomponan "Montefolka," Gabas "Bartolini", etc.

Throughout these years, Baybay developed into one of the biggest towns in Leyte.

The port of Baybay was closed in 1899 by the American coast guards. The price of commodities soared and products like copra and hemp accumulated in the docks. The order was lifted, but only after 14 ships, the greatest number to dock in port at one time, had stayed in port for days waiting for the order to leave.

On February 10, 1901, the first Americans arrived in Baybay on the ship "Melliza", their arrival caused great confusion and the people evacuated to the barrios. Only a few officials stayed in the town. The next day, soldiers scoured the countryside convincing the people to return to their homes.

Even while the local government was under Don Quirimon Alkuino, he was under orders to follow Capt. Gilmore's (commander of the American attachment) advice. Eventually, this caused conflicts in the local government, and Filipinos took to the hills to join the fight against the Americans.

There were several attempts to attack the American garrison in the town, but practically all of them failed because the Americans had superior arms. Don Guilermo Alkuino and Don Magdaleno Fernandez led the first attack with more than 200 men. The American soldiers fought another in Barrio Pomponan that resulted in the death of 30 men and the destruction of the barrio.

A group of Hilongosnons under the renowned Francisco Flordelis made an attempt in 1901 but they were driven off in a battle at Barrio Punta.

Filipino nationalist made Baybay one of the areas where they made their last stand against the Americans. Later, the surrender ceremonies were held in the town, but only after numerous conferences between American officers and Filipino pacifists were held to effect the surrender of the resistance leaders. The surrender of Capt. Florentino Penaranda who was the last to give up the fight was a colorful one. All his men and officers, thousands of them, gathered at the banks of the Pagbanganan River. From there, they marched to the plaza in front of the municipal hall where the American officers were waiting. Before the Filipinos laid down their arms, Penaranda delivered a speech that even today is considered one of the most stirring addresses made in the province. To commemorate the event, a sumptuous banquet was held for the Americans and the Filipino nationalists. The following day, the Filipino soldiers trekked home in their uniforms to start another life of peace and work.

A sect of the Protestant religion entered Baybay for the first time sometime in 1900. They established their own church in the poblacion. In 1902, the Philippine Independent Church established itself in the barrio of Caridad; shortly afterwards, the Seventh Day Adventists came in.

At the turn of the century, a provincial high school was founded in Baybay, one of the first high schools in Leyte. The government also established the Baybay National Agricultural School for young farmers of Visayas and Mindanao.

The Japanese forces came to Baybay in two waves in 1942. A puppet government was established shortly after their arrival wherein Paterno Tan Sr. was the mayor.

In 1944, American planes passed the town in bombing missions in Cebu. They bombed a ship at anchor in the port of Baybay and left it in flames. The Japanese Imperial Forces left the town on October 19, 1944.

Baybay was used by liberation forces as a springboard for patrol units in the south and for forces that went north for the great battle of Ormoc, where a fierce battle was raging. The hospital was taken over by the provincial government and is still functioning today.

Baybay today is one of the biggest towns in Leyte, both in population and land area. (The land area is 410.5 sq. Km.) It leads in the category of third class towns in the province.

The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.

Barangay's power and authority: A must read for all barangay officials

This is the "Barangay Code of the Philippines".

A Barangay Clearance is NEEDED in order to get a Business License.
So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.

Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.

The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.

If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.

If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.

Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby.
