The province of Zamboanga Sibugay is the 79th province of the country. It has just celebrated its 8th Araw ng Sibugay with again the longest "Talaba Grill" in the world. Though 8 years old, the province is not among the poorest ten provinces of the country according to the records of the NAPC. The province is known as the rubber capital of the Philippines and is set to host the biggest International Rubber Congress this year 2009.

The Province of Zamboanga Sibugay has 389 barangays with a total land area of 336,322 hectares (3,363.22 sq. km.). Its coastal areas are surrounded in its middle by the big and beautiful Sibuguey Bay, the smaller Dumanquilas Bay to its eastern border, the great Moro Gulf to its south and the Celebes Sea beyond.

Zamboanga Sibugay is a province of the Philippines located in the Zamboanga Peninsula region in Mindanao. Its capital is Ipil and it borders Zamboanga del Norte to the north, Zamboanga del Sur to the east and Zamboanga City to the southwest. To the south lies Sibuguey Bay in the Moro Gulf. Zamboanga Sibugay was created in 2001 when the third district of Zamboanga del Sur split off. Zamboanga Sibugay is the 79th province created in the Philippines.

Daily Zamboanga Times: Tuesday, February 27, 2001 The region has a new province — Zamboanga Sibugay.

Voters from 44 municipalities of Zamboanga del Sur and Pagadian City, voted in favor of the creation of Zamboanga Sibugay separate from Zamboanga del Sur during the plebiscite last week.

Lawyer Helen Flores Aguila, Commission on Elections regional director, announced that out of 200,000 voters registered in the different towns, 141,35 voted Yes against 60,332 who voted No.

The author of the bill creating the new province, Rep. George Hoffer of the third district of Zamboanga del Sur, said Zamboanga Sibugay is now a new province.

"I sincerely thank the people for supporting the creation of the new province," Hoffer said in a radio interview adding that it was indeed a smooth, peaceful and orderly conduct of plebiscite.

Hoffer said the victory of the Yes votes will enable local candidates to file their certificates of candidacy for the position of governor, vice governor and board members for the new province before the Feb. 28 deadline.

The new province will comprise 16 municipalities, all belonging to the third district of Zamboanga del Sur, with Ipil as its capital town.

Sibugay refers to the vast track of land in Sibugay valley, also considered as the province’s rice granary.

As of the 2000 census, Zamboanga Sibugay has a population of 497,239 people, and a population density of 161/km². It is ranked 29th among the provinces of the Philippines in terms of both population and population density. The annual population growth rate is 2.09%.

The major languages spoken in the province are Cebuano and Ilonggo. Chavacano, Tagalog, Ilocano, and other ethnic languages are also spoken.

Gov. George T. Hofer, Zamboanga Sibugay Province

Governor George Hofer is a medical practitioner by profession. He finished preparatory medicine at the Far Eastern University and transfered to Southwestern University in Cebu City to complete his medical degree.

He served for two terms as mayor of the town of Titay in Zamboanga del Sur from 1992 to 1998. Since then, he became active in local government circles, where he was convinced his expertise as a physician will be needed, particularly in the push for local government reforms.

In the elections of 1998, he won a seat in the lower house of Congress, representing what was formerly the 3rd District of Zamboanga del Sur. His congressional stint proved to be historic, after he successfully authored and pushed for the passage of the bill, which would later be known as Republic Act No. 8973, creating the Province of Zamboanga Sibugay out of the 3rd District of the Province of Zamboanga del Sur.

From this point, he moved to his home province in Zamboanga Sibugay to serve as its first governor.

In the 2001 elections, he secured the governorship of the province. This mandate was reaffirmed in 2004. Following his overwhelming victory in the May 14, 2007 elections, Gov. Hofer is now on his third term as Sibugay’s chief executive.

Although Sibugay is an infant province, Gov. Hofer – an expert in social and economic growth processes and a specialist in the custody of health, believes that it has a lot of potentials for acceleration. Farming communities are getting the top priority in the extension of agricultural development and technical assistance programs. Knowledge Channel returns to Zamboanga Sibugay

MANILA, Philippines - The Knowledge Channel is back in Zamboanga Sibugay! This time connecting six more schools through a grant from Sen. Loren Legarda and the support of Gov. George Hofer and Rep. Dulce Ann Hofer.

At the turnover ceremony at Ipil Heights Elementary School last February 26, Knowledge Channel Foundation Inc. (KCFI) President and Executive Director Rina Lopez Bautista said that KCFI is not launching its partnership with Sen. Legarda or Zamboanga Sibugay, but rather, renewing old ties.

The Knowledge Channel has had a positive impact on the connected schools in Zamboanga Sibugay, helping to increase scores of students in schools with high utilization levels, and of this, Lopez Bautista said, “It also humbles us to realize that it is not only the children that we have affected, but also the communities where these schools are as well.”

Legarda addressed the school, saying that the quality of education in Sibugay has improved as a result of having the Knowledge Channel and adding, “That proves that our weapon against poverty and ignorance is knowledge in Science, Math, and English.” She went on to tell the students how lucky they are to have access to the Knowledge Channel, saying, “You are privileged that you will be able to watch quality programs that give not only entertainment, but knowledge as well.”

Economy of Zamboanga Sibugay Province, Philippines

The main economy is based on rice and corn milling, food processing, baking, rattan and wood furniture production. Additional businesses in concrete products, wax and candle factories, clothing, and other local industries are improving the new province's economic outlook.

As of early 2009, The Philippines has 40 Mariculture Parks in operation and out of the 11 in Mindanao, one is located in Tungawan, Province of Zamboanga Sibugay. Mariculture parks operate much like industrial estates on land, with investors setting up or renting fish cages to grow high-value marine species such as bangus, lapu-lapu, siganids, seaweeds and other high-value aquatic organisms. Mariculture parks are not only practical and economical but are also ecologically friendly. There is no need to cut a single mangrove tree in raising bangus, in a sea cage, and is also more economical because it would cost only about P150,000 to put up a sea cage while development cost for a hectare of fishpond would reach about P1 million, according to a recent Philippine Senate hearing.

Additional Senate data encourages that mariculture yields can reach as much as five tons in a 10x10x 5 meter-sea cage inside a mariculture park, which is the same as in a one-hectare fish pond. With production cost of P70.00-P75.00 per kilo, a fish farmer could easily earn some P90,000.00 per cropping per cage or a total of P 180,000.00 for two cropping periods per year. Additionally, to further increase earnings, a fish farmer can also grow danggit or samaral in sea cages in tandem with bangus under a system called aqua-polyculture. After one cropping with 1,680 pieces fingerlings, the danggit catch could reach an estimated 100 kilos, which could easily fetch an additional cash of P8,800.00.
