  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

DESCRIPTION OF LEYTE

One of the oldest provinces in the country, Leyte is perhaps the most economically developed of the six provinces of the Eastern Visayas region. The province is a showcase of rich history set in an unspoilt setting. Testaments to this rich heritage, such as vestiges of the Spanish colonial era (early 1500s to late 1800’s) still dot the land. Well-preserved homes and buildings dating back to this era line centuries-old streets in most towns.

HISTORY OF LEYTE

Leyte has a colorful history. Leyte๑os, like the Samare๑os when it comes to their province, like to point out of that their forebear were among the first to welcome the Spaniards but they were also among the first to resist the invaders. Leyte was one of the provinces where the early seeds of nationalism were planted.

In 1521, Magellan sailed from the island of Homonhon, Samar to the island of Limasawa, Leyte, entered into a blood compact with Rajah Kolambu. On Eastern Sunday, March 31, of that year, was celebrated the First Mass in the Philippines. Some historical researchers, however, are now disputing this.

The next century witnessed a religious uprising lead by Bancao, the Limasawa chief, and his high priest, Pagail. The revolt began in Carigara and spread to neighboring towns before it was quelled. 27 years after the 1622 uprising, another revolt hit Leyte - an offshoot of the Sumoroy rebellion then simmering in Samar. And in the center of the disturbances, the village of Bacor, rebels burned the church and its convent.

By 1768, Leyte, now separated from Samar, became a politico-military province. The set up continued until the end of Spanish rule, when Gen. Vicente Lukban took over Leyte and Samar in the name of the Revolutionary Government. It was WWII, however, which placed Leyte on the world map. On October 20, 1944, Gen. Mac Arthur, at the head of the largest US fleet of transport and warships, and accompanied by Commonwealth President Sergio Osme๑a and Gen Carlos P. Romulo, landed on Palo, Leyte to reclaim the Philippines from the Japanese. On May 22, 1959, the province was divided into Leyte and southern Leyte.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

DOT: Monitoring of LGU compliance on Tourism Act should be included next year

TACLOBAN CITY – Monitoring of local government compliance on Tourism Act of 2009 should be included in next year’s task list of the Department of the Interior and Local Government (DILG), an official said.

During the recent Regional Development Council (RDC) meeting, Tourism Regional Director Karina Rosa Tiopes said that compliance to the Tourism Law should be traced by DILG considering tourism is one of the priority sectors under the 2011-2016 Regional Development Plan (RDP). “We noted in the DILG proposed budget that there’s a category for monitoring of LGU compliance to national laws and policies, may we request the DILG that the Tourism Law should be included,” Tiopes added.

DILG Assistant Regional Director Arnel Agabe said that they will consider the recommendation in support to the shared responsibilities of the DOT and DILG in the implementation of Tourism Act.

“Our 2013 budget is centered on promoting peace and order, ensure public safety, and help LGUs improve their performance in complying national policies,” Agabe said.

The DILG is proposing an operational budget of P10.11 million for 2013 to finance various activities designed to raise the capability of LGUs.

Among the national policies included in the list with proposed budget for monitoring of LGU compliance are violence against women and their children, anti-red tape, climate change adaptation and disaster risk reduction management, business processing, Millennium Development Goals, peace and order, gender and development, and access to safe water. Tiopes said that eco-tourism development is one of the three priorities of the six-year plan and there’s a need for the DILG to look into the LGUs compliance to the new Tourism Act. Under its section 35 , the DOT, DILG and LGUs are mandated to integrate and coordinate local and national plans fo tourism development.

The law directs LGUs to prepare, implement, and monitor their tourism development plans, gathering of statistical data, and enforcement of tourism laws and regulations, giving due priority to areas that have been identified as strategic in the implementation of the national tourism development plan.

The DOT is tasked to provide financial and technical assistance, training and other capacity-building measures to ensure that LGUs will implement such plans.
