Kalayaan is one of twenty-three (23) municipalities (along with one city) comprising the province of Palawan in the Mimaropa Region. The town is politically subdivided into one (1) barangays, and is a part of the 1st Congressional District of Palawan.

The municipality of Kalayaan is a sub-archipelago consisting of a cluster of seven (7) islets and one (1) reef lying off the western peripheral of Palawan in the vastness of the South China Sea.

Kalayaan is part of the disputed Spratly Islands, a group of more than 150 islets, atolls, cays and reefs in the South China Sea between the Philippines, Malaysia, Brunei, Vietnam and China.

Although largely uninhabited, the discovery of oil and natural gas in and around the vicinity in 1968, estimated to be the fourth largest reserve bed in the world, propelled the territorial claims of the neighboring countries.

Kalayaan is composed of only one barangay, Pag-Asa with less than 500 people at any given time. This island has a 1.3 km airstrip that is used both by the military and civilians. It has a regulated civilian population of about 350, most of whom are fishermen. This civilian population is the result of Philippine government initial efforts to put civilians in the Kalayaan. Once a month, a Philippine Navy Ship goes to this island to drop supplies of goods. This island has a water-filtering plant, power generators, weather stations and a communication tower which is built by the Philippine-based SMART Telecommunications.

The municipal government of Kalayaan is making new projects to promote tourism for the island. Also, they had been successful in convincing many Filipino businessmen to invest in Kalayaan.

History of Kalayaan, Palawan, Philippines

In 1947, Tomas Cloma, a Filipino adventurer and a fishing magnate, discovered several uninhabited and unoccupied group of islands/islets lying some 380 miles west of the southern end of Palawan in the vastness of the China Sea. On May 11, 1956, together with 40 men, he and his brother Filemon announced his claim over the Kalayaan Island group to the international community and took formal possession of the islands, naming it Freedomland.

The government formally claimed it on June 11, 1978 when Pres. Ferdinand Marcos issued Presidential Decree 1596 incorporating the five disputed islands of the Kalayaan Group (Spratly Islands) to Palawan (but under the custody of the Department of National Defense) as the town of Kalayaan to facilitate its development and strengthen the Philippine claim. It was demilitarized on January 18, 1988 and the first appointed Mayor was Alejandro Rodriguez who was subsequently replaced by his appointed Vice-Mayor Gaudencio R. Avencena.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
