CEBU CITY, July 27 (PNA) -- The Department of Environment and Natural Resources (DENR) 7 has established and restored some 24 hectares of mangrove plantations and 14 hectares of beach forest plantations in the Yolanda-hit areas in Central Visayas, particularly in northern Cebu, an official said.
LAOAG, Ilocos Norte , Philippines  — The provincial government of Ilocos Norte is going to intensify its existing sisterhood partnership with Cebu to further exchange mutual benefits in tourism and other industries.


DENR-7 regional executive director Isabelo Montejo said some P3.6 million has been released with close to 500,000 seedlings of mangroves and various tree species planted in northern Cebu.
In an interview with Ilocos Norte Governor Imee R. Marcos, she said that Cebu and Ilocos Norte have complementary strengths and that she is looking forward to discuss further developments with Cebu Governor Hilario Davide, Jr.


Of the amount, over P1.5 million was used to produce around 484,301 mangrove propagules and about P2,192,550 for the production of 40,950 saplings for the beach forest plantations.
Ilocos Norte signed a sisterhood agreement with Cebu in July 2011 with then  Governor Gwendolyn Garcia. Both provinces have already implemented exchange programs such as tourism promotion, linkages with the business organizations like Cebu Chamber of Commerce and Industry and Filipino-Chinese Chamber of Commerce and industry.


Montejo said DENR will now focus on the re-establishment and restoration of mangrove plantations and beach forest plantations to highlight their importance to the environment and to the lives of the residents of coastal communities affected by the typhoon.
However, the partnership has taken a backseat due to the transition in government leadership and also the province’s attention was focused on the rehabilitation of areas devastated by the twin disasters last year.


“During the immediate recovery phase, DENR 7 implemented the Cash for Work and Operation Gabas project to financially provide the affected residents and at the same time clear typhoon debris like fallen trees, coconut palms and damaged mangrove plantations, but now we are geared toward more sustainable programs,” Montejo said.
Marcos said the province is going to initiate the revival of the sisterhood agreement, while Ilocos Norte now gears up for tourism advancement and would like to complement Cebu's tourism advantage.


After Yolanda struck regions 7 and 8 in November last year, DENR 7 conducted an immediate assessment of the 185 hectares of identified plantation sites and had contracted 14 people’s organizations to reestablish about 83 hectares of mangrove plantations and 100 hectares of beach forest plantations in Camotes Island, Bantayan Island, Daanbantayan, Medellin, Bogo City and Borbon.
"Cebu and Ilocos are perfect fit. Cebu has good beaches, fashion accessory. Good shopping facilities. While we are also offering good attraction in culture and heritage, and the wind and sand sport activities," Marcos said.


DENR 7 allocated a total of P8,170,000 for immediate relief assistance to the Yolanda-affected communities, including the restoration and establishment of mangrove and beach forest plantations.
As tourism started to perk up in the province, the lady Governor is hoping to make stronger partnership with Cebu, including the tourism private sector players. The lack of hotel accommodation and over-booked airport are just few of the complementary exchanges that the two provinces can mutually benefit from.


About P4,420,000 has been allotted to produce 1,020,000 mangrove propagules and P3,750,000 for the production of 50,000 saplings for beach forests.
Ilocos Norte has an international airport, situated in its capital Laoag City, wherein Marcos is actively inviting airlines to open international direct flights.
 
Known as the garlic basket in the  Philippines, Ilocos Norte located at the northwest corner of Luzon Island, is also rich in other agricultural produce. About two or three years ago, Marcos said her province had been able to rescue the depleting supply of mangoes in Visayas and Mindanao, and aided to sustain the requirement of food manufacturing companies in Cebu like Profood International.
 
While rich in fertile agricultural lands, Marcos said Ilocanos are conservative in nature and naturally not enterprising like the Cebuanos.
 
"Cebu is good at wealth creation. This is something that we could learn from Cebu. The issue on inclusive. growth doesn’t apply here," she said.
 
Ilocos Norte's economy is largely driven by overseas remittances, as 61 percent of the total population is funded by Ilocanos who work, and reside in different countries around the world.
 
The sudden surge of tourism in the province, the Governor said is a "wake up call for us." She is also inviting investors to take advantage of the profitable tourism sector especially in hotel, and other support facilities.
 
Aside from the province’s well known heritage and cultural strength, Marcos said her government is constantly developing more attractions to boost repeat visitors.
 
Now Ilocos Norte boasts of its sprawling sand dunes for adventure sand dune ride, the new developments of multi-million-dollar windmills, improved Marcos trail, among others.

The topography of Cebu is characterized by narrow coastlines, limestone plateaus, and coastal plains but with predominant rolling hills and rugged mountain ranges traversing the northern and southern lengths of the island. Although Cebu's steep mountains reach over 1,000 meters, the island lacks substantial forest cover. In the towns of Bogo, San Remigio, Medellin and Daan Bantayan at the northern tip of the province, considerable flat tracts of land are found. Of the three biggest islands, Mactan and Bantayan are relatively flat while Camotes is hilly.

Getting around Cebu, one may take a colorful jeepney or a bus at a minimal fare. Tricycles (motorcycles with sidecars) are popular in outlaying areas and in the suburbs, quiet notably within Mactan Island. Taxicabs are widely available.

History of Cebu, Philippines

THE history of Cebu goes way beyond 439 years ago when the island became a province at the start of the Spanish colonization.

Long before that, Cebu was already the center of trade of what is now the southern Philippines, dealing with traders from China, Malaysia, Japan, India, Burma and other parts of Asia.

Cebu already had an organized social structure before the Spaniards came--- with small groups headed by a datu who served as leader. A datu governed his community, settled disputes, made decisions, protected his village from enemies, led them into battle, and received labor and tributes from his people. The position being both a political office and a social class, his authority was taken from his lineage, although his power depended on his wealth, the number of subjects and his reputation for physical prowess.

A community ranged from 30 to 100 households grouped as a barangay and was one based mostly on kinship. Aside from the datu, there were free men called timawa and then the olipon. Spanish reports called the role of an olipon as dependent rather than a slave, because of the absence of violence and harshness notable in European slavery.

People in Cebu then were called pintados because men were heavily tattooed. Lavish ornaments such as gold jewelry were used not only by women but also men.

Prior to Spanish colonization there were already permanent townhouse-looking wooden structures where the datus lived. Ordinary people lived in field cottages or balay-balay that were on stilts: hagdan (house ladder) was a common sight, with floors (salog) made of bamboo or wood and roof (atop) made of palm tree shingles.

In 1521 Ferdinand Magellan and his troops arrived in Cebu, were warmly welcomed by Rajah Humabon’s community which converted to Christianity.

But Magellan was not received well at the island of Mactan, where he was slain by the local chieftain, Lapulapu. Cebu remained free until Manuel Lopez de Legazpi arrived in 1566.

It was then the start of the transformation of Cebu’s civilization under the Spanish regime: Catholic churches were built, priests ruled communities alongside civil leaders, watchtowers were scattered along the island to guard against Moro raids.

On the economic and cultural side, fiesta celebrations were embraced, new agricultural products were introduced, royal decrees led to commercial and agricultural expansion and the establishment of elementary schools in every municipality.

From 1872 to 1896, however, extensive propaganda against abuses of Spaniards was done, a sugar crisis ended the agricultural prosperity Cebu province enjoyed and in 1892, sugar barons or hacienderos were forced to declare bankruptcy.

Philippine Revolution began against Spain in 1898, but before the fruits of independence could bloom, the Americans troops arrived, United States sovereignty over the Philippines was declared and in February 7, 1900 , the Filipino-American war broke.

The rest of Cebu ’s history was then tied to events in the country and the rest of the world: World War 11, Japanese occupation, postwar reconstruction, Philippine independence, then the declaration of Martial Law, and so forth.

But amid all these events, history has witnessed the valiant spirit of the Cebuanos--- principled and resilient, exercising hard work and high standards of morality and professionalism that have since made Cebu a cut above the rest.

Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Ilocos Norte aims to revive sisterhood links with Cebu

LAOAG, Ilocos Norte , Philippines — The provincial government of Ilocos Norte is going to intensify its existing sisterhood partnership with Cebu to further exchange mutual benefits in tourism and other industries.

In an interview with Ilocos Norte Governor Imee R. Marcos, she said that Cebu and Ilocos Norte have complementary strengths and that she is looking forward to discuss further developments with Cebu Governor Hilario Davide, Jr.

Ilocos Norte signed a sisterhood agreement with Cebu in July 2011 with then Governor Gwendolyn Garcia. Both provinces have already implemented exchange programs such as tourism promotion, linkages with the business organizations like Cebu Chamber of Commerce and Industry and Filipino-Chinese Chamber of Commerce and industry.

However, the partnership has taken a backseat due to the transition in government leadership and also the province’s attention was focused on the rehabilitation of areas devastated by the twin disasters last year.

Marcos said the province is going to initiate the revival of the sisterhood agreement, while Ilocos Norte now gears up for tourism advancement and would like to complement Cebu's tourism advantage.

"Cebu and Ilocos are perfect fit. Cebu has good beaches, fashion accessory. Good shopping facilities. While we are also offering good attraction in culture and heritage, and the wind and sand sport activities," Marcos said.

As tourism started to perk up in the province, the lady Governor is hoping to make stronger partnership with Cebu, including the tourism private sector players. The lack of hotel accommodation and over-booked airport are just few of the complementary exchanges that the two provinces can mutually benefit from.

Ilocos Norte has an international airport, situated in its capital Laoag City, wherein Marcos is actively inviting airlines to open international direct flights.

Known as the garlic basket in the Philippines, Ilocos Norte located at the northwest corner of Luzon Island, is also rich in other agricultural produce. About two or three years ago, Marcos said her province had been able to rescue the depleting supply of mangoes in Visayas and Mindanao, and aided to sustain the requirement of food manufacturing companies in Cebu like Profood International.

While rich in fertile agricultural lands, Marcos said Ilocanos are conservative in nature and naturally not enterprising like the Cebuanos.

"Cebu is good at wealth creation. This is something that we could learn from Cebu. The issue on inclusive. growth doesn’t apply here," she said.

Ilocos Norte's economy is largely driven by overseas remittances, as 61 percent of the total population is funded by Ilocanos who work, and reside in different countries around the world.

The sudden surge of tourism in the province, the Governor said is a "wake up call for us." She is also inviting investors to take advantage of the profitable tourism sector especially in hotel, and other support facilities.

Aside from the province’s well known heritage and cultural strength, Marcos said her government is constantly developing more attractions to boost repeat visitors.

Now Ilocos Norte boasts of its sprawling sand dunes for adventure sand dune ride, the new developments of multi-million-dollar windmills, improved Marcos trail, among others.

Cebu, Philippines supports Philippine Cycling

Philippine Cycling is about cycling in the Philippnes. Philippine Cycling helps promote bike races, cycling clubs, bicycle tours, and the development of bicycle trails. Activities are coordinated with bike shops and cycling clubs throughout the Philippines to promote the fun of riding bikes. Philippine Cycling will be coordinating events with tour of Luzon, Visayas and Mindanao. Road biking and mountain bikings will be promoted by Philippine Cycling.
