In a somewhat startling declaration Thursday, the Armed Forces claimed to have “liberated” 23 provinces from the four-decades-old communist insurgency, which it said lost more than 300 guerrillas in 2011.
People living near the mountain slopes and in low-lying areas of the river systems of Northern Mindanao have been alerted of possible flashfloods and landslides.


The military said its Internal Peace  and Security Plan (IPSP), referred to as the “Bayanihan,” had freed the provinces from the influence of the Communist Party of the Philippines (CPP), its armed wing, the New People’s Army (NPA), and political arm, the National Democratic Front (NDF).
This, as the Philippine Atmospheric, Geophysical and Astronomic Services (PAGASA) issued General Flood Advisory No. 13 for Region 10, at 9:00 a.m., today, Jan. 5.


“The AFP through the IPSP Bayanihan liberated 23 provinces from the CPP-NPA-NDF influence, with their internal security operations turned over to their respective local government units,” the military said.
PAGASA said the present weather condition of a wind convergence, which is affecting Mindanao and the tail-end of a cold front, which is affecting Southern Luzon and the Visayas, may trigger flashfloods and landslides.


The provinces are Apayao, Ifugao, Kalinga, Nueva Vizcaya, Quirino, Nueva Ecija, Aurora, Biliran, Cebu, Bohol, '''Camiguin''', Misamis Oriental, South Cotabato, La Union, Pangasinan, Tarlac, Cavite, Marinduque, Romblon, Guimaras, Siquijor and Leyte and Southern Leyte.
Observed rainfall for the past 24 hours ending at 8:00 a.m., today, show that the Lumbia Rainfall Monitoring Station has recorded a trace while that of Malaybalay has recorded 1.4 mm. of rain.

The PAGASA rainfall forecast said there will be light to occasionally moderate rains for the next 24 hours.


AFP public affairs chief  Colonel Arnulfo Marcelo Burgos Jr. said the presence of NPA guerrillas in these provinces had become so insignificant that the military had turned over the job of maintaining security in these areas to the local government  units.
The waterways likely affected by this weather conditions are all the rivers and streams of Camiguin, Island, Bukidnon, Lanao del Norte, Misamis Occidental and Misamis Oriental.


“These are indicators that there is now unhampered progress in these provinces without major incidents of violence and extortion by the NPA rebels,” he said in a phone interview.
These rivers include the following: Odiongan River, Tagoloan River, Cagayan de Oro River, Manduloy River, Cabulig River and the other nearby rivers in the province of Misamis Oriental.


“We can’t say there’s zero presence but we can say that it is no longer significant,” Burgos said.
Oroquieta River and other rivers and tributaries in Misamis Occidental and the Agus River, Liangan River, Maranding River, Mandulog River, Dapao River and Mataling River in Lanao del Norte.


He said the AFP, through the IPSP, had made great strides in its campaign against the communists as well as significant headway in the alleviation of “poverty-induced insurgency.
Earlier, fishing boats and other small sea crafts in the region were also advised not to venture out into the sea, while larger sea vessels were alerted against big waves by the Regional Disaster Risk Reduction and Management Council (RDRRMC).


“The AFP’s intensified military presence, civil military operations and social reintegration resulted [in] the CPP-NPA-NDF losing 341 of its members, 235 of [whom] have surrendered and opted for a peaceful life with their families,” the AFP said in a press release.
The RDRRMC-10 also called on the local DRRMC’s come up with pro-active measures aimed at attaining “zero” casualty focused on evacuation rather rescue.
 
“The rest who still resorted to armed engagement against government troops have either been apprehended or killed in  encounters,” it added.
 
According to Burgos, there are still some 25 provinces with varying degrees of NPA influence, including Surigao del Norte and Surigao del Sur, Davao and Agusan del Sur, among others.

Only “less than 5,000” NPA rebels remain in the countryside waging their decadeslong revolution, he said.
 
The AFP said the NPA, which has been trying to supplant democracy with the communist ideology, has largely transformed itself into a criminal group involved in extortion as its primary source of income.
 
It said the NPA has also been associated with various criminal activities, from murder and kidnapping to robbery, bombing and arson. The NPA allegedly exploded 21 improvised explosive devices, killing 28 persons, five of them AFP personnel, it added.
 
The military also denounced what it described as the communists’ lack of sincerity in pursuing peace talks with the government. Negotiations stalled recently after the NDF demanded the release of several jailed members as a condition to restart the talks.

“Over the years, the (CPP-NPA-NDF) have shown a pattern of insincerity in the ongoing peace talks, where they have not shown any intention but to intensify propaganda and gain concessions from the government, as well as to push for the release of ‘protected’ people under the Joint Agreement on Safety and Immunity Guarantees (Jasig),” it said.
 
In the statement, AFP Chief Lieutenant General Jessie Dellosa said the military would not cease in its efforts to stamp out the root causes of the insurgency, using a propeople and propoor approach.
 
“Through people-centered and multisector engagements, we will not stop until the root causes of insurgency are alleviated,” he said.
 
“Our pro-people programs will continue in support of the government’s peace negotiation efforts. Our soldiers will continue to safeguard our people from threats posed by an irrelevant armed struggle,” Dellosa said.
 
'''On-and-off peace talks'''
 
The armed struggle of the CPP dates back to its establishment on Dec. 26, 1968, when it broke away from the Partido Komunista ng Pilipinas during a restive period in the country’s history that would culminate in the declaration of martial law in 1972.
 
Since its founding, the NPA has become a thorn on the side of government, launching attacks in the countryside and collecting revolutionary taxes from politicians and business establishments.
 
The government and the rebels have been holding peace talks on and off since the administration of the late President Corazon Aquino, the mother of President Benigno Aquino III. The talks have been suspended several times by either party.
 
In 2004, negotiations were scuttled after the NDF accused the Arroyo administration of “sabotaging” the talks by pressing for the rebels’ surrender upon the signing of a final peace agreement.
 
Last year, the Aquino administration declared its intention to revive the negotiations but the communists’ insistence that the government release its “consultants” have caused the talks to stall.

Old Spanish documents indicate that the renowned explorers, Ferdinand Magellan and Miguel Lopez de Legaspi landed in Camiguin in 1565, respectively. The first Spanish settlements in what was later to be known as Guinsiliban as established in 1598. Guinsiliban comes from the old Kinamiguin word " Guinsilipan" which means to look out for pirates from a "Watch tower." An old Spanish watchtower where the Camiguinous kept watch for Moro pirates still stands in Guinsiliban.

The first major Spanish settlement established in 1679 was called Katagman of Katadman (known now as Catarman). This settlement grew and prospered to what is now Barangay Bonbon. On May 1,1871, Mt. Vulcan Daan erupted and destroyed the town. A portion of the town center is presently located. Today, all that remains of old Catarman are the ruins of the ancient Spanish church, a convent and a bell tower.

Sagay, located south of Catarman, was formally established as a town in 1848. The word Sagay is derived from the name of a poisonous fruit tree that grew in the area.

Mambajao became a town in 1855. The name was coined from the Visayan term " Mamahaw," meaning to usher breakfast and "bajao," which is leftover boiled rice. In the early 1900s, Mambajao prospered to become the busiest port in Northern Mindanao.

Mahinog was established as a Municipality in 1860. the name Mahinog comes from a Cebuano word meaning "to ripen" or to become ripe." Although Guinsiliban was the oldest settlement in the island, it was only in 1950 when it became a Municipality. Both Mahinog and Guinsiliban were formally governed by Sagay. | back to top

American Period

In 1901, in the middle of Spanish-American War (1898-1904), American soldiers landed in Camiguin to assume political control over the island. A group of Camiguinous, armed with "bolos and spears", led by Valero Camaro fought for the island's independence from foreign invasion during a short battle in Catarman. A bullet on the forehead killed Valero Camaro. He became unsung Camiguin patriot of the early independence movement.

In 1903, the first public school in Camiguin was built in Mambajao and in 1904, the first public water system was installed. On June 18,1942, the Japanese Imperial army landed in Camiguin and set a government in Mambajao. The Japanese army gutted down central Mambajao in reprisal to guerrilla there remains of some of these buildings still exist today.

Independence Era

On July 4 1946, the country gained independence from the United States of America and became the Republic of the Philippines. From 1946 to 1958, Camiguin was part of the Province of Misamis Oriental. In 1958, it became a Sub-Province and in 1968, a full-fledged Province with Mambajao as its capital.

Post-Independence Years: 1948-1951

From 1948 to 1951, Mt. Hibok-hibok constantly rumbled and smoked. Its minor eruption in 1948 caused little damage and loss of life. In 1949, its eruption caused 79 deaths due to landslides. In the morning of December 4, 1951, the volcano erupted again. This time, however, its unleased boiling lave, poisonous gases, and landslides enough to destroy nearly 19 square kilometers of lands particularly in Mambajao. All in all, over 3,000 people were killed.

Before eruption of Mt Hibok-hibok in 1951, the population of Camiguin had reached 69,000.. After the eruption, the population was reduced to about 34,000 due to massive out-migration.

Camiguin was part of Misamis Oriental until 1958 when it became a sub-province. It was made into a separate province on June 18, 1966, but was formally inaugurated only in 1968.

  • KATIBAWASAN FALLS

(Located: 5 kms southeast of Mambajao):
A beautiful, clear stream of water cascading 70 meters into a rock pool surrounded by ground orchids, wild ferns, tress and boulders. Its cold water provides a refreshing summer splash to bathers and picnickers. For the more adventurous it is possible to rappel down the waterfall into the plunge pool below.

  • TUASAN FALLS

(Located 6 kms northeast of Catarman):
The approach to the wild and mighty falls entails a very scenic hike passing through the quaint Barrio of Mainit, Catarman and along the rocky river bed. The pool below the waterfalls is deep and clear. The surrounding scenery is unspoiled and perfect for a peaceful picnic, the only sounds around you is that of the tumbling falls and running water.

  • BURA SODA WATER SWIMMING POOL

(Located: Bura, Catarman):
The one and only in the country where you can swim to a poll of soda water. It has great scenery over the fields and the seas as its cold water provide a refreshing splash to bathers and picnickers. Picnic huts and tables are available beside the pool.

  • ESPERANZA ARDENT HOT SPRING

(Located: 6 kms Southwest of Mambajao):
In the heart of the island bubbles this mineral pool with water around 40 degress Celsius. Mist rises from the heated waters that run down the vents of the dormant Hibok-Hibok volcano. The springs are ideal to bathe in at night surrounded by cool mountain air. It has therapeutic effects. Picnic huts and tables are available in the beautifully landscaped gardens and there is a restaurant on site.

  • MOUNT HIBOK-HIBOK - entry is through the base of Barangay Tagdo in Mambajao. It is the only active volcano among the seven others in the island; the 1,250 meters slope is a challenge even to professional climbers as a trek entails skillful maneuvers in loose rocks and boulders. A crater lake and stream serve as outlets in many places at the peak, and a clear view of the entire island and Bohol can be seen on clear days.
  • STO. NIÑO COLD SPRING

(Located 4 kms north of central Catarman):
It has a terrific huge pool of cold spring water measuring 25m x 40m sprouting from sandy bottom. The area has native stores, picnic huts and toilets picnickers.

  • TANGUB HOT SPRING

(Located 12 kms west of Mambajao):
A volcanic hot spring below the sea bed. The small area is formed by a pool of sea stones and corals and is completely undeveloped. Water temperatures turn from cold to lukewarm, warm and hot as the tide changes. Sit in the water at lowish tide and enjoy the cold sea water as it mixes with the hot spring. Scuba diving is also good about 10-20m offshore with a gradual drop-off.

  • MACAO COLD SPRING

(Located in Tupsan Pequeño, Mahino):
Once you are near the spot, you will be amazed by the crystal blue coloured water. The pool is surrounded by huge trees, some of theme are more than century old.

  • TANGUINES LAGOON

(Located in Benoni, Mahinog):
A man-made lagoon mantled by limpid water, large cliffs and gently rolling hills. An ideal place to hire a boat and go fishing for the day.

  • OLD VULCAN

(Located 13 kms west of Mambajao):
The old volcano drops into the sea and makes a natural road high above the ocean. The place has a sheer drop-off of 80 meters; ledge shallow water and rocks to sit on and sunbathe. Rich corals abound in the ocean below.

  • WHITE ISLAND

Located 2 kms across the sea from Agoho and Yumbing):
An uninhabited white sandbar with the picturesque Mt. Hibok-Hibok and Old Volcano as its backdrop. The picturesque island is ideal for swimming, sunbathing, snorkeling and viewing the sunrise and sunset over Camiguin.

  • MANTIGUE ISLAND

(Located 3 kms offshore across from Hubangon and San Roque in Mahinog):
The island is 4 hectares of evergreen forest, fringed with white granule sand beaches. A fishing village is found in the north of the island. One side of the island is a white sand beach with coral offshore, and the other opposite side provides a deep drop-off for snorkeling and diving. One gets there by light water craft in 25-30 minutes from San Roque, Mahinog.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
